RESOLUTION 2004-57
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ALLOWING THE USE OF BLOCK 1 EXCLUDING LOTS 1 & 2
LOCATED IN THE SEWARD MARINE INDUSTRIAL CENTER FOR THE
PURPOSES OF CONSTRUCTING AND OPERATING A FIRE/SAFETY
TRAINING FACILITY IN COOPERATION WITH STATE OF ALASKA
FIRE SERVICE TRAINING AND ALASKA VOCATIONAL TECHNICAL
CENTER
WHEREAS, the City of Seward has identified the need of a fire training area for its Fire
Department; and
WHEREAS, the Alaska Fire Service Training has discussed the possibility of conducting
marine firefighting courses in conjunction with the Seward Fire Department; and
WHEREAS, the Alaska Vocational Technical Center has a maritime safety program which
they desire to expand and maintain in Seward; and
WHEREAS, the three agencies have identified resources that may be available to construct a
facility that meets the basic needs to conduct fire/safety training; and
WHEREAS, the City of Seward has 7.79 acres of land available in the Seward Marine
Industrial Center area identified as SW0970027 TO IS ROlE S 18 FOURTH OF JULY CREEK
SUB SEWARD MARINE INDUSTRIAL CENTER THAT PORTION OF BLOCK 1
EXCLUDING LOTS 1 & 2, that meets the needs of such a training area.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The Seward City Council supports the use of Block 1 excluding lots 1 & 2 for the
purposes of a training area for the Seward Fire Department.
Section 2. The City Manager is authorized to coordinate and negotiate with Fire Service
Training and A VTEC to construct and operate a fire/safety training area.
Section 3. This resolution shall take affect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 10th
day of May, 2004.

Agenda Item: Fire/Safety Training Facility – Land Use Approval
BACKGROUND & JUSTIFICATION:
For a number of years, we have been pursuing the idea of constructing a fire training facility for the
Department and for use by the fire fighters on this side of the Peninsula (Cooper Landing, Moose
Pass, Bear Creek and Lowell Point). Last year during an exercise in Anchorage we were approached
by Fire Service Training, a section of the State Fire Marshal’s office, to see if we would be interested
in a partnership to conduct marine fire training in Seward. We suggested that they contract AVTEC
on the proposal because of their existing marine program. They did so, and as a result of many
meetings between the three entities, (State of Alaska Fire Service Training, AVTEC and Seward Fire
Department) we have come up with a concept of a training area that would meet a multitude of basic
fire and safety training needs.
To accomplish the project each of the agencies agreed to donate whatever was possible. AVTEC will
provide equipment, materials for hands on props and man power for construction. Fire Service
Training will provide equipment and training materials. The City of Seward will provide the land for
the training center. The training facility is to be used by local government agencies and not to be used
by for profit organizations. The fire training center will be used by AVTEC for their marine classes
through out the year. Seward and the neighboring volunteer fire departments will be able to use the
training facility on a year round basis and State of Alaska Fire Service Training will have a facility that
can be utilized in conjunction with their existing facilities located through out the State.
The City of Seward’s contribution to the training center is land located at SMIC. The legal
description of the lot we desire to use is SW0970027 TO 1S RO1E S18 FOURTH OF JULY CREEK
SUB SEWARD MARINE INDUSTRIAL CENTER THAT PORTION OF BLOCK 1 EXCLUDING
LOTS 1 & 2 (see attached map) The area consists of 7.79 acres. We intend to use only the eastern
portion of the lot, from the drainage easement to the east boundary for the training facility. The area
was chosen because of it’s separation from a populated area, zoning, accessibility and availability of
utilities.
We are asking Council to approve the use of this land for the training facility at this time because the
State entities we are dealing with will be losing the funding they have set aside for this project at the
end of their fiscal year (June 30). We feel this project will benefit the City by meeting another
requirement of our ISO review. Our partnering with other agencies means the City does not have a
large financial burden to construct such a facility.

FISCAL NOTE:
There is no additional fiscal impact at this time. We will have to survey the property at a later date if
the Council wishes to replat the lot in order to sell or lease the unused section.

City Council approve Resolution 2004-______ allowing the use of Block 1 excluding Lots 1 & 2
located at SMIC for the purposes of constructing and operating a fire/safety training facility in
cooperation with State of Alaska Fire Service Training and Alaska Vocational Technical Education
Center.
