Call to Order
The May 11, 2005 regular meeting of the Seward Historic Preservation Commission was
called to order at 6:35 p.m. by Vise-Chair, Kirsten Vesel.
Opening Ceremony
Swann led the Pledge of Allegiance to the flag.

There were present: Kirsten Vesel, Vise-Chair presiding, and

Creg Carpenter (arrived at 6:50 pm)
comprising a quorum of the Commission; and
Malcolm Brown, Planner

Absent was: Michaela Walker-Hettinger

City Administration Report
Brown gave an update on City activities as follows:
* A presentation was planned to the CIRI Corporation on May 18, 2005 on the Jesse
Lee Home, Commissioners Swann and Walker-Hettinger planned to attend
* The Save Americas Treasures Grant was not awarded to the Jesse Lee Home on the
last attempt.
* A gentleman from Homer by the name of Dr Jeff Callahan had submitted a letter of
interest in the Jesse Lee Home. Brown noted that the letter was before the
Commission as a lay down item.
In response to Kovac, Brown noted he thought the next application for the American
Treasures Grant was due in February 2006.

Citizen Comments on Agenda Items Not Scheduled For Public Hearing
Doren Lorenz, Inside the City, stated that this was the first Historic Preservation meeting
since she had resigned her seat on the Commission to be seated on the City Council. She thanked the

Greg Carpenter arrived and took his seat at the dais. The Commission introduced
themselves to the new commissioner. Carpenter apologized for being late; he had been informed
incorrectly that the meeting started at 7:00 pm.

New Business
Approved Historic Preservation Commission Resolution 2004-03 list of priorities
Kovac had moved the priorities to new business for discussion. She requested that staff give
an overview on the Historic Preservation Website.
Brown noted that the City Management of Informational Systems (MIS) department was
responsible for managing and updating the website. He noted that any updates need to be submitted
to staff.
Kovac suggested that the Commission meet in a work session forum to discuss and update the
priorities list. She noted that the Commission was also responsible for other duties as required by
Code and requested the Commission set date and time for a work session.
The Commission agreed to change the June 15, 2005 Historic Preservation meeting at 6:30 to
a work session to update and discuss the priorities of the Commission.
Discussion of Annual Historic Preservation Award
Glenz reviewed the procedure for nomination ofthe award. She stated that the City Council
had established the Seward Historic Preservation Award at the recommendation of the Commission.
In the past Council had presented the award in March for Seward's Day or in May during Historic
Preservation Week. However due to the lack of a Historic Preservation meeting the nominations for
the 2005 award had not been received. Staff was recommending that the Commission nominate
possible recipients for the award by filling out the application and turning it into staff. She noted that
staff then placed the applications in the packet for review and selection at the next scheduled meeting.
The Commission discussed the award and decided to turn in the award nominations at the
June work session for placement on the agenda in July or the next scheduled meeting.
Discussion ofthe Borough road name change ofthe historic road named for DJ
Johnston in the Bear Lake area and a request for a geographic name
nomination for the "Park Tract" of the subdivision
Kovac suggested that the project be postponed until the Commission work session in June and
the list of priorities had been reviewed.

she had been in email contact with Mayor Vanta Shafer and that Shafer had expressed support for the
Commission.
Swann, expressed sadness to hear ofthe empty seats on the Commission. He welcomed new
Commissioner Carpenter to the Commission.
Carpenter, stated he was very happy to be on the Commission. He promised to be an active
and contributing member of the Commission.
Kovac, welcomed Carpenter to the Commission. She thanked Commissioners Darling and
Vesel for their time and efforts while serving on the Commission. Kovac expressed gratitude for the
opportunity to fill the position as Chair.
Citizens' Comments
Carol Griswold, inside the City. Thanked the Commission for the interest and efforts to
move forward on the proposed geographic name change. She stated she would inform Pat Williams
that the Commission was moving forward with the recommendation.
