A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING THE CITY MANAGER'S APPOINTMENT OF
TAMMY J. STROMBERG AS FINANCE DIRECTOR
WHEREAS, Seward City Code § 2.20.015 requires the City Manager's appointment for
the Finance Director position to receive approval from the City Council; and
WHEREAS, the Finance Director position was opened for public recruitment, and
Tammy J. Stromberg applied for and was offered the position; and
WHEREAS, Ms. Stromberg is extensively qualified for the position of Finance Director,
having governmental finance experience with municipalities and school districts throughout
Alaska and Canada; and
WHEREAS, in addition to previously serving as a Compliance Officer, Manager of
Budget Operations, Legislative Fiscal Analyst, and Chief Financial Officer, Ms. Stromberg has
over 18 years of experience in the finance field; and
WHEREAS, Ms. Stromberg's qualifications include a Bachelor's Degree in Business
Administration in Accountancy, U.S. Certified Public Accountant, and many others too
numerous to list,making Ms. Stromberg uniquely and highly qualified.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD,ALASKA that:
Section 1. Seward City Council hereby approves the City Manager's appointment of
Tammy J. Stromberg as Finance Director effective immediately, with her official start date
pending relocation.
Section 2. This resolution shall take effect immediately upon adoption.

BACKGROUND & JUSTIFICATION:
The City of Seward, Finance Director was opened publicly on September 9, 2019. A telephonic
and subsequent on site interview was conducted by the City Manager and an interview
committee. Based on education, experience and communication skills, Tammy J. Stromberg was
selected for the position of Finance Director.
Ms. Stromberg has previously served as a Compliance Officer, Consultant, Fiscal Analyst and
Chief Financial Officer at provincial and municipal governments and school districts throughout
Alaska and Canada. Ms. Strombger is extensively qualified and holds multiple certifications and
qualifications including: a Bachelor's Degree in Business Administration in Accountancy and
U.S. Certified Public Accountant.
Ms. Stromberg has over IS years of experience in the finance field and would be a qualified and
positive addition to the City's administrative team.

Dear Madam/Sir;
Please find attached my resume' for your consideration. I have eighteen plus years of
governmental finance experience with municipalities, school districts, the Province of
Saskatchewan and, most recently, Elections BC. I have managed small governmental
finance processes and budget preparation for multiple entities simultaneously. My
experience includes working with very simple to quite sophisticated financial systems
and analyzing entities from an administrative and fiscal viewpoint. Because of the range
of my experience, I am able to quickly adapt and function in most environments.
As a Compliance Officer with Elections BC I conducted final review and approval of
financial reports for candidates, constituency associations and political parties. I
supervise and coach compliance specialists with regard to the review of compliance
reports. I also prepare and review communications with clients and escalate reporting
issues/questions to the Director when appropriate. Developing relationships with clients
is often key to resolving reporting issues. I serve as the contact for a major political
party.
As the Manager of Budget Operations for the Province of Saskatchewan I was
responsible for the production of the Provincial Estimates as well as appropriation bills,
supplementary estimates, special warrants and Treasury Board Orders. In addition,
served as the FTE analyst and the budget analyst for the Legislative Assembly and its
Independent Officers. I prepared analysis and briefing notes for the Deputy Finance
Minister, Finance Minister and House regarding FTEs. The work in this position was
confidential, fast paced, required accuracy and occurred within a fun team environment
with Treasury Board budget policy analysts. During the appropriation process, I
communicated with the Ministry of Justice regarding the drafting of appropriation
documents and to resolve appropriation questions.
As a finance and administrative consultant, I used the skills I gained as an auditor and
CFO to analyze organization operations from multiple perspectives. These perspectives
encompassed regulatory compliance, internal control, financial reporting, budget
preparation/adherence, staff skills and training and financial viability—all while never
losing sight of the needs of various users and stakeholders. This often occurred in a
rapidly changing environment as I also performed interim CFO services when
circumstances required the departure of the current CFO for various reasons (illness,
suspected fraud, political issues etc.). Timely and effective communication of
complicated and technical information with stakeholders was vital to building and
projecting a trustworthy financial organization. Quick, careful situational analysis and
relationship building were vital to stabilize and improve these organizations. Compliant
and relevant financial reporting were paramount.
I have been able to achieve positive outcomes through quick learning, listening to
determine what is needed, maintaining flexibility and building good communication with
stakeholders. I believe these are qualities that are useful in and strengthen any work
place. I am an intermediate to advanced Excel user.

BACKGROUND & JUSTIFICATION:
The City of Seward, Fire Chief position was opened internally following vacancy. An onsite
interview was conducted by the City Manager and an interview committee. Based on education,
experience and communication skills, R. Clinton Crites was selected for the Fire Chief position
via internal promotion.
Mr. Crites has been serving as the Deputy Fire Chief since September 2018, and has served as
the second in command at events during that time. Mr. Crites is extensively qualified and holds
multiple certifications including: Firefighter II, Fire Investigator, Fire Instructor II, Fire Officer
