The January 11, 2006 regular meeting of the Seward Historic Preservation Commission was
called to order at 6:30 p.m. by Chair, Shannon Kovac.
Opening Ceremony
Rowell led the Pledge of Allegiance to the flag.
Roll Call
There were present: Shannon Kovac-Chair presiding, and
Greg Carpenter
Tom Swann
James Rowell
comprising a quorum of the Commission; and
Malcolm Brown, Planner
Donna Glenz, Planning Assistant

City Administration Report
Brown noted that staff was continuing to work with the mapping consultant to digitize the
Seward Cemeteries.
Other Reports, Announcements & Presentations
Jesse Lee Home Restoration Work Sessions Update
Swann stated the Anchorage group interested in the restoration of the Jesse Lee Home which
he and the City staffhad been working with planned to resume meetings at the end of January. He
noted that no other action had taken place. He will update the Commission in February following the
next Anchorage meeting.

Item 1. Formation of a Register of the local Historic Trees and Plants. Kovac noted at
the November meeting the Commission had scheduled a work session for January 4, 2006 for this
topic. She stated that only two Commissioners had attended the work session and the decision had
been to postpone any work until others of the Commission were available. She suggested
rescheduling the work session. Kovac noted she had some information to work from.
Swann requested the item be brought forward to the next meeting for discussion when more
of the Commission was available. Kovac noted she had placed the information she had on a disc for
any of the Commissioners.
Item 2. Hoben Park - National Historic Register application and Historic Preservation
Fund Grant FY -06.
Kovac noted the grant was conditional upon Hoben Park being eligible for the National
Historic Register, if the proposed fencing was to be a replica of the historic fencing and what the
current plan was for the rest of the park. She stated a meeting had been scheduled with the City
Manager and Parks and Recreation Director for January 12,2006 to discuss future of Hoben Park
and the concerns of the State Preservation Officer towards the Historic Preservation Fund Grant.
Item 3. - Updating the Seward Inventory of Historic Places

Kovac stated she had been working on updating the spread sheet information on ownership.
..... She requested assistance with updating the other information such as physically checking on the
structure, noting if there had been any changes or if the structure had been destroyed, possibly
photographing and adding any structures that were currently 50 or more years old.
Carpenter volunteered to assist with updating the inventory.
Kovac stated she was researching the possibilities of developing an inventory that included
photos of the structures and possibly working the information into the website in the future.
Item 4. - Website Maintenance
Kovac had noticed that several items on the Website needed updating and continued work.
She explained the computer MIS department for the City was able to update and change the website
but needed the information provided. It was noted that Mike Meeks of the MIS department had
requested that the Commission appoint one person to work with these changes and when the changes
or corrections were ready provide them to the MIS manager.
Rowell volunteered to work on updates for the Website and to work with staffin making sure
these updates where completed.
Kovac stated she planned to contact the three commissioners excused from the meeting and
..... discuss what projects they were interested in working on.

Kovac noted that the 2006 meeting schedule was included in the packet.

Kovac, reminded the Commission she would be out oftown until April 14, 2006. She noted J
she was available by email and planned to continue to work on several oflbe projects while out of . :'
town.
Citizens Comments
Kirsten Vesel, Assistant City Manager, thanked the Commission for their dedication. She
supported the ongoing projects the Commissioners were working on. She stated that a couple
members of Council had expressed an interest in developing historical ordinances for the City. She
stated that currently there were no official requests of the Commission but it might be something for
the future.
