Good Afternoon, Pat&John!
Yesterday, Pat suggested that PACAB come up with a list of questions that they have about the electric rates and
utilities. He mentioned that you all would try to get these questions answered at the January 20, 2020 Council work
session. If you are unable to answer all of these questions at the January 20, 2020 council work session or even if you do
answer all of them at that work session,can one or both of you please be available to attend the February 19, 2020
PACAB work session to "Review the January 20, 2020 council work session on electric rates and utilities" and possibly go
over the board members' questions with them?The list of questions PACAB came up with is below.

• Justification for different users' rates
• How to make electric rates fair
• Who qualifies for what level of income
• Has there been any applications for Interconnection with Customer-Owned Alternative Power Sources?
If so, then what are the status of the applications?
• When are the rate associations with Chugach?
• Portion of revenue derived by inside city limits and outside city limits?
• What is the plan/timeline for meters that can do what is called"net-metering" (allowing users to supply
the lines with their extra power)?
• Is the City considering the installation of a solar farm to supplement Chugach and move towards our
own generation sources? If not, then why not?
• Is the sense that the seasonal rates are preferred by customers? What would it take to go back to flat
rates (non-seasonal rates)?
