Comments requested to be read aloud will be delivered verbally to PACAB by the Deputy City Clerk at the appropriate time during the meeting. 2. If you wish to be called on the telephone during the meeting to provide your comments telephonically, send an email request to the Deputy City Clerk along with your contact information to jstallardgcityofseward.net, including your full name and the telephone number you wish to have called. The clerk must receive your request no later than 5:00 p.m. on September 1, 2020. Identify whether you wish to be called during the FIRST or SECOND citizen comment period. ADJOURNMENT City of Seward, Alaska September 2, 2020 Port & Commerce Advisory Board Agenda 3 ALASKA RAILROAD September 2, 2020 Port and Commerce Advisory Board Port of Seward City of Seward TEL 907.265.2209 Report to the Port and Commerce Advisory Board May -August Vessel Traffic- 0 69 large vessels: normal freight trade, barges mobilizing for projects and fuel delivery to western Alaska, USCG Healy, Fish processors and vessels. Vessel traffic will start switching to project demobilization, winter service and vessel maintenance and repairs. • No Cruise Ships during 2020 season, but working closely with various lines, agents and organizations for planning in 2021. Emphasis on COVID-19 mitigation and planning. Ongoing and Upcoming Events at the Cruise Ship Terminal - Due to COVID-19 most organizers are cancelling 2020 annual events, such as no Music Festival or Holiday Fair. We expect to hear more cancellations and planning for 2021 as we get closer to various users' scheduled dates. USCG Healy personnel did utilize the back of the terminal and tent on the dock for recreation. Crew was not allowed to eat in person at restaurants or visit bars, so ship's cooks and recreation staff organized events on the pier. We were glad to have the ability to provide the facilities for the crew before their 64 days sailing with science missions. Healy crew had to follow strict protocols and procedures while in Seward, but did enjoy hiking, shopping and eating restaurant take out. Other Items - Last Coastal Classic train will be September 7th. We want to thank In State passengers for their ridership and our local Seward partners for having a great season under the circumstances. We continue to follow all State, CDC and US Coast Guard Port continuity protocols. Vessels are fully informed and following travel mandates and quarantine requirements We continue to work on our Cruise Ship Dock/Terminal Development RFP process with our two proposers [Global Ports Holding and Seward Community Partnership (formerly Holistica Destinations)]. We have contracted with a developer (Simpleview) that will be doing our website development. They are somewhat of an industry standard and their system integrates with our member portal / CRM to create a seemless experience for members, visitors, and staff. They are also used by Anchorage, Juneau, Valdez, and the Mat -Su Chambers. Within this we will be developing "Visit Seward", Marine, Conference, and "hometown" faces. We are starting to work on our visitor guide planning for 2021. We will also be developing print materials for our Marine Industry and Conference destination promotion. Visitor Services: The visitor Center is open during the week from 9am — 4pm and on the weekends from 10am — 4pm. Things are slowing down slightly but not too much, which is actually a pleasant surprise. The Derby went well. I feel like the fact that we were able to hold it was a success in and of itself. Attendance was down a bit. We had a total of 1800 participants, which was about 43% of last year. The fishing was really slow / hard and we had a couple of weather days that didn't help. About 1/3 of the fish were caught (both in numbers and pounds) from previous years. The derby software was a game changer (as we expected) for how much time and effort it saved us as well as allowing for over 90% of purchasing. The new fish boxes that Catalyst made were a big hit as well. EXCITING NEWS from JAG: JAG Alaska — Seward Shipyard was officially awarded the USNS Sioux (T- ATF 171) contract. The vessel will come dockside at our Seward Shipyard 5-OCT thru 5-DEC. This is the first major vessel repair from the NAVY in Seward for sure and possibly in Alaska in general as far as I know. We are pretty excited as we have been working on a bill to expand NAVY work up into Alaska for the last year. We do have a lot of preparation to meet the MSC/NAVY requirements on the services side, additional office space, high speed internet (Trenching fiber in...), security, etc.... so we'll be working on meeting those requirements prior to the vessel arrival. It is a public award, so I will pass the value of the contract along... $4.2M base, $5.5M inclusive of options. This job has 87 work items, utilizing nearly 10,000 man-hours, so with the other vessels already locked in for this time -period, we expect we will add approximately 32 additional employees here in Seward as a result of this award, along with a host of MSC team members, ship's crew, technical reps and subcontractors. 2. The 50 ton lifts are picking up, the entire harbor crew are working and we have adjusted to COVID-19 issues/mandates while doing boat lifts. 3. There is a shortage of yard space for vessels currently on the harbor side of the bay, this is due to COVID-19 and other issues, we are trying to work with vessel owners to assist them the best we can. 4. The 330 ton lifts are picking up as the season is winding down for some of the larger vessels, we are currently have about a 1 week waiting list to get lifted into the SMIC yard. 5. The crew is continuing to clean up lots at SMIC, this could take some time but we are making headway. 6. We are continuing social distancing on the city's fish cleaning stations a public notice has been posted and every other hose has been removed. (still no issues at this time) 7. The harbor is short one office staff, an offered was issued and accepted but has not started, we are also short one Harbor Worker II and are currently conducting interviews. 8. The salmon derby was a success the numbers were down but everyone worked through the COVID issues. 9. The US Coast Guard contacted the harbor about location and designs for the new FRC, which will be located at SMIC, we are currently looking at 3 concepts. More information to come later. 10. The Harbor has upgraded to the new software and are working through some minor issues. 11. The harbormaster has submitted the 2022 Municipal Facility Grant to replace G, K and L- float, once again thank you for approving the resolution so the city can pursue this grant. (No response as of today) 12. The harbor has ordered the dumpsters approved in Resolution 2020-029, two have arrived and are located at B and D-Float, and the remaining dumpsters should be shipped soon. 13. The harbor has submitted a questionnaire/proposal with EVOSTC for a wash -down pad located at the 50 ton area. SPECIAL ORDERS, PRESENTATIONS AND REPORTS Alaska Railroad Report — None Chamber of Commerce Report — Jason Bickling said the State of Alaska was offering Coronavirus Aid, Relief, and Economic Security (CARES) funding to Alaskan businesses. The Chamber of Commerce's visitor center was open on the weekends. He was planning the halibut derby for July 15, 2020-July 30, 2020. The Mount Marathon Race had been cancelled for 2020. The chamber was working on planning the Silver Salmon Derby. In response to Schneider, Bickling said signs would be placed in front of the harbor to redirect individuals to the Chamber visitor center during the Silver Salmon Derby. Harbormaster Report. Deputy Harbormaster Matt Chase said there was a shortage of yard space for vessels currently on the harbor side of the bay. A public notice had been posted asking individuals to social distance at the fish cleaning stations and every other hose had been removed. The harbor was still working with Alaska Department of Fish and Game (ADF&G) to replace the North East Boat Launch Ramp. The harbor was short one staff member. Chase said Kenai Fjords Tours would be using tape to encourage their customers to social distance while boarding the ships. The U.S. Coast Guard contacted the harbor about locations and designs for the new Fast Response Cruisers (FRCS), which would be located at the Seward Marine Industrial Center (SMIC). The harbor upgraded their computer software and they will be bringing a resolution to council to approve the harbor tariff change at the June 8, 2020 council meeting. The harbor ordered new dumpsters that were expected to arrive in June. Chase said the harbor was packed and the red salmon were in. In response to Hughes, Chase said the concepts the U.S. Coast Guard proposed for the new FRCS were a maintenance shop with cruise quarters, and a drive -down dock that goes from east to west. In response to Jaffa, Chase said he was pleased with the transformation of SMIC over the years. In response to Hughes, Chase said the harbor had a lot of inquiries about leases for property at SMIC. In response to Smith, Chase said the cranes were running and he trained individuals on how to use them. This item was postponed from the May 6, 2020 meeting. The board set their goals for the second half of the year. INFORMATIONAL ITEMS AND REPORTS — None CITIZEN COMMENTS — None BOARD AND ADMINISTRATIVE RESPONSE TO CITIZEN COMMENTS Smith apologized for missing the May meeting. He thanked Hughes and Paquette for providing an energy committee report at the May meeting. Smith suggested adding an agenda item to the September meeting agenda to reassess where the board and the community were as a whole. Hughes concurred with Smith. He wished everyone a great summer. Lawrence was excited to have an in -person meeting. He looked forward to working towards the board's goals and working with the SMIC Development committee. Paquette thanked everyone for attending the meeting. Jaffa was grateful that he and his wife had built a life that endured the COVID-19 disaster well. He did not agree with replacing the city hall building, and he wanted building maintenance to be a priority. Schneider encouraged Alaskan businesses to pursue the state's CARES funding and use the Chamber of Commerce as a resource. She encouraged everyone to support local businesses. Chase said stay safe and have a great summer. There is a scheduling conflict with the council chambers for the October 21, 2020 work session. Due to the COVID-19 pandemic, the location for the Absentee -In -Person Voting, as well as the Election Day voting for the City of Seward voting precinct has been changed to the City Council Chambers for the Primary Election, Municipal Election, and General Election. Absentee -in -person voting for the General Election will be taking place from October 19-November 2, 2020 in Council Chambers. My appraisal manager, Chris took all the boats in each of the Seward TAGS from 2019 (both main and supp roll combined) and calculated the City Tax and what the KPB Flat tax is. From that information you should be able to take the numbers and re -calculate whatever you are thinking of doing whether it be adopting a flat tax or changing the mill rate. I cannot say with any certainty if the Finance department would allow/can even permit a different mill rate for personal than real property, so I would suggest if that is a consideration that you contact Brandi/Jen downstairs at the Borough Finance office. The current application checklist which is attached follows the current City code. The code and process can be simplified and made more user friendly. The Seward Electric Department would like to start with a small work session and invite stakeholders as well as vendors who install PV systems and other renewable systems to communicate what is appropriate and acceptable interconnection requirements. This work session could take place the last week of September with the plan that amendments to the ordinance would follow to the City Council for review and adoption. It is recognized that the PACAB Energy Committee has done much of the work needed to get this accomplished. City of Seward Rep Date Interconnect Customer Date Ver 1 May 2020 `AI Sponsored by: PACAB CITY OF SEVVARD, ALASICA PORT AND COMMERCE A DVI SORY BOARD RESOLUTION 2019-003 A RESOIXTION OF TIIE SEWARD PORT AND COMMERCE ADVISORY BOARD, PROVIDING A RECOMMENDATION TO COUNCIL TO UPDATE PORTIONS OF SECTION 14.15.4 INTERCONNECTION WITH CUSTOMER -OWNED ALTERNATIVE POWER SOURCE GENERATION EQUIPMENT WHEREAS, PACAB's responsibilities are listed in SCC 2.30.325 Powers and duties, and include providing input to the City Council on policy and procedural matters involving the establishment and continuance of commercial activity, improving the quality of life and protecting the public's best interest and performing other duties as requested by the City Council; and WHEREAS, in December, 2017, Council directed PACAB to explore options for alternative energy in Seward; and WHEREAS, PACAB believes that interconnection of customer -owned alternative power source generation equipment with the City's electrical distribution system is a key component of responsible energy policy; and WHEREAS, the rules for interconnection are established by SCC 14,15.4 Interconnection with Customer -Owned Alternative Power Source Generation Equipment; and WHEREAS, the Code was last updated in 2014 by Ordinance 2014-003 an ordinance of the City Council of the City of Seward, Alaska, amending Title 14 of the City's Code of Ordinances to provide for interconnection of small renewable energy sources to the City's electrical distribution system; and WHEREAS, since this section of code was enacted in 2014, no homeowners in Seward have been able to successfully connect to the City's electrical distribution system; and WHEREAS, amending the code to remove certain hardware requirements would lessen the financial and administrative burden of interconnection while retaining compliance with all applicable codes and providing for the safety of the City's Electric Department employees and equipment; and WHEREAS, these changes would bring Seward City Code in line with other local and national utility interconnection policies. NOW, THEREFORE, BE IT RESOLVED BY THE PORT AND COMMERCE W-A PORT AND COMMERCE ADVISORY BOARD RESOLUTION 2019-003 ADVISORY BOARD OF THE CITY OF SEWARD, ALASKA that: Section 1. The Port and Commerce Advisory Board recommends the Seward City Council amend. Seward City Code Section 14.15.415 as follows: (Deletions are Bold ; Additions are Bold Italics) 14.15.415 - Interconnection requirements, procedures, and application process for an alternative power source less than 25kw. (a) Ap - ica_tion_ In order to proceed with interconnection of an alternative power source, the customer must complete an application for a new/rework of electrical service and an interconnection application. The customer shall also provide equipment specifications, protection arrangements, and design drawings to the city for review. (b) Compliance with codes and standards. Interconnections shall not be fueled by nor connected to any non -qualified alternative encr4gy sources. Interconnection customers shall comply with all applicable local, state, and federal codes such as building cedes, National Electric Code (NEC), and National Electrical Safety Code (NESC) for the installation of an interconnection. Once operating, the city reserves the right to require the customer, at the customer's expense, to provide corrections, modifications, or additions to the interconnection as required or recommended by government or industry regulations and standards. The city will provide written documentation of the necessary changes and a time frame to complete. If the customer hails to comply with the changes in the specified time frame, the city will open and lack the interconnection. {t4 ('c) Power duality and reliability. The interconnection with the electric system shall not cause any reduction in the quality and reliability of service provided to other city customers. There shall be no generation of abnormal volta,cs or voltage fluctuations, and the harmonic content of the interconnection output must be below, that level which would cause interference with other customer loads, other utilities, or city facilities and equipment. To minimize interference, the city requires the interconnection to meet the power quality standards presented in accordance with section 10, Recommended Practices for Individual Consumers of the latest Institute of Electrical and Electronics Engineers (IEEE) Standard 519, IEEE Recommended Practices and Requirements for Harmonic Control in Electrical Power Systems. In addition to meeting all requirements identified in this document, the interconnection shall comply with all city ordinances and resolutions. and latest IEEE 1547, IEEE Standard Conformance Test Procedures for Equipment Interconnecting Distributed Rcsourccs with Electric Power Systems. 23 PORT AND COMMERCE ADVISORY BOARD RESOLUTION 2019-003 (e)-(d) Testing. Prior to initial energization of the interconnection, an inspection and tests will be performed by both the interconnecting customer and city personnel. The purpose of the inspection and testing will be to determine if the generator and related equipment of the interconnection meets the minimum requirements described by IEEE 1547, IEEE 519, and UL 1741, Underwriter Laboratories Inc., Standard for Inverters, Converters, and Interconnection System Equipment for Use With Distributed Energy Resources. Based on the inspection, the city may elect to accept the installation and energize the interconnection. In the event that discrepancies are noted between the certified equipment and drawings previously provided to the city and the customer's system inspected by the city, retesting may be required. The customer shall be solely responsible for all costs associated with any retesting. (f) (e) City inspection and customer maintenance records. The customer shall maintain the interconnection in good working order. Vic interconnection (i.e., generator and associated equipment) is subject to inspection and retesting by the city upon reasonable notice each year after the unit is placed in service. The customer will assume full responsibility for the routine maintenance of the interconnection and associated protective devices. The customer shall maint�iin accurate records of all maintenance activities performed. These records shall record the date and time, the person(s) who performed the activities, and a brief description of the work. These records shall be made available to the city for inspection at all times upon reasonable notice to the customer. Failure to comply may result in the disconnection of the equipment or additional testing as outlined in subsection (e) above. The customer is solely responsible for all costs associated with any inspections and testing required. (g) (1) Visible, lockable disconnect switch or electric brcak. An accessible, visible, lockable disconnect switch or electric break, whichever is applicable, is to be provided by the customer which is lockable in the open position only. This switch must be appropriately labeled, when locked in the open position for any of the following conditions, may be unlocked only by city personnel. The city will lock the switch in the open position under the following circumstances: (1) If it is necessary for the protection of line crew personnel when working on de -energized circuits during a system emergency; (2) If inspection of the interconnection reveals a hazardous condition or a lack of proper maintenance; (3) If the interconnection interferes with other customers, other utilities, or with the operation of the city's distribution system; (4) If the city determines that the interconnection has generated power from a non -qualified alternative energy resource; or (5) For general maintenance of the city's distribution system. The city will provide at least five days' notice, unless the circumstances warrant shorter notice, before locking the switch open for general maintenance as provided in condition (v) above. 24 PORT" AND COMMERCE ADVISORY BOARD RESOLUTION 2019-003 00 (g) Metering/billing. The customer shall install and maintain a kilowatt-hour meter, or meters, at the interconnection, capable of registering the bi-directional flow of electricity at the point of interconnection at a level of accuracy that mccts all applicable standards, regulations, statutes, and ordinances. The meter(s) may measure such parameters as time of delivery, power factor, voltage, and such other parameters as the city shall specify. The customer shall provide space for metering equipment as specified by the city with the location of the meter(s) to be approved by the city. The customer is solely responsible for all costs associated with the purchase, installation, and maintenance of all equipment required by the city in order to properly meter the interconnection. (h) Nominal voltagesphagn_g. The generator nameplate voltage must be the same as one of the nominal voltages supplied by the city. The nominal voltages are 120/240 V single-phase,120/208 V three-phase, and 277/480 V three-phase. If the generator riarneplate voltage is different from the city's nominal voltages, the customer must supply a dedicated generator transformer that will provide the required nominal voltage. The required transformer connection, unless otherwise specified, is grounded wye-grounded wye. (j) (i) Fault current increase and upgrading, equipment. In general, installation of anew generator will increase the fault current level at the customer's electrical facility. This may require upgrading some of the customer's equipment. The customer will assume full responsibility of upgrading customer's own equipment.'' W 6) Starting as induction motor, hi general, induction generators start as motors; also, synchronous generators may be designed to start as motors. The customer -owned generator starting as a motor shall meet the motor starting requirements prescribed by the city. The city may require the customer to provide, at customer's own expense, special or additional starting equipment. fo (k) Generatingfy_grounding. There are additional safety concerns that shall be addressed when considering circuit grounding of the interconnection interconnected to the city's utility system. To ensure proper grounding of the generating facility, the customer shall follow all applicable national, state, and local codes regarding grounding for applicable generating installations. (fn) (d) Synchronization. The interconnection must be synchronized with the city's utility system at all times and the customer shall be responsible for the cost and maintenance of all synchronization equipment. (n) Automatic disconnection, and Time -Relayed Automatic Reconnection. The interconnection shall be designed to automatically disconnect and lockout " lien the city's service is interrupted for any reason. " ' . W PORT AND COMMERCE ADVISORY BOARD RESOLUTION 2019-003 (O (n) Single phasing protection. The customer is advised that a phase -unbalance disturbance on the city's utility system can result in overheating of the interconnection. A negative -sequence -type relay (current or voltage) could be necessary to initiate tripping under phase -unbalance conditions and may also be used to block closing of the automatic disconnecting device if the city's utility system is single -phased. (p) (a) Generating facility protection. The customer is fully responsible for the protection of the generator and all of its associated equipment. Protection should be provided for the customer's own equipment failures, faults, and other disturbances on the city's utility system. (q) (p) Fault detection and automatic isolation. To prevent an interconnection from supplying current to a fault on the city's utility system, the interconnection shall be equipped to provide isolation from the city's utility system for any fault occurring on the city's utility system. The automatic isolation shall be done prior to the city's breaker (or recloser) reclosing and within a reasonable period of time, typically less than two seconds (120 cycles). The customer is solely responsible for all costs associated with the purchase, installation, and maintenance of all equipment required by the city in order to properly isolate the interconnection from the city's utility system for any fault occurring on the city system. (F) (q) Under/over voltage relay. To prevent any hazardous operating conditions, the interconnection shall be isolated from the city's utility system for any under -voltage (lower than 90 percent of nominal voltage) and over -voltage conditions (higher than 110 percent of nominal voltage) within two seconds (120 cycles). The customer is solely responsible for all costs associated with the purchase, installation. and maintenance of all equipment required by the city in order to properly isolate the interconnection from the city's utility system for any voltage level described above. (s) (r) Under/over frequency relay. To prevent any hazardous operating conditions, the interconnection shall be capable of disconnecting the customer's generation source from the city's utility system for any over -frequency and under -frequency conditions exceeding 60.5 Hz or below 59.5 Hz within 50 milliseconds (6 cycles). The customer is solely responsible for all costs associated with the purchase, installation, and maintenance of all equipment required by the city in order to properly isolate the interconnection from the city's utility system for any frequency deviation described above. (t)(s) Dedicated distribution transformer. To ensure reliable service to other city customers and to minimize all possible problems for other city customers, the electric department may, when it deems it necessary under the circumstances, require the interconnection sh*U to be interconnected to the city utility system through a dedicated -to -single -customer distribution individual transformer. when it deems it appropriate under- the eireumstanee . Any cost associated to achieve dedicated - to -single -customer service shall be the customer's sole expense. (u) (t) Single-phase generating facility on three-phase distribution transformer. This requirement may be waived by the electric department through written authorization when it deems it appropriate under the circumstances. fv) (u) Surge protection. The customer is responsible for the protection of customer's interconnection from transient surges initiated by lighting, switching, or other system disturbances. {*} (v) Future modification or expansion. Any future modification or expansion of the interconnection will require a separate review and approval by the city. (*) (w) Reservation of rights. The city reserves the ri��ht to require additional interconnection requirements for interconnection of al ccrnative power sourcc generating facilities in order to preserve the safety and integrity of the city's utility System. "'steer whenever theeitlr is generating The electric department shall have the right at any thee, without liability to the customer or any other person, to interrupt the alternative power source: (1) When reasonably necessary, in order for the electric department to construct, install, maintain, repair, replace, remove, investigate, or inspect any equipment or any part of the electrical distribution system, or (2) If the electric department reasonably determines that interruption or reduction of deliveries or power is necessary because of a system emergency, a forced outage, force majeure, or other operational considerations.
