Agenda Item: Review, discuss, and approve potential membership into ICLEI USA for the Port and
Commerce Advisory Board’s Climate Action Plan Committee
BACKGROUND & JUSTIFICATION:
ICLEI is an international organization of local governments and higher education institutions
committed to creating equitable, resilient communities. The USA chapter has hundreds of
members including the cities of Homer and Anchorage. Membership provides access to their
toolkits, templates, software and technical guidance through their website and knowledgeable
staff. Member are also invited to join cohorts focused on working on specific issues each year.
Of particular interest to the Climate Action Planning Committee is the ClearPath software.
ClearPath is an online software platform for completing greenhouse gas inventories, forecasts,
climate action plans, and monitoring at the community-wide or government-operations scales.
The annual cost of membership in ICLEI is far less than the cost to license this type of software.
This will be a very valuable tool in creating a baseline and setting goals for carbon emissions in
our Climate Action Plan.
Membership dues are $600 per year with no obligation to renew. Membership renews each year
on the first of the month following original membership. If we join in December of 2020, our
membership would be set to renew on January 1, 2022.
FISCAL NOTE:
The Acting Deputy Clerk notes that there is $655.09 remaining in the Port and Commerce Advisory
Board budget under Operating Supplies for 2020. A Sheet of current year expenses was included in
the packet.

RECOMMENDATION:
That the Port and Commerce Advisory Board applies for membership to the ICLEI USA for
$600 per year.
