Opening Ceremony Commissioner Carpenter led the Pledge of Allegiance to the flag. Roll Call There were present: Chair Shannon Kovac presiding, and Greg Carpenter Tom Swann Valerie Park comprising a quorum of the Commission; and Donna Glenz, Acting Planner Christy Terry, Executive Liaison J Absent were: Shannon Huber - excused City Administration Report Acting Planner Donna Glenz reported on the following business items: . Introduced Executive Liaison Christy Terry. . Informed the Commission of the email notification from SHPO of Hoben Park's acceptance on the National Historic Register. Glenz stated she would update the Commission when an official letter was received. . Directed Commission's attention to the Hoben Park PanellKiosk. . Reminded the Commission of their work session scheduled for July 26th in the upstairs conference room. . Notified the Commission that the Friends of the Jesse Lee Home would be in town on July 27th holding a tour of the Jesse Lee Home and also a public meeting. . Noted that the Historic Plaques had been updated and returned to their place in City Hall. . Shared that James Rowell resigned his position and there were now two vacancies. Tom Swann - update on Friends of the Jesse Lee Home activities Swann directed the Commission to the Phoenix Log for an outline of the activities for July 27th. Swann stated that this was an exciting time to be involved with the friends of the Jesse Lee Home. Positions were open on the executive committees and there were great opportunities to work on a variety of aspects. He noted that Outward Bound had shown real interest in the proj ect and was looking for a location to provide expansion of their operations. Tom Swann - update on Alaska Flag Day, July 2007- Swann stated he had nothing to report at this time. Tom Swann - update on Wrought Iron Fencing for Hoben Park Swann needed to get copies of the plans given to the building department. He was able to get information regarding a wrought iron business in Portland, Oregon from a Historic Commission in the area. Swann noted he would contact the local smithy to get an idea of cost and process. He clarified there needed to be exact specifications on pieces so that they would fit together, but that these could be installed in-house. Kovac spent the weekend completing a visual inventory of the park. She noted that where the fence descended along the steps there were posts with balls on top. She would provide pictures of this detail to Swann. .... Citizens' Comments on Any Subject Except Those Items Scheduled For Public Hearing - None Approval of Agenda and Consent Agenda Motion (SwannlPark) Approve the Agenda and Consent Agenda Motion Passed Unanimous Consent Items approved on the Consent Agenda: May 17, 2006 Regular Meeting Minutes June 21, 2006 Regular Meeting Minutes Public Hearing - None Unfmished Business- Discussion of the World War II bunkers and Quonset Huts in preparation for nomination to the Seward Register of Historic Places and schedule a site visit led by Carol Griswold. ..... Kovac stated she spoke with Carol Griswold. Griswold asked the Commission to pick a couple dates to choose from in order to schedule the tour. J Motion (SwannlPark) Schedule a site visit of the WWlI bunkers and Quonset Huts with Carol Griswold for August 5 or August 12 at 1 :00 p.m. Motion Passed Unanimous Kovac stated she would coordinate with Carol Griswold. Swann noted it would be important to determine ownership of the property where the bunkers were located prior to pursuing a nomination for the Seward Register of Historic Places. Discussion and work session date for Project Selection for possible Department of Natural Resources FY2007 Certified Local Government Grant. Swann stressed the importance of looking into another project for Hoben Park. Glenz noted that the application was usually received only five weeks before it was due and this caused timing problems for the Commission. Motion (Kovac/Swann) Schedule a work session for Project Selection for possible Department of Natural Resources FY2007 Certified Local Government Grant for September 6, 2006 at noon J Motion Passed Unanimous New Business Resolution 2006-05 recommending City Council authorize the City Manager to execute a Grant Agreement between the State of Alaska and the City of Seward for the purpose of purchasing and installing wrought iron fencing along Hoben Park's North and West boundaries Motion (park/Carpenter) Approve Resolution 2006-05 Motion Passed Unanimous Reschedule the August, September, and October 2006 regular Historic Preservation Meetings. Motion (Park/Carpenter) Reschedule the August, September, and October 2006 regular Historic Preservation Meetings to the second Wednesday of those months Motion Passed Unanimous Informational Items - (No action required)- Work session scheduled for July 26th, noon, Upstairs Conference Room, for the Development of the Local Register of Historic Trees and Plants Commission Comments Carpenter thanked Carol Griswold for her beautiful work on the panel/kiosk. Swann was very excited about moving forward on the Hoben Park project and thanked everyone for their hard work. ..... Kovac asked the Administration where the kiosk would be located in the park. Glenz noted that research would need to be done and approval needed to be obtained by the State Historian prior to placement. She felt it should be a main detail in the park, but also wanted to make sure the National Historic Register designation was not jeopardized. Swann also noted the need to coordinate placement of the National Historic Plaque. Kovac welcomed Christy Terry. Citizens Comments - None.
