CALL TO ORDER
The June 14, 2019 regular meeting of the Historic Preservation Commission was called to
order at 7:30 p.m.by Chair Wolfgang Kurtz.
OPENING CEREMONY
Cheryl Seese led the Pledge of Allegiance to the flag.

Motion (Ward/Seese) Approval of Agenda and Consent Agenda
Motion Passed Unanimous

SPECIAL ORDERS,PRESENTATIONS, AND REPORTS
City Administration Report — Valarie Kingsland said she and Darling met with Jane
Ayers,the State's grant administrator.

Resurrection Bay Historical Society — Sue Ward said the Resurrection Bay Historical
Society had three displays they were updating.
Iditarod Trail Blazers—None
Alaska Nellie Materials—None
Mapping Project— Historical Properties—None
Rockwell Kent Centennial—Sue Ward said she would be forming a committee with Doug
Capra to work on the Rockwell Kent display at the Seward Library& Museum.

Other New Business
Review and approve the CLG grant and report.
Motion (Darling/) Approve the CLG grant changes discussed in
the work session and authorize Libbrecht to
get the CLG grant ready to submit to the
State.

Motion (Seese/Ward) Approve the 2018 annual CLG grant report
as written.
Motion Withdrawn
Motion (Darling/Cobble) Approve the CLG grant application with
changes as discussed in the worksessionand
authorize Libbrecht to submit this
application.
In response to Seese, Executive Liaison GeNeil Flaherty said the resolution to council to
approve the CLG grant application would be on the June 24, 2019 City Council agenda. The grant
application would be included as backup for the resolution.

Elect a Chair and Vice Chair.
Motion (Libbrecht/Darling) Postpone election of chair and vice chair to
September 12,2019 meeting.
Executive Liaison GeNeil Flaherty said she would send out a job description for the positions
of Chair and Vice Chair to all commission members.
Motion Passed Unanimous
Set next work session and meeting to review and approve minutes.
Motion (Darling/Cobble) Schedule a date for the next work session and
meeting to review and approve minutes for
September 12,2019.
Flaherty said some HP meeting minutes were missing from Legislative History from 2015 to
2019 and research needed to be done to either find or recompile these minutes. In response to
Flaherty, Cobble said this was not a commission issue and it was an administrative issue. Ward
volunteered to compose the HP meeting minutes going forward.

COMMISSIONERS' COMMENTS
Darling thanked everyone for being a great commission and thanked Kingsland for giving
Jane Ayers and her cousin a tour of Seward.
Seese thanked Darling for helping her with the annual report,Libbrecht for working on the
CLG grant,Ward for volunteering to compose meeting minutes,and Kurtz and Flaherty's patience.
Ward appreciated Kurtz's support with Resurrection Bay Historical Society and Rockwell
Kent. She said she was happy to compose the meeting minutes for the commission.

Cobble thanked Ward for taking on the task of composing meeting minutes and Libbrecht for
his work on the CLG grant. She thanked everyone for their hard work and wished everyone a nice
summer.
Libbrecht said he appreciated everyone's nice comments but the commission was all a part
of working on the CLG grant. He thanked Flaherty and Kingsland for their support.
Kurtz thanked Flaherty for maintaining an even composure during the transition period. He
thanked his fellow commissioners and Kingsland for their efforts.

COMMISSION AND ADMINISTRATION RESPONSE TO CITIZENS'
Flaherty thanked the commission for their understanding and their help with the minutes.She
said she looked forward to doing a better job helping them in the future.
