RESOLUTION NO. 66
WEERE~S, a hearing was held on the 7th day of September, 1954, and continued
from time to time to and including November It 19541' at which times the
Common Council of the City of Sevvard, A:Jaskat heard such objecti-:JnS as were
pres~nted to the assessments for the improv~ents known as the Seward Sewer
Proj ect, and such errors as were found in the assessment roll as originally
ma~e were correct~d to provideI' among other thingsI' that property abutting the
no,,, sevIer line which cannot be connected to t he said sewer line due to exist-
i'I'J elevation shall be excused from assessment until such time as the sewer
can be used, and that in all such cases occurring in the future, said properties
shall likewise be ~xcused from the assessrr.ent upon ap~licationt and a~p=oval
by the Coun~il, and the City shall assume the cost thereofu
WHEREAS, the assessment for the improvement known as the &ward Sewer Project
having been completed,
NOll, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Sewilrd,
lllaska, that:
(1) The Municipal Clerk is ordered, directed and empowered to collect
all assessments of the Seward Sewer Project for and on behalf of
the City of Seward, and to do and perfonn every act and thing
neccssa~{ and rO<:juisite in the collection of said assessments, and
to give receipts therefor, and to keep the necessary records of
the payment of such assessments.
(2) All aSRl!'ssments shall be due and pwrable on the 31st day of Decera-
ber, 1954 at the p<>ur of Fhe (5) o'clock P. M.., and all unpaid
assessments shall become delinquent at said hour on said date, pro-
vided hO'lIever, that said assessments ma" be paid in Forty (40) semi-
annual equal installments. The first instellment shall l~come de-
linauent on the 31st cu." of December, 1954, at the r..,ur of fiVe! (5)
o'clock r.M., and subsequent instcllments, together with interGst
thoreon at the rate of Two per cent (2/~) per annum on the unpaid
balance, shall lJecome del inc!uent on tha 30th day of :une and on
the 31st cc:.'.' of Decemher at the hour of Five (5) o'clock t.M., in
each and every year thereafter, respectively, urrtil the total
amount of said aS3essment shall have been fully paid.
(3) All delinquent assessme~ts or installments thereof mall draw
interest at the rate of Twelver per cent (12%) per annum from
and after the date of si'cid delinquency.
(4) The assessm",nts herein provided for s:1all be J. first, prior dnd
parc<1l',ount lien upon the property assessed and, when dGlinquent,
may be enforced in the same manner as is provided by law for the
collection and enforcement of gener;u taxes.

mail 'wi th postage prepaid a noti~e to the OW'ner of each property
assessed, whicD notice shall designate the property, the amount of
the dssesement, the time of delinquency c!.nd the amount of penE:!.ty
and interest.

WHEREAS, the assessment for the improvement known as the Seward Sewer
Project having been completed,
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of
Seward, Alaska, that:
( 1)
The Municipal Clerk is ordered, directed and empowered to collect
all assessments of the Seward Sewer Project for and on behalf of
the city of Seward, and to do and perform every act and thing
necessary and requisite in the collection of said assessments, and
to give receipts therefor, and to keep the necessary records of
the payment of such assessments.
All assessments shal~ be ~e and payable on the~ day of Decem-
ber, 1954 at the hour ~'clock P. M., and all unpaid assess-
ments shall become delinquent at said hour on said,M;e, provided
however, that said assessments may be paid inrq.Q~r;;}) semi-
annual equal installments. The first installment shall be~~:g,:e S;
delinquent on the31st day of December, 1954, at the hour of.... ~

All delinquent assessments or installments thereof shall draw
interest at the rate of per cent (120/0) per annum from
and after the date of said delinquency.,

(4) The assessments herein provided for shall be a first, prior and
paramount lien upon the property assessed and, when delinquent,
rnay be enforced in the same manner as is provided by law for the
collection and enforcement ci;. general taxes.

(5) Within ten days after the date hereof, the Municipal Clerk shall
mail with postage prepaid a notice to the owner of each property
assessed, which notice shall designate the property, the amount of
the assessment, the time of delinquency and the amount of penalty
and interest.
