Call to Order
The February 17, 2016 regular meeting of the Historic Preservation Commission was
called to order at 6:32 p.m. by Chair Lasota.
Opening Ceremony
Commissioner Roach' led the pledge of allegiance to the flag.

comprising a quorum of the Commission; and
Valarie Kingsland, Library Museum Director

Absent—Fred Woelkers
Special Reports - None
City Administration Report, Library Museum Director Valarie Kingsland said she did
not have anything to add to her report that was included in the packet. But wanted to bring
attention to the laydowns that she provided before the meeting.
Commission asked Administration to provide copies of current resolutions that are to be present
to Council for the February 22, 2016 meeting.

Hepworth, Friends of the Jesse Lee Home and Iditarod Trail Blazers — Commissioner
Roach' will find update for Jesse Lee Home project. Trail Blazers are asking that Historic
Trail be honored and that the Anchorage to Seward Coastal Trail be renamed the Iditarod
Historic Trail. Trail Blazers have also talked to the Alaska Railroad about
naming/renaming an engine after the Iditarod. The rock for the Wada statue has been
selected.

French, Resurrection Bay Historical Society (RBHS) — Commissioner French was not at
last meeting but congratulated Chair Lasota on volunteering to be the RBHS Treasurer.
Next RBHS meeting is Thursday February 25, after the program at 7:OOpm.
Woelkers, Alaska Nellie Materials update — Chair Lasota asked if the tapes could be
digitized. Kingsland said Woelkers dropped off tapes and are now located in the HP file
cabinet at the Library Museum. Kurtz says he has a way to digitize VHS and volunteered
to look at tapes.

Plan how to address request from SPRD regarding evaluating historic value of parts
of Two Lakes, and Forest Acres.
French requested that more guidance come from Administration on Section 106 review of City
projects.
Chair Lasota said Commission has been informed that area of advisement extends to Lawing and
the entrance to Resurrection Bay.
French recommended addressing this question at the Joint Work Session with City Council on
February 24. Roach' recommended coming up with a list of questions to present as well,
particularly as they related to Unfinished Business items A, B, and C.

surveying historic value of properties.

Discuss how the Commission should coordinate and facilitate its input to the City
and other entities regarding AHPA Section 106 compliance for projects within the
Commission's geographic area of responsibility.

Discussion on implementing survey of historic sites on outer coast of Kenai
Peninsula.
Chair Lasota brought up that outside of Resurrection Bay is not included in the Commission's
area of responsibility and was unsure who is responsible for documenting historic preservation of
outer coast of Kenai Peninsula.
Hepworth asked that discussion of this item be postponed. Woelkers to contact Resurrection
Bay Historical Society about what documentation they have on outer coast.

Discussion of U.S. Army Corp of Engineers, Alaska District report regarding
repairs to the Lowell Creek Division Tunnel.
French said discussion of the tunnel is important for Commission because the tunnel is on the
National Historic Register and any changes will potentially change historic character of the site.
French proposed providing additional interpretive signage regarding history of the tunnel and
why it was built.
Chair Lasota said State Historic Preservation Office (SHPO) is the lead on this project and
Commission should request updated information from SHPO. French wanted to clarify that
Commission is the local representation for SHPO and should still be involved in providing
justification for the project.
Kurtz said he would write a letter to send to listed organizations with project and have it to
present at next meeting.

Discussion on scheduling annual joint work session with City Council, including
topics to be presented.
General discussion of topics the Commission would like to present to City Council at Joint Work
Session on February 24.
Chair Lasota said she would compile the recommendations and send to Administration for
distribution to the Commission for comments before the Joint Work Session.

Citizens' Comments
Hepworth — Hepworth asked what RBHS plans for 2017 Sesquicentennial were. Chair Lasota
said there currently are none but that RBHS has been contacted by other organizations to
participate. Hepworth asked to set a deadline for the Historic Preservation Plan.
Kurtz — Chamber of Commerce Tammy Anderson working on updated Chamber map with QR
codes. Kurtz said he would talk with her about including historic info. Chair Lasota asked to be
kept updated on progress.
Roach' - Thanked Heather McClain for her service. Forest Acres subdivision looking to install
interpretive signage regarding the history of the neighborhood.
French — French said that per his discussion with Library Museum Director Kingsland he
recommended the Commission create a long-term schedule and asked that the schedule be
included as an item on the next meeting agenda.
Commission & Administration Response to Citizens' Comments
Erickson — Asked that if deadline is set for Historic Preservation Plan, work sessions be set
ahead of time and with the possibility of more work sessions being scheduled on the weekends.

Next regular meeting set for March 16, 2016 to be immediately followed by a Work Session.
Kingsland— New positions trying to get hired as quickly as possible. Informed the Commission
that there would be two HP Resolutions, two HP Proclamations, and two Library Museum
Resolutions on the City Council agenda on Monday February 22.
