Opening Ceremony Commissioner Woelkers led the pledge of allegiance to the flag. Roll Call There were present: Linda Lasota presiding, and Iris Darling Wolfgang Kurtz Cliff Krug Fred Woelkers Cheryl Seese Tanguy Libbrecht comprising a quorum of the Commission; and No City Staff in Attendance Absent—None Special Reports — City Administration Report—None Chair Report— Thank you to Commissioner Woelkers for rejoining the commission for another term. Chair will contact Judith Bittner to find out result of sent to her by DOT that was a lay-down from March 2018 meeting. Other Reports,Announcements and Presentations Friends of the Jesse Lee Home Update — Darling Governor Walker will be in town on Friday April 20t'. Lengthy discussion by commission with numerous questions not answered due to lack of information. Suggestion of grants; survey's; who owns property; state departments involved in JLH; what will be future use of property; mention of state officials who may be contacts; what state departments are involved and what are they doing; what is city doing; request from city for report. Commission summation to place JLH in new business for May 2018 meeting. Woelkers-Darling Motion (Woelkers/Darling) Move Friends of the Jesse Lee Home topic to the next meeting. To discuss having a professional determine safety and condition for restoration Motion Passed Unanimous City of Seward,Alaska Historic Preservation Commission Minutes April 18, 2018 Volume 3,Page 139 Resurrection Bay Historical Society (RBHS) —Meeting April 26th, 7:OOpm - Lasota Iditarod Trail Blazers—No report Alaska Nellie Materials Update — Discussion of tapes in SHPC file cabinet. Administration requires the tapes to remain in library, with Commissioner Woelkers as lead, we will watch when we can—Kurtz-Woelkers Mapping Project Historical Properties Update—No Update—Kurtz Rockwell Kent Centennial—Woelkers -Kurtz Guest Doug Capra gave a 15min. talk on the Rockwell Kent Centennial and how the city/commissions can become involved. It is a 3 year event starting 2018, August 24, 1924 Kent arrived in Seward. Mr. Capra hopes Founders Day August 28t'can be devoted to Kent and in 2020 a Symposium on Kent is planned with involvement from the community. Motion (Woelkers/Darling) Move forward to May Agenda Discussion of proposed City Symposium `100 Year Rockwell Kent" Motion Passed Unanimous Citizens' comments on agenda items not scheduled for public hearing and other items not included on the agenda. -None Approval of Agenda and Consent Agenda Motion (Darling/Krug) Approve the Agenda and Consent Agenda Motion Passed Unanimous Public Hearings -None UNFINISHED BUSINESS— Discuss how the Commission should coordinate and facilitate its input to the City and other entities regarding Alaska Historic Preservation Act (AHPA) Section 106 compliance for projects within the Commission's geographic area of responsibility Commission request this item remains on the Unfinished Business agenda until officially dismissed by motion/vote. Chair Lasota will officially request training from state office. Discuss the Commission's role in the possible preservation of City properties,including Park & Recreation warehouse building (KPB parcel #1452609 702 Aspen Lane); AK Dept. of Transportation (DOT) Building (KPB parcel # 14732006 412 B Street); Army (KPB parcel City of Seward,Alaska Historic Preservation Commission Minutes April 18, 2018 Volume 3,Page 140 #14502604 2209 & 2305 Diamond Blvd); and Airforce (KPB#14502607 2109 Diamond Blvd) Libbrecht to research more on properties/facilities removed from National Registration. What role does commission play? Commission request this item remains on the Unfinished Business Agenda until officially dismissed by motion/vote. Discuss update of local historic plants and trees inventory This item is a work session topic for April 18 and April 21, 2018 work sessions. Carol Griswold as lead and Linda Lasota will work on list in the month of June and will report back to the commission on the September 19th, 2018 SHPC meeting. Commission request this item remains on the Unfinished Business Agenda until officially dismissed by motion/vote. Review, discuss, and plan annual report to Council Commission will discuss at April 18 and April 21, 2018 work sessions. Bring forth as new business on May 16, 2018 regular business. Plan for Hoben Park beautification Discussion amongst commissioners as to why Parks&Recreation will not water planters,possibly something to put in annual report to council. Ask Ron Long for assistance. Another possibility is to contact the Community Garden members for future assistance. This year SHPC will proceed with planting planters with receipts turned into administration for plants. Cost to be less or equal to last year, as no new maintenance needs to be done to planter linings. Review, revise, update online Seward Historic Preservation information This item is on the agenda for Work Sessions on April 18 and 21st. Will bring back to commission after those meetings. NEW BUSINESS Discuss update of Seward Historic Sites Inventory Review and discuss during Work Session on April 18th and 28th 2018. Possible committee of 3 commissioners to work on Inventory List together Motion (Seese/Woelkers) Committee of commissioners to be formed Motion Passed Unanimous Update on CLG travel award—Kurtz Grant was approved, Commissioner Krug will not be able to go, Commissioner Woelkers will be going. Discussion on: lodging will need to be reimbursed in full as notification was not received in time for reduced rate; travel rules; who has travel information; need of cash advances. Valarie has paper work for Kurtz & Woelkers to pick up. Request a work session with Planning & Zoning prior to May 30th City of Seward,Alaska Historic Preservation Commission Minutes April 18, 2018 Volume 3,Page 141 Discussion: Section 106 notifications; Solicit Planning & Zoning Commission for review of Seward Historic Preservation Plan in anticipation of annual revision Motion (Darling/Kurtz) Section 106 notifications: Solicit Planning & Zoning Commission for review of Seward Historic Preservation Plan in anticipation of annual revision, to consider property development standards — including design and redesign — to maintain historic character in the historic district. For a joint work session with P&Z by 5/30/2018 Motion Passed Unanimous Review, edit and approve text for 4 proclamations to be submitted to City Council, one for each recipient of the 2018 Historic Preservation Awards Motion (Woelkers/Libbrecht) Commissioners agree to accept the edited Historic Award Proclamations Motion Passed Unanimous Informational Items and Reports (No action required) - Procedures & OMA Training-Save the Date email from City Clerk, dated March 9, 2018.
