Hi Scott,
We have reviewed the Rural Energy Savings Program (RESP). This would be a challenge for the City to participate in for
the following reasons.
1) There are three utilities that participated in the program last year(as of the date of the document June2019)
and we attempted to contact all of them. We were able to contact two of the utilities (Southwest Arkansas Elec
cooperative SWREA and Adams Columbia Elec Cooperative ACEC) and they indicated that it was a tremendous
burden on their utilities and they have contract out the management of the project. They in turn charge for this

service to the customers who apply. No utilities in Alaska participate in this program. I asked a couple other
Railbelt Utilities and one (MEA) said they researched it and thought it would be too cumbersome for their
utility. The other utility(CEA) said they try to avoid financing through this particular government agency
because the reporting is too time consuming and they usually don't qualify for rural loans.
2) From a financial perspective. I have concerns about the risk the utility would be taking on in terms of loaning
money to customers and recovering on their electric bills.
3) This program must apply to all energy efficient upgrades, notjust air-to-air heat pumps. The other utilities that
are participating show on their flyers weatherization, energy star appliances, building improvements, energy
audits and similar items. We do not have the staffing to regulate a program such as this. Our employees are
focused on local construction both doing the construction and preparing to do the construction). This utility
doesn't have the extra employees and resources that the bigger utilities have to dedicate to something like this.

What does this program do?
The Rural Energy Savings Program(RESP) provides loans to entities that agree to make affordable loans to help consumers
implement cost-effective,energy efficiency measures.This program,authorized by Congress in the 2014 Farm Bill,helps to build a
cleaner and more sustainable domestic energy sector for future generations.RESP will help lower energy bills for rural families and
businesses and will reduce barriers to investment in energy efficiency projects or activities.
Who is an eligible borrower under this program?
Eligible applicants include current and former Rural Utilities Service(RUS) borrowers,subsidiaries of current or former RUS
borrowers,and entities that provide retail electric service in rural areas.

About the Rural Energy Savings Program
The Rural Energy Savings Program(RESP)(https://wvfw.rd.usda.gov/programs-services/rural-
energy-savings-program),run by the U.S.Department of Agriculture(USDA)Rural Utilities
Service(RUS),provides rural electric cooperatives and other rural utilities with zero-percent
loans to launch or expand energy efficiency financing programs for their members.Beneficial
electrification and renewable energy projects are also eligible.
RESP will reopen for applications by early 2020,with approximately$100M in loan capital
available.The anticipated deadline for applications will be September 30,2020.
How To Apply
During the application window,interested utilities must submit a Letter Of Intent(LOI)that
provides basic utility information and sketches out how the funds would be used.The
application window will reopen by early 2020.RUS reviews the LOls on a first-come,first-
serve basis.RUS then invites selected applicants to proceed with a full application.EESI offers
application assistance to utilities at no-cost.

Newer on-bill financing programs are designed to broaden accessibility from traditional
financing programs by assigning the loan or charge to the meter,allowing the investment to
transfer to the next occupant.These programs approve applicants through bill payment history
instead of credit scores,and prioritize cost-effectiveness and flexibility.
RESP loans can be used for a variety of measures,providing the utility can justify the cost-
effectiveness of the measures for the end-user.

Beneficial Electrification Projects
Beneficial electrification(https://www.eesi.org/electrification/be)is a term for replacing direct
fossil fuel use(e.g.,propane,heating oil,and gasoline)with electricity in a way that reduces
overall emissions and energy costs.RESP has already funded several beneficial electrification
projects—including ones that finance heat pump conversions and electric vehicle charging
infrastructure.However,RESP funding cannot be used to finance electric vehicles themselves.

RESP Program to Date
Created by the 2014 Farm Bill,and launched in 2016,RESP helps rural households and small
businesses achieve energy cost savings by implementing sustainable,cost-effective energy
measures.RESP was reauthorized through 2023 by the 2018 Farm Bill.The reauthorization
included the following changes:
• Utilities can relend at up to 5 percent interest to participants.This revenue can be used to
help cover the utility's program costs and/or create a loan loss reserve.
• RESP loans do not count as debt for co-ops in debt-to-equity calculations.
• Rural water utilities and rural telecommunication entities are also now eligible for RESP
funds.

RURAL ENERGY SAVINGS PROGRAM (RESP)
Project Description:
The Rural Energy Savings Program (RESP)helps rural families and small businesses achieve
cost savings by providing loans to qualified consumers to implement durable cost-effective
energy efficiency measures. Eligible applicants under the RESP include current and former RUS
electric borrowers, subsidiaries of current or former RUS electric borrowers, and entities eligible
to borrow from the RUS electric program. RUS will lend funds to an eligible borrower at 0%
interest rate for a term of up to 20 years. Four per cent of the total loan amount may be used for
startup expenses. The eligible RUS borrower will then relend funds to qualified residential and
business consumers for eligible energy efficiency measures at an interest rate not to exceed 5%
for a term of up to 10 years.
Potential applicants submit a letter of interest (LOI). The RUS electric program reviews the LOIs
and those that are eligible are invited to apply.

1.Member submits completed RESP Loan Application to MSA.
2.Afterthe completed application and required documents are received,a credit check will be run.MSAwill then mail the member loan approval or denial
letter.
1 If loan is approved,memberwill receive approval letter alongwith any other required documents.
4.Member is responsible for submitting any additional documentation backto MSA.
S.Once MSA has received all required documents,MSAwill schedule the loan closing and be in contact with memberfor any other information.
