Call to Order
The April 30, 2008 regular meeting of the Seward Historic Preservation Commission was
called to order at 6:34 p.m. by Chair Shannon Kovac.
Opening Ceremony
Commissioner Carpenter led the Pledge of Allegiance to the flag.
Roll Call
There were present: Chair Shannon Kovac presiding, and
Linda Lasota Jolund Luther
Tom Swann Greg Carpenter
comprising a quorum of the Commission; and
Anne Bailey, Executive Liaison
Absent were: Doug Capra- Excused John French- Excused
Special Reports
City Administration Report- None
Other Reports, Announcements & Presentations-
Friends of the Jesse Lee Home Update-Swann
Swann reported the Friends of the Jesse Lee Home had received a million dollars from the
State of Alaska and an agreement had been reached with the City of Sewazd to manage the money
and act as the facilitator.
Website Updates- Luther
Luther stated he had placed mere items on the Website and it was a slow process. He asked
the Commissioners to give him basic changes they would like to see on the Website.
Hoben Park- Karin Sturdy

Kovac explained that Sturdy was unable to attend and had provided a lay down for the
Commission. Kovac reported that the Notice to Froceed had been issued, the fountain should be
completed in August and there was not any news from the SeaLife Center.

May Fireside Chat Discussion
Bailey reported Senator Stevens was unable to attend the Fireside Chat and Commissioner
French booked Legends for the evening of May 16, 2008.
Luther confirmed that Mike and Linda Brown would be on the panel and he would contact
others for the panel. He discussed the video and stated he may be Late due to the P.A.R.K.S event.
Swann recommended another work session be scheduled to finalize the Fireside Chat plans.
Kovac said she had talked to Lee Poleske about reading the newspaper article but did not
know if he would attend.
In response to Luther, Kovac stated Hicks would be the moderator.
The Commission discussed work session dates and fireside chat logistics.
By general consensus, a Work Session was schedules for May 8, 2008 at noon in City Hall.

Discuss the 2009 Statehood Celebration
Luther explained he had attended the Alaska Statehood Grant meetings. He stated that Patty
Linville was putting the grant together and it should be online.
Bailey interjected that the grant was not due until May 15, 2008 and she had sent it in to have
the grant reviewed.
Luther described the grant prof ect and suggested the Commission help with the symposium.
He stated the Commission needed to decide as a whole whether they wanted to help with this. He
continued to describe the themes of Statehood that would be incorporated in the grant project.
Resolution 2008-04 of the Seward Historic Preservation Commission Supporting the Alaska
Statehood Experience Grant Application Entitled Seward, Gateway to Alaska: Journey to
Statehood and Beyond

Luther explained Patty Linville had requested this to provide support for the grant
application.

Approve the 2008 Annual Seward Historic Preservation Award Proclamation for Lee Poleske
Motion (Swann/Lasota) Approve the Lee Poleske Proclamation
In response to Carpenter, Swann stated the Commission had not made a decision on awarding
the HP Award to a person twice.
Lasota interjected that the Commission had discussed this but an official decision had not
been made.
Carpenter stated Lee Poleske deserved to receive the award twice.

Informational Items - (No action required) -
Kovac stated Bailey had provided a letter about a KPB Statehood Celebration Committee
meeting from the Kenai Peninsula Borough as a lay down.

Bailey stated that Party Linville had been invited but this letter was forwarded from Laura
Cloward at the Chamber of Commerce.
A Resolution of the City Council of the City of Seward, Alaska, Authorizing the City Manager
to Ezecute a Grant Agreement Between the State of Alaska and the City of Seward for the
Purpose of Contracting with a Consultant to Perform the Jesse Lee Home Rehabilitation
Project, Phase II and Appropriating $1 Million from State Funds
List of Upcoming Events
Kovac referred to the list of upcoming events and reminded the Commission about the May
20, 2008 HPlP&Z Joint Work Session.
In response to Lasota, Bailey stated the Work Session would begin at 6:30 p.m.
Kovac explained that Bailey was preparing historic district information for the Commissions
review and the information would be available soon.
Commission Comments-
In response to Lasota, Kovac stated that Cloward would not be attending the Kenai Peninsula
Borough meeting and Linville would attend.
Lasota thanked Bailey for her work.
Swann concurred with Lasota.
In response to Kovac, Bailey stated she would send the Fireside Chat flyer to the Commission
digitally once the Commission reviewed it.
Kovac thanked the audience for attending.
