The May 17, 2006 regular meeting of the Seward Historic Preservation Commission was
called to order at 6:33 p.m. by Chair Shannon Kovac.
Opening Ceremony
Commissioner Carpenter led the Pledge of Allegiance to the flag.
Roll Call
There were present: Shannon Kovac, Chair presiding, and
Greg Carpenter
Valerie Park
Shannon Huber
comprising a quorum of the Commission; and

City Administration Report
Glenz reported on the following business items:
· This year's proclamation for the Annual Historic Preservation Award to St. Peter's
Episcopal Church's Congregation was read by Council on May 8, 2006.
· Expiring Historic Preservation Commissioner terms would be renewed during the
Council Meeting on May 22, 2006.
· The Tree Program would also come before Council during their May 22, 2006
meeting.
· Hoben Park's Federal Grant agreement had not yet been received by the State of
Alaska from the Federal Government.
In response to a Commissioner's inquiry, Glenz noted the Historic Preservation Commission
still had a vacant Commissioner position.

Swann - update on any Jesse Lee Home activities.
Swann was absent, but Kovac distributed the website address for the Friends of Jesse Lee
Home. Kovac noted that a number of letters of support had been written by Alaska Native groups.
Rowell- progress report on the update of the Historic Preservation Website.
Kovac requested Commissioners provide any changes/updates to her, and she would work
with Donna Glenz.
Kovac - update on Hoben Park and the Office of History & Archaeology annual
work shop April 26, 2006.
Kovac noted that the Hoben Park application was submitted, and that there was a forty day
notification period for historic determination. SHPO sent draft timeline and budget in preparation
for possibly receiving the grant for Hoben Park.

Discussion of the 80tb Anniversary of the Alaska Flag, July 2007.
Kovac noted the Assistant City Manager Kirsten Vesel conducted a meeting regarding this
topic, but Kovac did not know the outcome. Kovac stated she contacted Nancy Steeves at the
Chamber of Commerce, but there were no definite 80th Anniversary Plans. Kovac solicited for
Commissioner ideas and thoughts. Kovac suggested encouraging local businesses to display the .~
Alaska Flag on that day. j

Request from Parks and Recreation for assistance with Cemetery Volunteer
Clean Up Day.
Kovac directed the Commission to the email included in the packet. Park volunteered to
contact Tanya Brewi to get more details to distribute to the Commission. Commissioners
volunteered to disseminate the information to the employees in their respective work places.
Carpenter suggested that interest might be generated if the graves of 'notables' were
identified as a future project. He also volunteered to contact Tanya Brewi and work with her in
promoting the event with a letter to the Log.
Kovac offered to provide a list of significant individual's and their grave locations to
Carpenter.
Discussion and possible work session date for discussion of Project Selection for
possible Department of Natural Resources FY2007 Certified Local Government
Grant.
Glenz noted that it was important to begin generating ideas because of the time involved with
the process.
Kovac asked Glenz to place on the agenda for next month.

Hoben Park National Register Application, as submitted; copy of the State of Alaska,
Department of Natural Resources Office of History and Archaeology cover letter and copy of
eligibility letter.

save Jesse Lee Home."
Commission Comments
Carpenter stated he was glad to be back and congratulated everyone who worked on the
Hoben Park grant.
Huber stated that Park did a very good job on her Jesse Lee Home presentations for Historic
Preservation Month.
Park stated she had received a lot of feedback from the different groups, and she wanted to
-- make a presentation to the Commission at a later date. Park noted that it was a great outreach effort

and created great discussions.

Carpenter commended the Commission for choosing St. Peter's Episcopal Church for the
Annual Historic Preservation Award.

Kovac noted that Jackie Pell was writing a book on the Jesse Lee Home and would give her
email address to Park.
In response to a question from Kovac, Glenz noted that the engineer hired by the Rasmussen
Foundation toured the home on Monday. The home was continuing to deterate and Glenz noted
more graffiti within the structure. The engineer shared with Glenz that he didn't realize the structure
was in this terrible condition. Glenz offered to organize a tour for the Commission.
