Historic Overlay Plan Progress

The Historic Overlay Plan has had some delays and some progress in spite of the COVID-19
Quarantine.
Part 1: Edit the guidelines
Delayed due the computer at City Hall being unavailable.
Part 2: Review city building code
Some progress! I had a 2 hour phone discussion with Stefan Niilson, Seward building inspector.
He is very pleased that we are taking up this protection for downtown. In his native Sweden, he
knows of at least 2 villages who have taken this path and he said it was economically successful
for both those villages. He is on fully board with helping us. We will set up a meeting once the
quarantine is lifted.
Part 3: Grant Library for Historic District owners
Great progress! The $750,000 National Park Service grant submitted by KMTA is exactly what
we needed to have happen. In the future, I hope to research additional grants to develop a library
and a yearly schedule for grants to assist owners of buildings in the Historic District.

Rockwell Kent Report

Very much delayed due to COVID-19.
Previously Reported:
As this is the centena Rockwell Kent display window at Brown
and Hawkins was agreed to by Jeff and Michelle Cobble. Doug Capra agreed to do a series of
talks at Brown and Hawkins regarding the time Rockwell Kent stayed on Fox Island.
Current Status:

podium for talks by locals. They want to host a lecture series!
recent discussions with them specially regarding the Rockwell Kent display.

PROCLAMATION
WHEREAS, historic preservation is an effective tool for managing growth and sustainable
development, revitalizing neighborhoods, fostering local pride, and maintaining community
character while enhancing livability; and
WHEREAS, historic preservation is relevant for communities across the nation, both
urban and rural, and for Americans of all ages, all walks of life and all ethnic backgrounds; and
WHEREAS, it is important to celebrate the role of history in our lives and the
contributions made by dedicated individuals in helping to preserve the tangible aspects of the
heritage that has shaped us; and
WHEREAS or National Preservation Month for May,
2020 and is sponsored by the National Trust for Historic Preservation; and
WHEREAS, over the course of the past year, the Seward Historic Preservation
Commission has initiated and contributed to local historic preservation activities and projects
such as the Seward Downtown Historic District Overlay, nomination of Historic Preservation
awards, nominate structures to the Seward Local Register and Historic Properties Inventory List,
and continual Public Outreach.
NOW, THEREFORE, I, Christy Terry, Mayor of the City of Seward, do hereby proclaim
May, 2020 as:
NATIONAL HISTORIC PRESERVATION MONTH
and do call upon our community to join their fellow citizens across the United States in
recognizing and participating in this special observance.

Chair Report.Cheryl Seese reported that thecommission had a joint work session with
council on March 9, 2020 to discuss their priorities. She was honored to be on the commission.
Jesse Lee Home. Cheryl Seese said the commission was neutral on the Jesse Lee Home.
R&M Engineers were doing samples, measurements, and evaluations to determine the structural
integrity of the Jesse Lee Home.
Sue Ward said the change in wording of the priority did not diminish the commission’s
concern, interest in, or the importance of the Jesse Lee Home. It gave the commission permission to
monitor and evaluate any information on the Jesse Lee Home that was provided to them.

Certified Local Government (CLG) Grant– None
Seward Historic Inventory List. Cheryl Seesesaid the Seward Historic Inventory List had
not been updated since April 2018.
Historic Overlay District. Sue Wardsaid she was editing the Historic Overlay District and
working on setting up a meetingwith the Building Inspector,Fire Department, and Community
Development to review building codes. She was working with theKenai Mountain Turnagain Arm –
National Heritage Area on possible grant funding for this project.
Rockwell Kent. Sue Wardsaid Jeff and Michelle Cobble were putting a Rockwell Kent
display and an Alaska corner in their shops. The Cobbleswere working withDoug Capra to schedule

some history talks. This year was the 100year anniversaryof the publication of Doug Capra’s book,
“Wilderness”.
In response to Seese, Ward said she had not spoken to Doug Capra about doing a Fireside
chat. Woelkers volunteered to contact Doug Capra.

In response to Benoit, the clerk said the commission had a $2,500 training budget that would
be used for training and hotel costs.
Library Museum Director Valarie Kingsland said the Section 106training would be
beneficial forthe commissionersto attend, but there was a possibility that it would be cancelled due
to the coronavirus. One of the presenters was from Washington, and there was currently a travel ban
for state employees both to and from Washington.

Seesethanked the public for attending the meetingandwelcomed Benoit to the commission.
Library Museum Director ValarieKingsland welcomed Benoit and Woelkers. She reassured
the commission that she read their emails and worked with the clerk to stay updated on the
commission’s projects. She thanked the clerk for helping with the commission.
Woelkers said he was glad to be back on the commission.
Kurtz welcomed Woelkers to the commissionand thanked the public for attending the
meeting. He thanked the commissioners, the clerk’s office, and administrationfor their hard work.
He reminded the commissioners to work with administrationon their travel arrangements.
Benoit was excited to be a part of this commission. She thanked the clerk for her help.
Ward felt privileged to be on the commission. She thanked the publicfor attending the
meetingandcommended Seese on herimprovements as chair.She thanked the clerk and
administration for their hard work.
Seesewelcomed Woelkers and Benoit to the commissionandthanked the publicfor
attending the meeting. She was excited to attend the National Preservation Institute Forum in
Tacoma with Kurtz this summer. She thanked Ward and the clerk for all of their hard work.

Hoben Park Beautification
At the last meeting Commissioner Woelkers noted that the historic lilac trees at Hoben Park had
been removed. He knew where there were several historic trees now that could potentially serve
as replacements if acceptable to the land owner and planted at Hoben Park. Other commissioners
liked the idea but expressed concern that doing so could kill the tree. Fred was going to look into
who the landowner was to see if this was a possibility.
I checked with professional forester Mitch Michaud to determine feasibility for successfully
transplanting a historic tree. He said this would likely be successful and it was important to prune
the roots 1-2 times in August/September by digging a line down about 1 ‘deep in a circle, 3-4’
out from the tree to prune the roots. When the tree is dug up the following spring before leaf out
there would be less stress to the roots and tree because they would already have been trimmed
rather than being ripped and pulled from the ground.
If the landowner did not want to allow tree removal, perhaps they would allow sprout collection
from the historic tree. Sprouts may be collected from the bole of the tree and are genetically
identical to the historic parent. These could be planted at Hoben Park.

Nominations
BACKGROUND & JUSTIFICATION:
At the February 13, 2020 Historic Preservation (H.P.) meeting, the commissioners discussed
nominating John French posthumously for the 2020 Historic Preservation Award. On April 27,
2020, the clerk reached out to John French’s brother, Rowland French, and received his
permission to have John recognized for his work with the Historic PreservationCommission. As
of May 12, 2020, no nominationforms had been received for this year’sH.P. Award, but Chair
Seese was working on a nomination for John French.
RECOMMENDATION:
Due to the pending nomination for John French and the coronavirus (COVID-19) pandemic
temporarily affecting the public’s access to City Hall, I recommend that the commission extend
the deadline for the 2020 Historic Preservation Award nominations.

Kenai Mountain – Turnagain Arm National Heritage Area (K.M.T.A.) Grant(s) Report

KMTA submitted their grant request to the the National Park Service for $750,000. As part of the grant
request, KMTA designed an in-house grant format to explain to the National Park Service how KMTA will
distribute the money should they be awarded the grant. KMTA told me they expect to hear back from
the National Park Service by “late summer”. Once KMTA is awarded the overall grant we will see KMTA’s
grant process and begin to develop the individual grants to be submitted to KMTA.
I have encouraged all potential grant participants to develop 2 or 3 projects they feel would be helpful in
moving their building along. Develop a plan for completing the project and get costs. Take photos of the
specific area for submittal with the grant. Then we plug that information into the template that KMTA
provides. I will help all parties, especially those who have not done grants before with appropriate grant
language. I have suggested any projects that stabilizes or provide safety to the buildings first but also
include any project that makes the front of the building look good.
I have also told possible participants if they are awarded some of the grant money there will be a
reporting process to prove the money was used wisely. Photos of the work as it progresses is also
helpful. Receipts and other information will need to be provided as part of the final report to KMTA once
the work is finished. We want the National Park Service to feel their money was well spent.
A portion of the grant money is designated to assist owners to get their building on the National Historic
Register. That designation potentially sets up other available grants. Most of these grants are matching
grant. I plan to develop a library of available grants for business owner as part of the Historic Overlay
Project.

Certified Local Government (C.L.G.) Grant Update
Good day,
I was recently advised verbally byJudith Bittner with the statehistorical society that we have
been awarded a CLGgrant as requested for asignage/Historicwalkingtourproject. Contracts
willbedrawn up in thenext couple months at which time work can commence. There willbea
lot of research and preparation to complete in order to put together the narratives and templates
forsignage. We willneed a committee to work with property ownersas well foridentified
historic properties, a volunteer coordinator, copy writers, folks willing to research in kind
relationships,community outreachand much more. We would like everything in place byApril
of next year. You do not have to be part of the commission to volunteer to help on a committee.

The Alaska Historical Commission (AHC) met on Monday, April 27, 2020 and recommended funding
for Seward’s Walking Tour & Signage project. AHC also recommended Seward consider the benefits
of dual metal posts when installing the signage, as those may have greater strength and durability
than wooden posts.
I am retiring today, so please direct future inquiries to the people cc’ed above.
I look forward to roaming about Seward with a new map and learning more about those historic
properties in the future! All best with this project!

Good Afternoon, HP!
I have spoken with Brenda, and we would both be willing to be administrators for the commission’s
Facebook page. We feel that in order to keep from violating the Open Meetings Act or having one
commissioner speak on behalf of the entire commission, the administrators for this page need to be
city employees rather than commissioners. However, we do respectfully ask that this project be put
on hold for the time being. It is a low priority issue and city resources, at least for the time being,
need to be focused on preparing for more critical issues.
