HomeMy WebLinkAbout10152014 Historic Preservation Minutes City of Seward,Alaska Historic Preservation Commission Minutes October 15, 2014 Volume 2, Page 253 Call to order The October 15,2014 regular meeting of the Historic Preservation Commission was called to order at 6:34 p.m. by Chair Linda Lasota. Opening ceremony Commissioner Kurtz led the pledge of allegiance to the flag. Roll call There were present: Linda Lasota presiding, and John French Laura Erickson (telephonic) Wadeen Hepworth Wolfgang Kurtz comprising a quorum of the Commission; and Heather McClain, Library Museum Staff Brenda Ballou, Deputy City Clerk Absent—Catherine Hedman, Sandie Roach' Special Reports City Administration Report. Library Museum Staff Heather McClain reported that Judith Bittner would be in Seward on November 6,2014 and wished to meet with the commission. The commission directed administration to obtain contact information for Catherine Hedman so she could join meetings and work sessions telephonically. Other Reports,Announcements and Presentations—None Citizens' comments on agenda items not scheduled for public hearing and other items not included on the agenda.—None Approval of agenda and consent agenda Motion(French/Kurtz) Approve the agenda and consent agenda French requested a standing agenda item for scheduling the next meeting. Lasota added scheduling a work session on November 6, 2014 with Judith Bittner to the agenda. Motion Passed Unanimous The following items were approved on the consent agenda: City of Seward,Alaska Historic Preservation Commission Minutes October 15, 2014 Volume 2, Page 254 Approve the April 16,2014, August 27, 2014, and September 23, 2014 Regular Meeting Minutes. Public Hearings—None Unfinished Business—None New Business Other New Business Items Discuss and give direction to create a support resolution for the care and maintenance of Founders Memorial. The commission directed administration to obtain more information,including an inventory of plaques,memorials,etc.throughout the city maintained by the Parks and Recreation Department. The commission requested this item come back to them as a work session topic on November 19, 2014. Establish a calendar for quarterly meetings and monthly work sessions for the period of November,2014 through July,2015 for the purpose of continuing work on the draft Historic Preservation Plan. Lasota wanted to make the proposed meeting calendar more aggressive by scheduling a regular meeting every month as well as a monthly work session. Motion (Hepworth/French) Adopt the calendar as proposed,to include the commission's priorities. Motion Failed Yes: Hepworth,Kurtz,French No: Lasota Motion (French) Adopt only the work session portion of the the calendar as proposed. Motion died for lack of second. Motion (Kurtz/Hepworth) Amend the proposed calendar by adding a regular meeting each month, and include the commission's priorities. Motion Passed Unanimous Review and discuss the budget. No financial information was available for review and discussion.The commission requested this item come back to them as a work session topic on November 19, 2014. City of•Seward,Alaska Historic Preservation Commission Minutes October 15, 2014 Volume 2, Page 255 Informational Items and Reports (No action required)—None Commission Comments Erickson wanted to keep moving forward on an aggressive schedule and put the hard work in to make the commission successful. Hepworth was pleased with the calendar. She encouraged everyone to come to the November 17, 2014 work session prepared with revisions on the Historic Preservation Plan for sections 1 and 2. French pointed out the extent of work he had already put in on the draft Historic Preservation Plan. Lasota had planted flowers in Hoben Park on behalf of the commission. Lasota thanked Kerry Martin for attending the meeting tonight. Citizens' Comments Kerry Martin suggested the commission coordinate any efforts they make on plaques and memorials with Resurrection Bay Historical Society(RBHS)because RBHS had already addressed Founders Memorial to some extent. He thought administration could handle the workload of supporting the commission,even though he knew from personal experience how time consuming it could be.In his experience,however,if the commission were to have monthly meetings rather than quarterly meetings,the commission would be more productive.He also discouraged the commission to take up any business on their agenda that came before them without a staff recommendation. Commission & Administration Response to Citizens' Comments French expressed his understanding of the time constraints on the library museum staff. Hepworth thanked Kerry Martin for his comments. Kurtz thanked Kerry Martin for his comments.
