How To Submit Your CITIZEN COMMENTS 1. Email your WRITTEN comments to cle _(�.D no later than 2:00 p.m. on Thursday, October 15, 2020. • Identify whether you want your comments READ ALOUD at the meeting or EMAIL,ED to council upon receipt. In response to your email, you should expect to receive a verification email from the clerk confirming the method of delivery — if you do not receive this email,please call the clerk at 224-4045. • Comments requested to be read aloud will be delivered verbally to council by the City Clerk at the appropriate time during the meeting. 2. If you wish to be called on the telephone during the meeting to provide your comments TELEPHONICALLY, send an email request to the City Clerk along with your contact information to 1 rL� ,D y��� ew r .�et, including your full name and the telephone number you wish to have called. • The clerk must receive your request no later than 2:00 p.m. on Thursday, October 15, 2020. • Identify whether you wish to be called during the FIRST or SECOND citizen comment period, or both. • If you wish to be contacted for the first Citizen Comment period, please be prepared to answer your phone starting at 7:00 p.m. • If you wish to be contacted for the second Citizen Comment period, there is no estimate of time to expect the call. In response to your email, you should expect to receive a verification email from the clerk—if you do not receive this email, please call the clerk at 224-4045. • All Citizen Comments will be timed and limited to three minutes (first period) or five minutes (second period). The telephone number will be called ONE time; if there is no answer, the clerk will move on to the next citizen. THERE WILL BE NO IN PERSON COMMENTS FOR THIS MEETING. How To Virtually ATTEND The Meeting 1. The meeting will be Live Streamed on the city's YouTube page. Log onto YouTube and type "City of Seward Alaska" into the search bar. 2. Listen on the radio. Tune to KIBH-FM 91.7 3. Watch on television. Tune into GCI Cable Channel 9. SPECIAL MEETING REQUEST Pursuant to Seward City Code 2.10.030 (2), this is to serve as the written notice calling a Special City Council Meeting on Thursday, October 15, 2020 at 5:30 p.m. for the purpose of: Certify the October 6, 2020 Regular Municipal Election Results. The meeting will commence in the City Council Chambers, City Hall, 410 Adams Street, Seward. All interested persons are invited to attend the meetings. This Special Meeting was scheduled by motion and unanimous approval of the City Council at the October 12, 2020 Seward City Council meeting. Upon this request the City Clerk will give due and proper notice as required by SCC 2.10.032 (No business shall be transacted other than stated above.) ADJOURNMENT Scott Meszaros City Manager Brenda Ballou City Clerk Brooks Chandler City Attorney City of Seward, Alaska Council Agenda October 15, 2020 Page I Agenda Statement Meeting Date: October 15, 2020 From: Brenda Ballou, City Clerk Agenda Item: Certification of the October 6, 2020 Regular City Election Following Council-Ordered Recount BACKGROUND & JUSTIFICATION: The City conducted its annual Municipal Election on Tuesday,October 6,2020. The Canvass Board for the election met on Thursday,October 8,2020 and the election results were prepared for council at their October 12, 2020 regular meeting. However, also on October 12, 2020,the city clerk received a written complaint from a voter whose ballot had been rejected by the Canvass Board for having one witness signature rather than two (which was something stated on the envelope, but not defined in city code). There were five (5) ballots in total that were rejected by the Canvass Board for this reason. The voter stated that they believed one witness signature should be sufficient and that all five ballots should be counted. The city clerk conferred with the city attorney and the recommendation brought to council that evening was for council to not certify the results being presented,but rather to order a recount of the five ballots that had previously been rejected,add those votes to the Canvass Board results,and bring those back to council for certification. Council also appointed the Recount Board to consist of Canvass Board members Dorothy Osenga, Susie Urbach, and Mary Tougas. The Recount Team met on October 13, 2020 and counted the five (5)ballots. The results of those votes were added to the results from the Canvass Board's results, and the Final Certification of Election Results Following the Council-Ordered Recount is attached for council's certification. RECOMMENDATION: Certify the October 6, 2020 regular city election and declare the results final. The newly-elected council members will be sworn and seated as the first item of business at the October 26, 2020 regular meeting. REPORT OF ELECTION CANVASS RECOUNT BOARD Certification of City Clerk's Recording We, the undersigned, duly appointed at the City Council Regular Meeting on September 28, 2020 as the Canvass Board for the City of Seward, do hereby certify that we have examined in detail all absentee, special needs and questioned ballots, original and duplicate tally sheets, and questioned and special needs registers from the City of Seward precinct. Upon completion of the canvass, it is our opinion that the attached summary of election returns, as compiled by the Canvass Board and recorded by the City Clerk, accurately reflects the totals shown on the Certificate of Election Returns (ballot statement) by the election board of the voting precinct for the October 6, 2020 Election. The canvass took place on Thursday, October 8, 2020. On October 12, 2020, City Council ordered a recount of five absentee by mail ballots that were previously rejected by the Canvass Board for having only one witness signature.The Recount Team met on October 13, 2020 to count the five ballots.
