Call to Order
The November 18, 2015 regular meeting of the Historic Preservation Commission was
called to order at 6:35 p.m. by Commissioner French.
Opening Ceremony
Commissioner Woelkers led the pledge of allegiance to the flag.
Roll Call
There were present:
John French presiding, and Wolfgang Kurtz
Wadeen Hepworth
Fred Woelkers
comprising a quorum of the Commission; and
Valarie Kingsland, Library Museum Director
Heather McClain, Library Museum Staff
Absent—Chair Linda Lasota, Laura Erickson, Sandie Roach'
Special Reports - None
City Administration Report, Library Museum Director Valarie Kingsland said SCLM
was now fully staffed. Annie Martin was selected as the new Program Coordinator and Michelle
Quinn was selected as the Permanent Part-time Aide. Kingsland apologized to the Commission
for being slow to respond to emails and requests. She said the past month had been tough with
people out of the office and out sick.
Kingsland stated that the Library Museum Open House went well with 687 attendance recorded
on the door counter. She also stated that the Library Museum Budget was approved by City
Council.
Kingsland said the Historic Preservation filing cabinet has been delivered and was in the
Research Room at the Library Museum. She said she had not received notification or direction
on what to do with the records from City Manager. She said that she appreciated Commissioners
understanding through tough transitions and apologized for not being able to get a work session
together when Judith Bittner was in town at the beginning of November.
Other Reports,Announcements and Presentations
Hepworth, Friends of the Jesse Lee Home and Iditarod Trail Blazers — No update,
Hepworth would try to stop by and see who to talk to while she was in town. Other
Commissioners stated that the Friends of the Jesse Lee Home was in the process of looking for a
new local coordinator.

Hepworth said Trail Blazers meeting on Monday, November 16 went well. John Eavis
brought maps of Forest Service parking areas to mark the Iditarod Trails, putting in interpretative
signage, and came up with a concept for medallions. Trail Blazers members also set goals for
upcoming projects, including the construction of a bridge at Mile 18. Trail Blazers would be
asking Alaska Railroad to make mention of and promote the trail.
French, Resurrection Bay Historical Society (RBHS) — Annual meeting is November 19,
2015 at 7:OOp

French — Said Commission needed to make recommendation to State Historic Preservation
Office as to whether or not the Commission concurs with the U.S. Army Corp of Engineers,
City of Seward,Alaska Historic Preservation Commission Minutes
November 18, 2015 Volume 3,Page 41
Alaska District report regarding repairs to the Lowell Creek Division Tunnel (SEW-0011).
Requested that it be included on the next meeting agenda so Commissioners would have time to
review.
Commission Comments
Woelkers — Said he would walk the uplands. No progress in search for Alaska Nellie tapes but
said he would continue and check with other sources. French asked that discussion of Alaska
Nellie materials be included as Special Reports item on next agenda and as a topic for work
session.
Woelkers would like to know if Commission can draft a survey of sites on outer coast of Alaska
Native sites, logging sites, including Forest Service and National Park Service lands. Need to
check with State Historic Preservation Office on preexisting site and shoreline surveys. Asked
that discussion on implementing survey of historic sites on outer coast of Kenai Peninsula be
added to next meeting agenda.
Kurtz—Said he would try to think of other people to contact for Alaska Nellie tapes.
Hepworth—No comments
French— Summarized that there were two new business items for next meeting's agenda. Topics
for work session—discussion of Alaska Nellie materials and Plan.

McClain—Please submit agenda items by noon on Tuesday the week before the meeting so that
City Clerk can publish the notice on time.
