HomeMy WebLinkAbout06152011 Historic Preservation Minutes City of Seward, Alaska Historic Preservation Commission Minutes June 15, 2011 Volume 2, Page 2 2 7 Call to Order The June 15, 2011 regular meeting of the Seward Historic Preservation Commission was called to order at 6:40 p.m. by Chair Linda Lasota. Opening Ceremony Commissioner Richardson led the Pledge of Allegiance. Roll Call There were present: Chair Linda Lasota presiding, and John French Ryan Reynolds Catherine Richardson Patricia Heim Absent Commissioner was Monica Hinders (excused). Comprising a quorum of the Commission, and Patricia Linville, Library Director Amy Carney, Library /Museum staff Special Reports ire Chair Lasota welcomed Commissioners French and Reynolds back onto the commission for their renewed term. City Administration Report — Patricia Linville Linville reported that she is in the process of working on the updated notebooks for the commissioners. Linville reported that City Manager Philip Oates put in his resignation for September 30, 2011. Linville added that Kirsten Vesel, Superintendent of Public Works for the City, put in her resignation, as well, for the end of June 2011. Linville congratulated the Commissioners on their success with the Fireside Chat in May 2011. She reported that she had heard great comments from those who participated in that session. She said that she looked forward to the next Fireside Chat, and liked this opportunity of involving the community in local history. Commissioner Richardson inquired about the video taping of this session. Linville suggested that Carney could compile Commissioners' French and Reynolds files into a video to burn onto DVD. Linville reported that there was a great turnout for the June 8, 2011 Groundbreaking Ceremony for the Seward Community Library Museum (SCLM). She reported that Dan Seavey and Edgar Blatchford gave speeches, the National Anthem was sung while the colors were presented by ow. the Boy Scouts. She added that the Seward Song was sung by local singers. To add to this report, City of Seward, Alaska Historic Preservation Commission Minutes June 15, 2011 Volume 2, Page 228 Linville noted that golden shovels where used, planting seeds were handed out, and good food was ..r served. Linville further reported that the SCLM design is complete and the construction contract is being prepared for PCL. Linville said that the construction start date will be dependent upon City Council approving the contract and giving notice to proceed. She reported that Michelle Weston, Director of Community Development, is working with the project manager Kent Crandall and Ben Ivy of PCL to determine if this can be accomplished at the next Council meeting on June 27, 2011 or if a special meeting necessary. Next, Linville reported that the library and museum had received $2,500 from Exxon Mobile to pay for two summer interns who will work to organize the archives, as well as assist with library and museum work. Pertaining to the Iditarod Memorial Grant, Linville reported that, as of April 31, 2011, the sculptor is working on 16" maquettes, and is slowly making progress on the life -size statue. She reported that the statue will be named, "Trailblazers: the Man and the Dog." Moving on to her Hoben Park update, Linville reported that flowers were planted by Mark Stauble and the Parks maintenance crew into the planters in Hoben Park. Linville passed around handouts to the commissioners which conveyed more detail about the Adopt -a -Park program that they had inquired about in the April 20, 2011 regular meeting. Other Reports, Announcements & Presentations None wit Friends of the Jesse Lee Home Update - Commissioner Richardson Richardson reported that there are no updates for the Jesse Lee Home. She said that Tom Swann reported that the Friends of the Jesse Lee Home are waiting for updates of the assessment of the building. Richardson said that she had nothing to add on fund- raising or the school aspect of this project. Website Updates & Historical Site Inventory — Commissioner Reynolds and Chair Lasota Reynolds happily reported that Josh Estes, City Tech, granted access to the Historic Preservation Commission's website. He said that he has begun updating the information on this site. Lasota reported that recently she has received calls about adding to the historical site inventory. Lasota said that she would consult the LeVans and the Richardsons about site location changes in order to update information on the list. Photos for CLG Grant 2008 — Chair Lasota Lasota reported that the photos on the camera need to be unloaded. She asked the administration to purchase a flash drive in which she could transfer those files on to. City of Seward, Alaska Historic Preservation Commission Minutes June 15, 2011 Volume 2, Page 2 2 9 Citizens' Comments on Any Subject, Except Those Items Scheduled For Public Hearing None Approval of Agenda and Consent Agenda Motion (French/Richardson) Approve the Agenda and Consent Agenda Motion Passed Unanimous Consent * The following items were approved under the Consent Agenda: Meeting Minutes for the April 20, 2011 Meeting of the Historic Preservation Commission. Public Hearing None Unfinished Business A. Historic Preservation Award Nomination Linville suggested the Commission bypass giving out an award this year due to lack of sow nominations and /or interest. The commissioners pursued this suggestion as follows: Motion (French/Richardson) Postpone Award Nomination Motion Passed Unanimous Consent B. Future Grant Projects /Schedule Work Session Lasota asked that all the commissioners bring all materials, ideas, and information concerning Hoben Park on the Grant Ideas list to a work session to be held on July 20, 2011 at 6:30 p.m. Linville agreed to bring additional information to the work session about the Adopt -a -Park program. Lasota said that the commission will prioritize and discuss the next steps to be taken to write out a grant for this fall. Lasota voiced that her hope was to pencil out an outline of this future grant to be submitted. New Business *A. April 20, 2011 Regular Meeting Minutes These minutes were approved earlier in the meeting. Informational Items City of Seward, Alaska Historic Preservation Commission Minutes June 15, 2011 Volume 2, Page 230 A. FY10 CLG Cemetery Grant Update — Commissioner Reynolds ,. Reynolds reported all small cemeteries are almost catalogued, except for Woodlawn Cemetery. He said that the commissioners need to photograph the stakes in Woodlawn so those images can be uploaded into PastPerfect with the catalogued record of the people buried there. Reynolds reported that he is a quarter of the way through cataloguing the people buried in the City Cemetery. He was confident that this project will be completed by the due date in September. The commissioners agreed to make contact with Carney and Linville in early July to coordinate who would volunteer to take photographs in Woodlawn Cemetery. Commission Comments Lasota thanked the administration for sitting in on this meeting.
