HomeMy WebLinkAbout02202008 Historic Preservation MinutesCity of Seward, Alaska Historic Preservation Commission Minutes February 20 2008 Volume 2, Page 112 Call to Order The February 20, 2008 regular meeting ofthe Seward Historic Preservation Commission was called to order at 6:35 p.m. by Vice Chair Tom Swann. Opening Ceremony Commissioner Carpenter led the Pledge of Allegiance to the flag. Roll Call There were present: Vice Chair Tom Swann presiding, and Linda Lasota Jolund Luther John French Doug Capra Greg Carpenter comprising a quorum ofthe Commission; and Bob Hicks, Conununity Development Director Donna Glenz, Planning Assistant Anne Bailey, Executive Liaison Absent were: Shannon Kovac, excused Special Reports City Administration Report Community Development Director Bob Hicks reported on the following items: • Shannon Kovac returned March 8, 2008. • The Iditarod Days weekend was a great success and Governor Palin did attend. Other Reports, Announcements & Presentations- Friends of the Jesse Lee Home Update-Swann Swann stated the Friends had requested money from the capital and federal budgets. He stated that Lisa Murkowski had asked to meet with the Friends ofthe Jesse Lee Home on February 22, 2008. City of Seward, Alaska Historic Preservation Commission Minutes February 20, 2008 Volume 2, Pale 113 In response to Capra, Swann stated that it was never placed on the Governor's budget and he thought the support existed to continue funding the project. Website Updates- Capra Capra reported that Luther met with the City and figured out how to update the website. Luther confirmed that he had met with Mike Meeks and Josh Estes who explained how the website was run: He explained that he successfully updated the Commissioner page and asked the Commission to send him any changes. Hicks stated that there was an intern working on revising the City websites and wanted them to be aware of that. Glenz clarified the Historic Preservation Commission had a separate website from the City and stated that Hicks referred to the City of Seward webpage and the section for Boards and Commissions. Hoben Park- Karin Sturdy Hicks stated that Parks and Recreation Director Karin Sturdy was unable to attend and had r.. provided him a report on Hoben Park. He reported that apre-bid conference for the Hoben Park Fountain Fabrication and Installation was held, a list of contractors who had requested proposal packages were not available and bid submissions were due March 5, 2008 at 1 p.m, in the Clerk's office. Hicks continued that Sturdy was looking for information to begin the section 106 review and Sturdy was in communication with the Alaska SeaLife Center staff who was interested in Hoben Park, removing ADA sign posts and other small projects. Alaska Historical Society- Capra Capra stated a meeting was held on February 8, 2008 in Anchorage where they discussed the Sheldon Jackson Museum/Straton Library. He stated the Society appreciated the Commission and City passing the Resolution of support and were interested in getting other Historic Commissions in the state to get involved in advocacy issues. Capra discussed the Alaska Historical Society's annual. meeting that would beheld October 16-18, 2008 in Anchorage, the online encyclopedia, and a grant they would issue for research and other historic activities. He suggested that they contact active Historic Preservation Commissions in Alaska and the Society supported the Jesse Lee Home project. Citizens' Comments on Any Subject Except Those Items Schednled For Public Hearing- None Approval of Agenda and Consent Agenda Mofion (Lasota /Capra) Approve the Agenda and Consent Agenda City of Seward, Alaska Historic Preservation Commission Minutes February 20, 2008 Volume 2, Pale 114 Carpenter referred to the January 24, 2008 minutes and stated that under Call to Order it should read special meeting rather than regular meeting. Motion Passed as Amended Unanimous Consent The following items were approved under the Consent Agenda: January 16, 2008 Historic Regular Meeting Minutes and January 24, 2008 Special Meeting Minutes Public Hearing -None Unfinished Business- None New Business- Set a Work Session to Discuss the Fireside Chats and Historic PreservaYron Month Capra suggested the Commission set a Work Session for the Fireside Chat in March. The Commission discussed possible Work Session dates and times. By general consensus, a Work Session was set for Tuesday, February 2b, 2008 at 6:30 p.m. to discuss the Fireside Chats and Historic Preservation Month. Commissioners discussed ideas that should be considered and prepared for the Work Session. Glenz interjected that the staff and library had requested that the Commission provide documentation of the Fireside Chats for the Historic Collection. In response to Hicks, Swann stated that library staff could attend if they wanted too. Informational Items - (No action required) - Alaska's Statehood Experience 1959-2009 Hicks stated that an administration meeting was held to discuss ideas on what the City would be interested in doing. He stated that if the Commission was interested in getting involved to let administration know. Capra stated that the City was trying to get different organizations together to work on the grant. Capra volunteered to attend and asked the Commission for ideas. The Commission and Staff discussed what the grant was for and possible grant ideas. In response to Swann, Hicks stated that the grant was due May 15, 2008. Historic Preservation Award Nomination Form Glenz reviewed the deadlines and stated applications had been received and would be in the March 2008 packet. Commission Comments- Luther stated he had attended the Planning and Zoning meeting and suggested a joint work session between the two Commissions to discuss the Historic District. He stated that P & Z was receptive to that. Carpenter apologized for not making the Council meeting as planned. Lasota reminded Luther and Capra of the revised written portions of the website that Kovac had completed. Hicks stated the Planning and Zoning Commission had placed a joint Work Session to discuss the Historic District on their March 5, 2008 agenda.
