CALL TO ORDER
The February 13,2020 regular meeting of the Historic Preservation Commission was called
to order at 7:35 p.m.by Chair Cheryl Seese.
OPENING CEREMONY
Sue Ward led the Pledge of Allegiance to the flag.

Motion (Ward/Libbrecht) Approval of Agenda and Consent Agenda
Chair Seese added Rockwell Kent to Special Orders, Reports, and Presentations.

City Administration Report—None
Chair Report.Cheryl Seese said John French passed away in January and he will be missed.
He gave a lot to our community and he helped write the Seward Historic Preservation Plan.

Fort Raymond Subdivision District—None
Certified Local Government(CLG)Grant—Tanguy Libbrecht reviewed the CLG grant
application and thanked Valarie Kingsland,the commissioners,and the clerk for their assistance with
the grant. The primary grant administrators were Naneth Ambrosiani and Valarie Kingsland. The
commissioners needed to turn in all of their volunteer hours and receipts for this project to
Ambrosiani and Kingsland.The priorities resolution would be sent to the State Historic Preservation
Office as supporting material for the grant application. Sadly, John French needed to be removed
from the grant application and Libbrecht said he missed his repertoire with French.Letters of support
could continue to be sent to the State Historic Preservation Office.The estimated cost of this project
was approximately$28,800.The City of Seward would assist with the maintenance of the signs.The
CLG grant would be awarded at the next State Historic Preservation Office meeting.
In response to Seese, Libbrecht said the CLG grant could be used through May 2021.
Seward Historic Inventory List—None
Historic Overlay District. Sue Ward said she would discuss this topic under "New
Business".
In response to Libbrecht,Ward said she wanted to know if Juneau had any building codes for
their historic overlay district and how they enforced them.
Rockwell Kent. Sue Ward said Doug Capra, Michelle Cobble, and Jeff Cobble were
working on putting a Rockwell Kent display in Brown & Hawkins.

Items Postponed from Previous Agenda
Resolution 2020-001, Recommending Council Approval of the Historic Preservation
Commission Priorities from February 2020 to February 2021. This resolution was postponed at
the January 9, 2020 meeting and a substitute resolution was being brought forward tonight.

Motion to Amend (Seese/Libbrecht) Amend Resolution 2020-001 by adopting
the substitute resolution.

Discuss and plan for Historic Preservation Month in May.
The commissioners wanted to nominate John French posthumously for the 2020 Historic
Preservation Award. Other suggestions for Historic Preservation Month were opening up the 1905
Cable House to the public for a live-action history tour,and having presentations on Rockwell Kent
and Alaska Nellie. Ward volunteered to coordinate with the Resurrection Bay Historical Society.
Discuss the Historic Overlay District committee.
Ward said she had a meeting scheduled for February 18,2020 with Community Development
Director Jackie Wilde to discuss building codes for the Historic Overlay District. She was working
with the Kenai Mounatin—Turnagain Arm National Heritage Area to see if a grant was available to
help with the Historic Overlay District project.
In response to Seese, Kurtz said the international building code was adopted through the
comprehensive plan for historic properties.
Discuss tracking priorities.
Ward wanted the commission's priorities to align with their suggested agenda items on their
meeting schedule.Libbrecht said tracking the priorities would motivate the commissioners,because
they would be able to see their accomplishments.

The commission added"Work on aligning the commission's priorities with the meeting schedule"to
the March 12, 2020 work session.
Discuss Historic Preservation training opportunities.
Motion to Postpone (Ward/Seese) Postpone discussion on the Historic
Preservation training opportunities to the
meeting on March 12, 2020.
The clerk requested that letters of interest to attend trainings be submitted for inclusion in the March
12, 2020 packet with a deadline of March 10, 2020 at 12:00 p.m.

Discuss giving Resurrection Bay Historical Society (RBHS) permission to convert the First
Friday Fireside chats from fall 2003 from DVD to digital.

Motion to Amend (Ward/Libbrecht) Amend motion by adding "Encourage
RBHS to publish the First Friday Fireside
chats and make them available to the

COMMISSIONERS COMMENTS
Libbrecht thanked the commissioners for their hard work. He missed Commissioner John
French.
Ward commended Libbrecht on his work on the CLG grant.She said Lee Poleske was very
appreciative of the proclamation and Lifetime Achievement Award he was awarded this year.
Kurtz thanked Libbrecht for his hard work on the CLG grant.He missed John French,who
would be missed in a variety of ways in the community. He thanked the clerk for assisting the
commission.
Seese thanked the commissioners and the clerk for their hard work. She thanked Leigh
Coppock for attending the meeting and reminded her that there was a vacancy on the commission.
CITIZENS COMMENTS
Leigh Coppock said she had a lot of ideas for the commission.
