Call to Order
The June 19, 2013 regular meeting of the Seward Historic Preservation Commission was
called to order at 6:30 p.m. by Chair Linda Lasota.
Opening Ceremony
The Pledge of Alliance was performed; led by Commissioner DeMarco.

Special Reports
A. City Administration Report
New hire at the library museum, Kate Ruliman from Kenai recently graduated from
University of Arizona is the new library museum collections coordinator.
It was pretty much baptism by fire as Kate was introduced to the State Museum and the
Resurrection Bay Historical Society on her third day on the job. RBHS invited Scott
Carrlee, State Museum Curator and Outreach,to visit and advise on the museum setup
and operation thus far. We were congratulated on the space,the exhibits and the fact that
we had accomplished what he had only heard about a few years ago. Scott gave us all
very great info and advice on how to go forward with management and operations. We
will be working on becoming accredited through the American Alliance of Museums.
This will be a long process but will guide us as we seek to bring the museum operations
within the standards and guidelines of the AAM.
Railroad expansion plan:
In my notes from our last meeting I was asked/or offered to find out about historically
significant properties adjacent to the proposed railroad expansion project. After a very
short and not very deep internet search I found that the Seward projects are funded by
American Recovery and Reinvestment Act(ARRA) funds. According an Advisory
Council on Historic Preservation 2009 memo ARRC funds are subject to the Section
106. Therefore this body should be receiving a request for comment on the proposed
plans before funds are made available. I called the Railroad today for info but they were
already closed. I will follow up and get more information to you.

Also from our last meeting you may remember Mr. Bob Riesner discussing his research
and future articles about Russian-American activities in this area for the Log. Mr.
Riesner dropped off copies of the research he spoke about. They are available to anyone
who wishes to look through them. Please return to either Tim or myself
We have received a thumb drive from the JLH folks that contains their architects
presentation and the 35% concept design schematic photos. If you are interested I can
copy the info to a thumb drive for your use.
B. Commissioner French's Report on Friends of the Jesse Lee Home community
meeting and the ADOT Railroad master plan meeting.
French expressed a sense of overall satisfaction with the building design aspects
presented in the Friends of the Jesse Lee Home community meeting. He believes there is
a roof line alteration that may come into conflict with the building's National Historic
Registry status. His recommendation was that Historic Preservation Commission
members review the 35%design plan provided digitally on a thumb-drive and that they
decide if a work session needed to be held about any aspects of the design..
On the subject of the ADOT Railroad state-wide master plan meeting, French informed
the Commission that none of the master plan covered the Seward area specifically. He
was able to talk with Donna Glenz about the Seward master plan. It has received Flood
Service Board review. From the Seward master plan it would appear that there will be
some 106 issues. His recommendation is that Commissioners review the Railroad's
Seward master plan and decide soon if a work session should be held on it.
C. Other Reports,Announcements and Presentations

Commission Chair Lasota reported that she had made contact with Jeff Mow and Sharon
Kim of the National Park Service and invited them to speak for 10 minutes about the
proposed multi-modal trail at the July 17th Historic Preservation Meeting.
French iterated that the part of the trail from the Seward Highway to the shoreline is the
most poorly defined and of the most interest to the Commission.

Unfinished Business
A. Historic Preservation Award Nominations
Discussion was put forth in which it was decided to back away from last month's decision to
nominate the Community of Seward. Other group nominations were discussed and decided
against as being too exclusionary. The agreed upon solution was to keep the nomination
period open for one more month and to advertise the extended nomination period to the
community. If at the end of that period there are still no nominations, there will be no
Historic Preservation Award for the year of 2013.
New Business
A. Discuss implementation of the Historic Preservation Plan Revision.
Fink proposed that Linville should initiate contact with Foraker regarding what was
prerequisite to the process. French re-iterated a desire to inquire into other facilitation
organizations with more historic preservation experience. Richardson suggested a work
session in the first week of September to"get ducks in a row."Linville indicated that the pre-
planning would be included in the Foraker consultation process. Linville volunteered to
contact Foraker herself to find out what the commission was expected to bring to the table
and to inquire about recommendations for other facilitation organizations with more historic
preservation experience.
French named Nuka Research and Planning Group as a possible alternative to Foraker.
Linville agreed to contact that company.
Richardson summated that Linville bring the recommendations from Foraker and Nuka RPG
to the August 21,2013 work session(instead of a regular meeting.)Richardson went on to
propose another work session on September 4 or 17, 2013.

Commission Comments
Commission Chair Lasota expressed curiosity about State Historic Preservation Office's
internet presence as a possible resource into other Historic Preservation Plans in AK.
Linville mentioned that the communities'own websites might be a better option,(esp.Sitka.)
