PACAB will hold a Virtual Regular Meeting on Wednesday, November 4, 2020 at 12:00 p.m.
Because the City of Seward is currently experiencing a declared public health emergency due to
Coronavirus Disease 2019 (COVID-19), alternate methods for providing Citizen Comments have
been created:
How To Virtually Attend The Meeting
1. The meeting will be Live Streamed on the city's YouTube page. Log onto YouTube and type
"City of Seward Alaska" into the search bar.
2. Listen on the radio. Tune to KIBH-FM 91.7
3. Watch on television. Tune into GCI Cable Channel 9.
How To Submit Your CITIZEN COMMENTS
1. Email your written Citizen Comments to jstallard2cityofseward.net no later than 5:00 p.m.
on Tuesday, November 3, 2020. Identify whether you want your comments READ ALOUD
at the meeting or EMAILED to PACAB upon receipt. Comments requested to be read aloud
will be delivered verbally to PACAB by the Deputy City Clerk at the appropriate time during
the meeting.
2. If you wish to be called on the telephone during the meeting to provide your comments
telephonically, send an email request to the Deputy City Clerk along with your contact
information to jstallardgcityofseward.net, including your full name and the telephone
number you wish to have called. The clerk must receive your request no later than 5:00 p.m.
on November 3, 2020. Identify whether you wish to be called during the FIRST or SECOND
citizen comment period. If you wish to be contacted for the first Citizen Comment period,
please be prepared to answer your phone starting at 12:00 p.m. If you wish to be contacted
for the second Citizen Comment period, there is no estimate of time to expect the call.
All Citizen Comments will be timed and limited to three minutes (first period) or five minutes
(second period). The telephone number will be called ONE time; if there is no answer, the clerk
will move on to the next citizen.
There will be NO in-person citizen comments for this meeting!

September Vessel Traffic-
• 14 large vessels: normal freight trade, barges mobilizing for projects and fuel deliveries.
Vessel traffic starting to switch to project demobilization, winter service and vessel
maintenance and repairs.
Other Items-
• Port follows all State, CDC and US Coast Guard Port continuity protocols. Vessels are fully
informed and following travel mandates and quarantine requirements.
• Ongoing Cruise Ship Dock/Terminal Development RFP process with our two proposers
[Global Ports Holding and Seward Community Partnership (formerly Holistica
Destinations)]. If anyone is interested in reviewing the project updates you can check out
the website at www.railportseward.com/project-updates. Current timeline is as follows:
o Fall/Winter 2020 —Proposal Review and Commercial Negotiations.
o Winter/Spring 2021—Terms Agreed/Contract Approved/Contract Signed
o Spring 2021— Notice to Proceed
• FEDERAL INTERIM REPORT: ECONOMIC IMPACT OF COVID-19 ON THE CRUISE INDUSTRY
IN ALASKA, WASHINGTON, AND OREGON distributed to PACAB and Council last week.
• Roughly $19.78 million port infrastructure grant issued by the United States Maritime
Administration (MARAD) for the City of Seward and the Alaska Railroad Corporation to
improve the freight dock and corridor in Seward, Alaska as part of a $25 million dollar
project. The project will lengthen and widen the freight dock at the Port of Seward "to
accommodate growing freight cargoes and minimize operational conflicts between
freight and cruise movements, both onshore and in the harbor." Additionally, the project
will include an extension of Port Ave facilitating the safe and efficient movement of
passengers and cargo. The City's portion of the grant match is providing gravel materials
for the dock fill.

PACAB: Chamber of Commerce Executive Director Report

Budget/Finances: Continuing to develop a modified budget to provide consistent marketing services
with the constant change going on. As things are starting to look like we are going to be down fairly
significantly again next summer, we are having conversations as a staff as to how we can continue to
make adjustments and shift what we are doing.
Website: We are in the middle of working with our vendor in developing our new website and
member portal. It will actually serve as so much more than a website for visitors. It will also be so
much easier for members to update and maintain their own pages within the website. It will also
allow potential customers to find them more easily. It will not only have a visitor/tourism face but also
a marine industry face, a conference/wedding destination face, a hometown/resident face, and a
community calendar. This will be finished in April. We are currently collecting and working on
photos, videos, and text as its being designed so they can add when appropriate. (more information
below in the Membership and Communications reports).
Visitor Guide: The 2021 Visitor Guide planning is also in full swing. We are just finalizing the
membership directory and advertising spaces and will working on content in the coming weeks. This
goes to print in late December.
Additional Marketing: We are also working on developing some trade materials for both the Marine
Industry and Conference/Wedding destination parts.
Visitor Services: The visitor Center is open during the week from 10am — 4pm Monday — Friday and
are now closed on the weekends. Visitors from out of state are still coming through — although in
very small numbers. We've been hearing from some accommodation and excursion members that
they had as good a September and October as they've ever had.
We are working on a few new things for our visitor center including:
- Working with Chugach Corporation to have information available for Alaska Native Culture /
History in the area
- Display local member artists artwork on the walls in the visitor center (working to get more of
our many local artists onboard)
Seward Marine Front: At our meeting on October 81", we spend most of our time discussing the
development of marketing materials for the website and print materials as well as marketing
strategies in general. We are going to continue this conversation at our next meeting.

I spent the morning of October 7t" at the Bear Creek Fish Weir for the Egg Take for our fish
restoration program. This is also an educational program that schools across the peninsula attend.
There were a number of Seward school students in attendance. It was able to have some great
conversations with the Program Manager and the Hatchery Manager as well about how we can
partner better in the future.

PACAB HARBOR
1. The SMIC yard is a couple of boats from being full for the first time ever,the one biggest issue we
have now is not enough power stalls, we are opening another section of the boat yard for vessel
storage.
2. The water in the harbor has been turned off.
3. The 50 ton lifts are slowing down, the entire harbor crew is working and we have adjusted to
COVID-19 issues/mandates while continuing to do boat lifts.
4. There is a new storage yard on the harbor side of the bay, this has helped with the shortage of
yard space.
5. The 330 ton lifts are slowing down as the season is winding down for some of the larger
vessels, we have no waiting list at this time to get lifted into the SMIC yard.
6. The crew is continuing to clean up the last 2 lots at SMIC, this could take some time but we
are making headway.
7. The fish cleaning stations are closed down for the winter.
8. The harbor office is fully staffed, the new Harbor Worker 11 has started
9. The US Coast Guard contacted the harbor about location and designs for the new FRC,
which will be located at SMIC. The coast guard has contacted me for the land acquisition for
the Coast Guard SMIC site. More information to come later.
10. The harbormaster has submitted the 2022 Municipal Facility Grant to replace G, K and L-
float, the results are in the City of Seward has scored the highest in the tier two rating.
11. The harbor has submitted a questionnaire/proposal with EVOSTC for a wash-down pad
located at the 50 ton area. (No response as of today) (they are meeting October 14, 2020)
12. The Harbor has upgraded to the new software and are working through some minor issues.
13. The harbor office will be closed on Sundays, any phone messages received on Sundays are
being monitored and responded to by the Sunday harbor crew.

Phil Kaluza commended the board for their continued support of renewable energy. He
said his photovoltaic (PV) system was inspected and approved for interconnection by the Electric
department on May 15, 2020, but his electric meter was never swapped out. Kaluza disagreed
with the Electric department adopting a checklist for solar electric installation.

SPECIAL ORDERS,PRESENTATIONS AND REPORTS
Alaska Railroad Report. Christy Terry said the U.S. Coast Guard ship Healy had a
boat engine fire in Kodiak and they went straight to Seattle. She met with the Cruise Lines
International Association (CLIA) to discuss COVID-19 mitigation and planning for the 2021
season.
In response to Paquette, Terry said this year's music festival and holiday fair had
been cancelled. The Ship Escort/Response Vessel System (SERVS) event would be rescheduled
from Fall 2020 to Spring 2021.
Chamber of Commerce Report — Jason Bickling said the Chamber was excited to
move forward with their new website; it would represent Seward's port, harbor, and marine
industry. The Chamber membership was increasing.
In response to Jaffa, Bickling said he was not expecting the 2021 tourist season to
return to normal. The airlines were expecting a significant decrease in air travel for 2021. He said
the Seward Chamber of Commerce did not have a direct relationship with the Moose Pass
Chamber of Commerce.
Harbormaster Report. Harbormaster Norm Regis introduced Assistant City Manager
Stephen Sowell. Regis said he would not be able to attend the October 14, 2020 work session.
The harbor had received new dumpsters. JAG Alaska had been awarded the United States Naval
Ship (USNS) Sioux contract. The U.S. Navy would be in Seward from October 5, 2020 to
December 5, 2020.

Provide recommendation to council on high vessel property tax.
Regis recommended that the board leave the high vessel property tax as it is. He said
there was a waiting list for all of the harbor boat slips.
In response to Lawrence, Regis said he did not know the total number of boats lost to
other ports due to the high tax rate. He recommended vessel owners appeal the tax if they
disagreed with it.
In response to Jaffa, Regis said the moorage contracts and leases cover all of the harbor
expenses. The taxes go into the General Fund and not the Harbor Enterprise Fund.
In response to Smith, Regis said an explanation of how the high vessel property tax was
divided was available on the borough website.
Motion (Schneider/Jaffa) The Port and Commerce Advisory Board
recommends making no changes to the
high vessel property tax at this time,
pending further review.
Schneider said she would be including the board's recommendation in her report to council.
Motion Passed Unanimous
Review the energy committee's recommendations on the Interconnect Policy.
Electric Utility Manager Cory Borgeson said he was glad to work with the board and
stakeholders to simplify the city's interconnect policy. He hoped to utilize the other railbelt
utilities' expertise on this topic. The city's current meters allowed customers with solar panels to
benefit from them. Borgeson hoped to have a recommendation on the Interconnect Policy to the
board by October, 2020.
Motion (Schneider/Paquette) Change the September 16, 2020 work
session topic from "Evaluate the Blue
Pipeline Initiative" to "Evaluate the
City's Interconnect Policy".

Jaffa was excited that meetings had resumed. He welcomed Electric Utility Manager
Cory Borgeson.
Smith congratulated the Alaska Sealife Center on meeting their goal and being able to
remain open. He congratulated JAG on the contract with the U.S. Navy. He welcomed Borgeson.
Lawrence said he would not be at the September 16, 2020 work session.
Paquette welcomed Borgeson. She was excited that the meetings were returning to
normal. She congratulated the Alaska Sealife Center. She reminded everyone to register to vote.
Schneider welcomed the new members of administration. She reminded everyone to fill
out the U.S. Census. She was grateful the board was able to attend meetings telephonically
during the COVID-19 pandemic.
Regis was excited to have a U.S. Navy ship in Seward this winter.

were created. Unless otherwise noted, the following Citizen Comments were submitted in
advance and read into the record by the Deputy City Clerk:
Mareth Griffith supported a rebate, pay-over-time, or on-bill-repayment program to help
interested homeowners add heat pumps to their houses. She strongly encouraged that any rebate
or incentive program adopted by the City of Seward be made available to electric customers both
inside and outside of city limits.
Phil Kaluza commended the board for promoting heat pumps in Seward and encouraged
them to continue their efforts.
Steve Leirer was concerned with pollution and contamination from vessel hull pressure
washing on Lot 7 of the old Raibow yard. He requested that the city have a design, drawings, and
plans for a wash station at this location by February 1, 2021.

Tony Baclaan said in person that he provided a laydown of Council Resolution 2020-
082 advocating for the reduction of halibut bycatch. This was a good first step towards opening
up more fishing days,which he believed every business would benefit from.

NEW BUSINESS
Discuss the proposed Heat Pump Rebate Program.
The board suspended the rules to speak to Interim Electric Utility Manager Cory
Borgeson.
Interim Electric Utility Manager Cory Borgeson recommended special electric rates
that would accommodate heat pump users. He would welcome heat pump systems and try to
make the rates fair for all ratepayers.
In response to Schneider, Borgeson said Seward did not have a system in place for off-
peak rates for heat pump systems.
In response to Smith, Borgeson said the City of Seward could handle an increase in heat
pump users, even if they had to use generators to power them.
In response to Jaffa, Borgeson said the City of Seward's contract would end with
Chugiach Electric at the end of 2021.
In response to Schneider, Borgeson said the electric department wanted to encourage heat
pump rebate programs and would come up with the money for it if they were directed to do so.
The board went back on the rules.

Motion (Paquette/Smith) Direct Chair Schneider to draft a letter to
council on the proposed heat pump rebate
program.
Motion Passed Unanimous
Discuss having virtual webinars in place of an Energy Fair.
Smith suggested the Chamber of Commerce sponsor a zoom webinar in place of an
Energy Fair in Spring, 2021. Jaffa wanted to make sure this platform would reach all audiences.
He suggested utilizing the newspaper, local radio station, and flyers for advertisement.
The board directed the clerk to add this topic to the November 4, 2020 meeting agenda.

CITIZEN COMMENTS
The City of Seward is currently experiencing a declared public health emergency due to
Coronavirus Disease 2019 (CO VID-19), so alternate methods for providing Citizen Comments
were created. Unless otherwise noted, the following Citizen Comments were submitted in
advance and read into the record by the Deputy City Clerk:
Tony Baclaan said in person that he appreciated the board making the energy fair more
equitable. He thanked the board members for their hard work. He looked forward to continuing
to work on the Rural Energy Savings Program (RESP) with the board. The climate cohort had a
reorientation scheduled for 4:00 p.m. on October 21, 2020. He suggested a "Did You Know?"
column in the newspaper.
BOARD AND ADMINISTRATION RESPONSE TO CITIZEN COMMENTS
Chase thanked the board members for their hard work.
Smith was in favor of a"Did You Know?" column in the newspaper.
Paquette was in favor of a"Did You Know?" column. She wanted the Alaska Municipal
League (AML)virtual conference added to the November 4, 2020 meeting agenda.
Jaffa thanked the board and administration. He said Absentee-In-Person Voting had
begun at city hall. He was excited to work towards an energy-efficient policy.
Schneider thanked Mareth Griffith and Phil Kaluza for their comments. She thanked the
harbormaster for working towards acquiring funding for the wash down pad. She thanked MIS,
the clerk, administration, and Tony Baclaan.

Possible Topics for Energy Fair/Zoom session discussions
Each discussion would run for approximately 1 hour with Q&A
1) Solar Resources
Discuss how to estimate the energy available from a given site using basic models and computer
simulation software. Demonstrate how to compare competing panel types and inverter systems in
order to best meet your needs. This session could include demonstrations using the NREL SAM,
PVWATTS or similar modeling tools. Topics such as shading, weather, snow cover,weather,
azimuth and tilt angles can also be included.
• Include links to free software residents can download
• Provide examples of actual system performance versus predictions
2) Types of Solar Installations
Discuss the various ways solar can be implemented. Compare grid tied inverter and micro
inverter systems, solar thermal and off grid installations. Different system costs, installation
requirements and performance expectations could be compared and contrasted.
• Provide simplified 1 line drawings for each type of system
• Provide use case examples for types of systems
3) Solar PV Safety
A review of case studies regarding electrical and fire safety. This discussion would include
features of a solar installation designed to ensure the safety of the system user, first responders,
and electrical line crews.
4) Grid-tie and Net-metering
A review of local and state policies regarding net meter agreements,billing,utility
responsibilities and customer responsibilities. Show how the application process works.
• Provide examples of completed applications and one line diagrams
• Provide examples for billing
