Call to Order

The June 20, 2007 regular meeting of the Seward Historic Preservation Commission was
called to order at 6:34 p.m. by Chair Shannon Kovac.
Opening Ceremony
Commissioner Carpenter led the Pledge of Allegiance to the flag.
Roll Call
There were present: Chair Shannon Kovac presiding, and
Greg Carpenter
Jolund Luther
Linda Lasota
Tom Swann
comprising a quorum of the Commission; and
Donna Glenz, Planning Assistant
Anne Bailey, Executive Liaison
Absent were- Meredith Hershock Shannon Huber

Special Reports
City Administration Report
Planning Assistant Donna Glenz reported on the following items:
. Introduced Anne Bailey as the new Executive Liaison.
. City Manager, Mayor and a Council Member were in DC meeting with the Corps
of Engineers and would return on Friday.
. The City Manager would be holding a public meeting on the L TCF on June 22 at
noon.
. Apologized for not having the resolution and ordinance ready on the Historic
Trees and Plants. Staff would try to place this item in the July agenda.
. Karin Sturdy was in attendance to discuss Hoben Park and Seward's Flag Day
Ceremony.
In Response to Lasota, Glenz noted the Commission had developed the application and
criteria, but staff still had to work to develop a resolution for the Historic Preservation
Commission and an ordinance for Council to approve'i

Friends of the Jesse Lee Home update- Swann
Swann confirmed the Jesse Lee Home's I million was incorporated with the Department of
Natural Resources into the capital budget.
Flag Annivenary Celebration - Swann
Parks and Recreation Director Karin Sturdy gave an update on the July 9, 2007 celebrations
for Alaska Flag Day. Items included a proclamation from the Mayor, picnic and encouraging citizens
to wear blue and gold.
Swann stated he would ask someone from the Friends of Jesse Lee Home to speak at the
ceremonies.
Kovac requested the Commission be notified by email with the flyer and if there were and
schedule changes.

Website Updates - Kovac
In response to Commissions questions, Glenz replied that the Historic Preservation Website
was not yet linked to the new City website.
Kovac requested the Commission submit their updates and changes for the website to Staff
by July 9th.
Hoben Park - Karin Sturdy
Sturdy stated the fence projects were: 1. Fabricate and install the guard rail, 2. Take the old
fence and clean, straighten and install it and 3. Fabricate new fence portions replicating the old fence
and install. She stated the bid deadline was next Wednesday.
In response to Sturdy's request for help with the fountain projOsal, Kovac stated she and
Swann could write up approximate dimensions of the basin by July 9 .
Sturdy stated she was optimistic about the fence and pessimistic about the fountain grant
deadline, September 30th. She might ask for an extension or take the SeaLife Center's offer.

Glenz state the City of Seward did not have a fully executed grant for this because it had
never been accepted by Council.

The Commission requested Sturdy contact the SeaLife Center regarding the status of their
projects in the Hoben Park area.
Alaska Nellie update - Carpenter
Carpenter stated he collected pictures of the site.
In response to Kovac, Carpenter stated he would contact the owners and give an update at the
next meeting.
Seward Historical Site Inventory update - Kovac
Luther stated he has not had time since the last meeting.
Kovac reviewed sections for the Historical Site Inventory List. Kovac has number 1-43;
Swann has 44-60; Huber has 61-90; Carpenter has 91-125; Luther has 126-159; Lasota has 160-the
end of the list. The Commission could discuss at the next meeting.
WW II bunkers - Water intake building - Huber & Carpenter
Kovac stated that Huber was moving, but would try to be at the next meeting to assist with
the Historic Site Inventory.

Discussion of Seward Cemeteries with Kerry Martin

Kovac informed the Commission of a cemetery walk tomorrow night at 10:30 p.m. and
introduced Kerry Martin.
Martin updated the Commission on the history, ownership and records kept on the Seward
cemeteries.
Commissions, staff and Martin discussed issues surrounding the cemeteries.

Martin congratulated the Commission on all their hard work and progress on local historic
projects.
