CALL TO ORDER
The April 20, 2016 regular meeting of the Historic Preservation Commission was called to
order at 6:35 p.m. by Chair Linda Lasota.
OPENING CEREMONY
Commissioner Hepworth led the pledge of allegiance to the flag.
ROLL CALL
There were present:

SPECIAL REPORTS
Other Reports,Announcements and Presentations
Chair Report. Linda Lasota reported the Planning and Zoning Commission, through
Community Development,would be asked for three dates to choose a joint work session. Discussion
of Section 106 historic items; forwarding from P&Z to SHPC 106 notifications and items on
historical properties required by city code. The Planning and Zoning Commission would try to
schedule this joint work session for the same week as a Historic Preservation Commission meeting to
enable Commissioners Erickson and Hepworth to attend
Friends of the Jesse Lee Home Update. Commissioner Hepworth stated she had turned
over this report to Commissioner Roach' who was not present tonight.
Resurrection Bay Historical Society Update. Commissioners Hepworth and Lasota
made note of speakers prior to monthly meetings for some of the RBHS meetings. The next meeting
of the Resurrection Bay Historical Society would be Thursday, April 28, 2016 at 7:00 p.m.
Iditarod Trail Blazers Update. Commissioner Hepworth brought the group's January
newsletter to share the Trail Blazers' list of goals. Hepworth stated the Alaska Railroad Coastal Trail
Train Tour name change to the Iditarod Trail Train Tour was being decided by the President of the
Railroad.

Alaska Nellie Materials Update. Commissioner Hepworth stated she would visit the
property this week. Commissioner Kurtz had visited the property and noted many old vehicles and
ATCO trailers needed to be removed, and the log cabin on the property needed repairs.

UNFINISHED BUSINESS
Report on any contact from Seward Parks and Recreation Department regarding evaluating
historic value of parts of Two Lakes and Forest Acres.
Commissioner Lasota stated she was in communication with Parks and Recreation Director Karin
Sturdy and would report on this matter again at the commission's May, 2016 meeting.
Discuss how the Commission should coordinate and facilitate its input to the City and other
entities regarding AHPA Section 106 compliance for projects within the Commission's
geographic area of responsibility.
The Commission discussed working on this with the Planning and Zoning Commission at a future
joint meeting or work session.

NEW BUSINESS
Draft letter coordinating with State Historic Preservation Office regarding obtaining assistance
surveying historic value of properties.
Commissioner Woelkers would like to request the commission seek permission to survey the outer
coast of Prince William Sound South and Cape Ellington to Gore Point for areas of historical interest
and value. Commissioners were reminded that area is out of our jurisdiction per SHIPO. It was not
covered in the states plan and no other entities were involved. There was discussion regarding U.S.
Forest Service and U.S. National Park surveys.
Draft letter to U.S. Army Corp of Engineers,Alaska District report regarding repairs to the
Lowell Creek Division Tunnel & DOT letter.
Commissioners Kurtz and French stated they had not yet prepared the draft letter but plan to do soon.
The commission stated the letter should cover three points: 1) requesting assistance to survey
historic value, 2) repairs to the Lowell Creek Diversion Tunnel, and 3) Upcoming DOT Highway
construction through historic areas south of the Sterling Highway and Seward Highway Interchange.
The commission requested this item be put on the next meeting agenda.
Update on Seward Historical Places and Walking Tours app development.
Commissioner Kurtz inquired on the financial and ownership rights of a project of this nature and
wondered who would be the sponsor. If the Historic Preservation Commission funded this,would be
a city project? Kurtz said there wasn't enough progress made on this project and requested this be
put on the next agenda and wanted to invite Tammy Anderson to speak on the mapping project.

COMMISSION COMMENTS
Hepworth thanked the chair a job well done tonight and in preparation in handling the
administrative and clerical duties of this meeting.
French said the recent work session on April 16, 2016 was very productive.
Woelkers agreed and said the food was good and thanked the commission.
Kurtz agreed with all the comments made by the commission.
