CALL TO ORDER
The March 28, 2018 regular meeting of the Historic Preservation Commission was called to
order at 6:53 p.m. by Vice Chair Wolfgang Kurtz.
OPENING CEREMONY
Cheryl Seese led the Pledge of Allegiance to the flag.

The following consent agenda items were approved:
Approval of the February 21, 2018 regular meeting minutes.
SPECIAL ORDERS, PRESENTATIONS,AND REPORTS
City Administration Report.Valarie Kingsland said she updated the Historic Preservation
Commission(HP)'s website. She said a list of past HP award recipients and laydowns for this meeting
were available on the city website. She thanked the city clerk and community development for their
guidance on meeting questions. Kingsland said Parliamentary Procedures and Open Meetings Act
(OMA) training was on May 14 and May 15, 2018.

Chair Report.Wolfgang Kurtz said HP had a joint work session with council on March 27,
2018. HP would be working on their report to council at tonight's work session.
Friends of the Jesse Lee Home Update.Iris Darling asked everyone to call Mike Navarre
about the Jesse Lee Home.
Alaska Nellie Materials Update.Wolfgang Kurtz said Alaska Nellie Day was coming up.
Fred Woelkers, Iris Darling, and Cheryl Seese volunteered to review the Alaska Nellie tapes.
Rockwell Kent Centennial. Wolfgang Kurtz said he wanted to invite Doug Capra to the
April, 2018 HP meeting to discuss the Rockwell Kent Centennial.
UNFINISHED BUSINESS
Discuss how the Commission should coordinate and facilitate its input to the City and other
entities regarding Alaska Historic Preservation Act (AHPA) Section 106 compliance for
projects within the Commission's geographic area of responsibility.
Kurtz said HP was unaware of the compliance process taking place. He said the Department
of Transportation (DOT) recently issued a Section 106 analysis of the naval radio station facility.
Woelkers said he would speak to Seward Airport DOT office before the next HP meeting.
In response to Kurtz, Darling said she would work with the city clerk to develop a list of
agencies that work with Section 106 compliance.
Discuss the Commission's role in the possible preservation of City properties,including Parks
& Recreation warehouse building (KPB parcel #1452609 702 Aspen Lane); AK Dept. of
Transportation (DOT) Building (KPB parcel #14732006 412 B Street); Army (KPB parcel
#14502604 2209 & 2305 Dimond Blvd); and Airforce (KPB # 14502607 2109 Dimond Blvd);
and US Naval Radio Station (KPB parcel#14502401).
Woelkers said the Parks&Recreation warehouse was the last remnant of Fort Raymond. He
said he had leads on historic artifacts from Fort Raymond.
In response to Woelkers, Kurtz said he should find someone local who deals with historic
military artifacts.
Kurtz suggested HP come up with a list of projects that they could work.
Woelkers said he spoke to the city manager about the DOT building. Woelkers felt there was
support for keeping the DOT building but he said what happened to the property was ultimately up to
DOT.
Kurtz suggested Woelkers write a letter to Judy Bittner at the State Historic Preservation
Office (SHPO) regarding the DOT building and HP's interest in the building.

The commissioners removed the US Naval Radio Station from this discussion and postponed this
discussion to the April, 2018 HP meeting.
Discuss update of Seward historic sites inventory.
Seese said she would provide a draft spreadsheet of the Seward historic sites inventory for the
packet for the April, 2018 meeting.

Discuss update of local historic plants and trees inventory.
The commissioners postponed this discussion to the April, 2018 HP meeting.
Discuss and plan for the Annual Alaska State Certified Local Government(CLG) report for
2017 to the State Historic Preservation Officer, due April 1, 2018.
Motion (Woelkers/Darling) Accept the Annual Alaska State Certified
Local Government(CLG)report for 2017 to
the State Historic Preservation Office.
Motion Passed Unanimous
Review, discuss, and plan annual report to Council.
In response to Kurtz,Library Museum Curator Madeline McGraw said this report would
be an annual report to council for 2017.
Motion (Kurtz/Woelkers) Cancel the March 28,2018 work session and
schedule a work session for April 21,2018 to
discuss HP's annual report to council.
Motion Passed Unanimous
Review, revise, and update online Seward Historic Preservation information.
The commissioners postponed this discussion to the May 16,2018 HP meeting and added it as a topic
for the April 21, 2018 work session.

Review and discuss 2018 HP Award nominations and select recipient.

Kurtz said HP received six nominations for the 2018 HP Award. He said he submitted the
nominations for past HP commissioners Laura Erickson, John French, and Wadeen Hepworth for
their efforts on HP and their roles in creating the 2017 historic plan.
Library Museum Curator Madeline McGraw requested the commissioners write down names
of nominees that they would like to see receive the Historic Preservation Award.

HP meeting.

7:00 p.m.

COMMISSIONERS' COMMENTS
Darling was concerned that tourists did not know about the Seward museum and it was not
open on Sundays.
Woelkers said he had considered stepping down from the commission,but he had decided to
re-apply for HP. He would be unavailable to attend a couple of meetings next winter due to an
upcoming back surgery.
