CITY OF SEWARD,ALASKA
RESOLUTION 2020-094
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING CARES ACT GRANT FUNDS FROM THE
KENAI PENINSULA BOROUGH IN THE AMOUNT OF $1,400,000
$1,336,006 AND DISTRIBUTING UNSPENT CARES ACT GRANT FUNDS
AS FOLLOWS: 14ALF $668,003 TO BUSINESSES THAT RECEIVED
ROUND PHASE ONE GRANT FUNDS PREVIOUSLY, $334,001.05 TO
HAVE THE NON-PROFIT REVIEW COMMITTEE DISTRIBUTE, AND
$334,001.05 TO QUALIFIED APPLICANTS THAT DID NOT RECEIVE
STATE OF ALASKA CARES MONEY DUE TO LACK OF FUNDING,

WHEREAS, the City reeently has received $1.4 million in Kenai Peninsula Borough
grant funds; and
WHEREAS, the City >,:�e will apply the non-profit grant distributions totaling
$1,224,518, ineittding plus a portion of the Alaska SeaLife Center totaling $175,482, from the
federal grant to the borough grant in order to fully expend the $1.4 million received, and also to
follow the allowed expenditures assigned by the borough; what remained in the federal grant was
$1,336,006; and
WHEREAS, this aetieff epeffed ttp CARES grants received by the Kenai Peninsula
Borough is federal grant money to Seward that needs to be spent by the end of 2020; and

WHEREAS, the Femaining half of the ball ee of$668,003 will be distributed to Seward
businesses who previously received Retind Phase One grant funds; and
WHEREAS, this btisiffess gfaf4 alletmefft pfegfam will offly allow btisiffesses �hff� h
previet�l., applied been aeeepted in the first pregr-afn to be eligible;
WHEREAS,no further business applications will be accepted; and
WHEREAS, the eligible award amounts will use the same qualifying tiers to determine
the amount of funds granted to business; and

WHEREAS,the award amounts are based on 2019 gross sales as follows:
Tier 1 - 2019 revenues of$20,000 to $50,000
Tier 2 - 2019 revenues of$50,001 to $100,000
Tier 3 - 2019 revenues of$100,001 to $250,000
Tier 4 - 2019 revenues of$250,001 to $500,000
Tier 5 - 2019 revenues of more than $500,000
and
WHEREAS,based on the remaining amount of$668,003 for business allotment,
award amounts are as follows:
Tier 1 - $641
Tier 2 - $2,138
Tier 3 - $4,277
Tier 4 - $6,415
Tier 5 - $8,553
and
WHEREAS, $334,001.05 will be distributed to Seward non profits; and
WHEREAS, the City of Seward City council appointed a non profit review committee to
distribute the non profit portion of CARES grant funding to local Seward non profits in
Resolution 2020-061 and this same committee will distribute the remaining balance of funds;
and
WHEREAS, $334,001.05 will be distributed to qualified Seward businesses that applied
for Alaska Cares funding but did not receive grant money due to lack of funding; and
WHEREAS, the Kenai Peninsula Economic Development District (KPEDD) has access
to the recourses and are willing to provide the City of Seward with administrative support to
ensure all Seward Businesses that qualified for Alaska CARES grant funding, but did not receive
money due to lack of funding, has an opportunity to receive funding through The City of
Seward; and
WHEREAS, the City of Seward will distribute $334,001.05 to the KPEDD to administer
funds to the qualified applicants of Alaska Cares that did not receive grant money due to lack of
funding.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD,ALASKA that:

Section 1. The City Council hereby authorizes the City Manager to accept grant funds in
the amount of$1,336,006.. $1,400,000.
Section 2. The $1,336r996 $1,400,000 amount will be evenly divi distributed as
follows: $1,224,518 in non-profit grant funding and $175,482 for a portion of the grant funding
for The Alaska Sea Life Center
of the first&_Isinoss CARES RES rant Pr-e r-af,
Section 3. The shifting of$1,400,000 has left a balance of$1,336,006 in the grant funds
received in Federal CARES from the State of Alaska DCCED to be distributed as follows:
$668,003 to fund for profit businesses that applied and were accepted for Phase One of the
Business CARES Grant Program, $334,001.05 to fund The Seward Prevention Coalition's
Neighbors Caring for Neighbors Program and $334,001.05 to fund the KPEDD to distribute
grant money to Seward qualifying businesses the applied for State of Alaska Business CARES
grant but were not funded due to lack of funding Thru Payments account no. 80081- 0000- 7809.
Section 4. This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this
141h day of December, 2020.
