OPENING CEREMONY Fred Woelkers led the Pledge of Allegiance to the flag. ROLL CALL There were present: Wolfgang Kurtz presiding Fred Woelkers Iris Darling Cheryl Seese comprising a quorum of the Commission; and Jeff Bridges, Interim City Manager Valarie Kingsland, Library Museum Director GeNeil Flaherty, Executive Liaison Excused—None Absent— Libbrecht, Krug Vacant—One CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING—None APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Darling/Seese) Approval of Agenda and Consent Agenda Kurtz removed "Discuss Community Involvement — Know Your Neighbor Program" from the agenda. Kurtz removed"Discuss and approve request to Council for change of ordinance for Seward Historic Preservation meetings from 2 to 8 per year" from the agenda. Motion Passed Unanimous There were no consent agenda items. Review procedures for HP meeting record keeping. Kurtz said the Seward City Code stated that the Historic Preservation Commission (HP) should meet at least twice a year at a time and place designated by the commission with a quorum of four or more commissioners. Executive Liaison GeNeil Flaherty would be recording the meeting minutes, setting the agendas, publishing the commission's packets, and keeping track of missing records and trying to retrieve them. In response to Kurtz, Library Museum Director Valarie Kingsland said a Certified Local Government(CLG)was required to have a Historic Preservation Commission, but the commission reported to council. Discuss and set meetings and work sessions for 2019. Motion (Woelkers/Darling) Set 2019 work sessions at 5:30 p.m.followed by regular meetings at 6:30 p.m. on January 16 , February 20,March 20,May 15, September 18, and November 20. Motion Passed Unanimous NEW BUSINESS Other New Business Review, discuss, and set the 2019 priorities for approval in January. The commission set a work session for December 6,2018 at 4:30 p.m. to"Review,discuss,and set the 2019 priorities for approval in January". Discuss and plan the 2018 Annual City Council Report for approval in January. The commission added "Discuss and plan the 2018 Annual City Council Report for approval in January" to the topics for the December 6, 2018 work session at 4:30 p.m. City of Seward,Alaska Historic Preservation Commission Minutes November 7, 2018 Volume 3, Page 160 Discuss the professional determinations of safety and conditions for restoration of the Jesse Lee Home. Interim City Manager Jeff Bridges said the City of Seward had received $1,000,073 in grants to help restore the Jesse Lee Home if the property reverted back to city ownership.He said the Purchase and Sale Agreement for the Jesse Lee Home stated that the hazmat abatement,installation of the sewer lines, and installation of the water lines had to be completed by August 30, 2019 in order for Friends of the Jesse Lee Home to retain ownership. The commission directed Kurtz to request a report on the Jesse Lee Home from Sue Lang. .Removed from agenda. INFORMATIONAL ITEMS AND REPORTS—None COMMISSIONERS' COMMENTS Seese thanked Jeff Bridges for his report on the Jesse Lee Home and for providing staff to the commission. Darling thanked Anthony Baclaan for attending the meeting. Kurtz thanked Jeff Bridges,GeNeil Flaherty,and Valarie Kingsland for their assistance.He thanked Anthony Baclaan and the commissioners for attending the meeting.
