The January 17,2007 regular meeting of the Seward Historic Preservation Commission was
called to order at 6:30 p.m. by Vice Chair Tom Swann.
Opening Ceremony
Commissioner Carpenter led the Pledge of Allegiance to the flag.
Roll Call
There were present: Vice Chair Tom Swann presiding, and
Greg Carpenter
Jolund Luther
Meredith Hershock
comprising a quorum of the Commission; and
Scott Williams, Planner
Christy Terry, Executive Liaison

City Administration Report
Planner Scott Williams noted lay downs in front of the Commissioners included the State
Historic Preservation Office grant award for the Hoben Park fountain and a summary report from
Hoben Park Project Architect Gary Gillette.
Other Reports, Announcements & Presentations
Friends of the Jesse Lee Home update- Tom Swann
Swann stated a Friends of the Jesse Lee Home meeting would be held in Anchorage next
week.
Website Updates -Meredith Hershock
Hershock directed the Commission's attention to her notes regarding updates needed to the
website. She reviewed the items the Commission needed to help clarify.

Swann suggested a work session be held. He stated there was additional information that
could be included on the website.
Seward Historical Site Inventory
Luther stated he was in the process of reviewing the list.
Flag Anniversary Celebration
Swann will follow up with the Friends of the Jesse Lee Home at the next meeting.

New Business
Historic Preservation Commission support for the Fire Department Vehicle Exhaust Capture
and Removal System project within the Historical District
Fire Chief David Squires stated the Fire Department obtained a grant in 2006 to install a
vehicle exhaust capture system. He stated that since the building was located in a Historic District,
the Federal Government required the Fire Department to obtain permission from the State Historic
Preservation Officer. Squires was asking the Commission for a motion supporting the exhaust
capture system.
In response to Commission questions, Squires stated the exterior modifications would depend
on the responses to the Request For Proposal (RFP). He noted one of the exhaust styles would either
be released on the south side of the property or east to the alley. Squires stated another style of
exhaust collection would be an interior collection system.

Approve Historic Preservation Calendar for 2007
By general consensus the Historic Preservation Calendar for 2007 was approved.
The Kenai Mountain Turnagain Arm Corridor Communities Association (KMTA) requested
list of potential projects for the Seward Area
Terry noted Shannon Kovac asked the Commission for project suggestions. She stated the
issue was time sensitive.
Carpenter suggested a future Hoben Park project. In response to Luther, Carpenter stated as
a member of the Iditarod Trailblazers he knew of a couple small projects painting and identifying the
Iditarod Trail.

Swann asked Commissioners to email comments to Kovac.
Discuss Hoben Park Historic Architect Consultant Gary Gillette's site visit
Williams stated Gillette had been working with the State Historic Preservation Office on
Hoben Park details. He stated the fence was top priority in order to move forward with the design.
Williams stated Gillette had done an appraisal of the situation. Williams noted Gillette stated SHPO
did not support relocation of the fountain. Williams stated Gillette would be providing a follow-up
report.
Schedule and set a topic for the Historic Preservation's next Work Session
After Commission discussion, a work session was set for February 5, 2007 at 6:30 pm to
discuss updates to the Seward Historic Preservation Commission Website and a work session
was set for February 13,2007 at 6:30 pm to discuss Hoben Park Historic Architect Consultant
Gary Gillette's recommendations.
In response to Luther, Swann stated Kovac was reviewing the supporting documentation for
the Historic Plant and Tree Register.

Luther suggested scheduling a work session for the Historic Plant and Tree Register be placed
on the next Regular Meeting Agenda.
Swann concurred.
