The March 21, 2007 regular meeting of the Seward Historic Preservation Commission was
called to order at 6:30 p.m. by Vice Chair Tom Swann.
Opening Ceremony
Commissioner Carpenter led the Pledge of Allegiance to the flag.

There were present: Vice Chair Tom Swann presiding, and
Linda Lasota
Greg Carpenter
Meredith Hershock
comprising a quorum of the Commission; and
Donna Glenz, Planning Assistant

City Administration Report
Planning Assistant Donna Glenz reported on the following items:
. MIS Systems Administrator Mike Meeks and Meredith Hershock would meet to
work on the Historic Preservation Website.
. The new City Manager Phillip Oates would begin work the first week of May.
. City Offices would be closed March 26 in observance of Seward's Day.
. Assistant City Manager Kirsten Vesel returned part time from her maternity leave
and was increasing to full time status.
. The Community Development Department had received their new large format
copIer.
Other Reports, Announcements & Presentations
Friends of the Jesse Lee Home update-Tom Swann
Swann gave an overview of the progress for the Jesse Lee Home. He noted the organization 1 J
was asking to have the State Senate reinstate $3.5 million into the budget for the Jesse Lee Home.

Swann stated the organization had a lobbyist and was receiving assistance from the City of Seward's
lobbyist. He described the possible funding opportunities from tax credits and how the Education
Committee was moving forward with development of a program. Swann stated locals were needed
to be part of this Committee.
Website Updates -Meredith Hershock-
Glenz reported that Hershock would be meeting with the City's MIS Department.
Flag Anniversary Celebration
Swann shared that there were some plans for a banquet, but due to the health of someone
involved, this had been put on hold.

Public Hearing - None.
New Business
Resolution 2007-01, rescinding Historic Preservation Resolution 2006-08, relating to the height
of the Hoben Park retaining wall and supporting Hoben Park Historic Architect Consultant
Gary Gillette's recommendations.
Glenz stated this resolution was needed to rescind the request to Administration made by the
Historic Preservation Commission in Resolution 2006-08. She noted that following the Resolution
2006-08, Architectural Consultant Gary Gillette and State Historian Doug Gasek made
recommendations differing from the resolution. Resolution 2007-01 was required to 'clean up'
legislative history and approve recommendations to allow Administration to continue with progress
on Hoben Park.

Review National Historic Preservation Month Council Proclamation
Glenz stated that each year the Commission forwarded a National Historic Preservation
Month Proclamation to Council for the Mayor to read during the last meeting in April. She asked the
Commission to review the proposed proclamation in the packet.
In response to Lasota, Swann outlined some past activities that had taken place during
historic Preservation Month.
Glenz stated the observance had been a week until two years ago when it became Historic
Preservation Month.

Discuss and decide how to celebrate National Historic Preservation Month May 2007 "Making
Preservation Work."

After Commission discussion, a Special Work Session was set for March 28, 2007 at
noon to discuss how to celebrate National Historic Preservation Month May 2007 "Making
Preservation Work."
Discuss Annual Historic Preservation Award program and approve final submission date
for nominations.
Glenz reviewed the history and the purpose of the Annual Historic Preservation Award.
She requested the Commission set the application deadline as April 10, 2007.
By general consensus, the Commission set the application deadline for the 2007 Annual
Historic Preservation Award as April 10, 2007.

Commission Comments-
Carpenter stated he was glad to see progress being made on the Hoben Park fence. He
thanked the Commission for their efforts in keeping the project on track. Carpenter stated the
condition of Alaska Nellie's home had been brought to his attention. He felt this would be an
appropriate future project for the Commission.
Swann asked Carpenter to bring more information regarding the subject to the next meeting.
Glenz thanked the Commission for their hard work and the public in attendance.
