Purpose:
CLG Grant 20005 Public Education Signage Project
Present: HPC Members Present:
Karen Corrigan, Acting Deputy City Clerk Via Zoom: Seese, Ward, Libbrecht, Benoit, Furlong
Committee Tasks:
Libbrecht- First thing we are doing is identifying the locations and gathering the information for the
signs. Marketing committee with Mary Ann is letting people know what we are doing. The other
committees will come later for volunteer recruitment & advocacy.
We need to select chairs for the committees:
Historic Preservation Planning and Advocacy – Chair will be Benoit
Marketing & Communications – Chair will be Benoit, and they discussed asking Wolfgang Kurtz to be
on the Committee as a non-commission member. Talked about work on Facebook and doing radio
announcements.
Grant and In-Kind Donations – Chair will be Libbrecht, Sue Ward wished to join with Cheryl Seese. It
was stressed to commissioners that if they need to discuss contacts with a fourth commissioner it needs
to be done in a public noticed work session.
Volunteer Recruitment & Engagement – Chair will be Seese. Important to stress thank you’s
Timeline:
Contacting property owners, researching properties, contacting the sign company, and doing promotion
thru March. We can decide who our stakeholders are, and decide if we are involving other organizations.
We need to discuss getting the signs produced and the format of the designs, and organizing the maps.
April or May will be producing a map. Late May or early June to be doing the ribbon cutting ceremony.
We just aren’t ready to do a map, Furlong, volunteered to do the map working project. Libbrecht
mentioned that the city does have a point of interest map. Late May or early June for a ribbon cutting,
and in June we can do an event where we can debut the tour in a public setting. By the end of the month
they will send them a short report to OHA to update them on their progress. Acting Deputy Clerk
pointed out that she needed to confer on commissioners cc’ing their volunteer hours to Benoit. Libbrecht
commented that Kingsland will actually be providing the report to submit. Benoit’s concern is that
Director Kingsland hasn’t compiled the information together. Clerk asked for clarification on who is
submitting report, and Libbrecht verified Kingsland is the one to submit all the hours, and will submit
the report, from information that Libbrecht will provide her.
Furlong had a question on the quote from Fossil and Libbrecht pointed out they do have other
companies possible.
Sign Design:
Benoit pointed out that the Sign Design was created by Peter to come up with a story of the property and
speak with the owners about the history and photos that they have. Then the committee would come up
with the information for the sign. Sign needs to be kept to no more than 250 words, the photos have to
be a certain resolution for printing. Our role is to talk with the people and come up with a narrative and
Peter has asked for us to send the information to him. It was decided at a meeting that Benoit will be the
contact with Peter with Corvus Designs. The main colors will be coming from the logo, green with an

off white. So the border will be more of a green than a black. Even if someone isn’t on the list for signs,
they will have the info from the owners and be ready to add signs in the future. Benoit would like to
have a list of photos/information needed for projects so they will have a booklet to be referenced for
future projects as well as this one. All the signs can be put on one permit so that will help the process go
faster. Bottom line the people in town are excited and everyone has appeared to be interested and
willing to have a sign. Giving credit to the people helping contribute to the information on the signs
would be important, such as the Resurrection Bay Historical Society, Doug Capra and others should
receive credit since so many of the photos will be from them and information researched by Capra. For
organizations, we use their logo on the sign. We need to decide how to give credit to those that
researched. There can be a standard square block where the contributors are listed. Seese asked if the
credits would be added into that 250 word quota. Benoit stated that it could be developed as a graphic
but she is waiting for Peter to get back with her.
Discussion on upcoming motion proposal vote on the statement hpc will have the option to credit
organizations and individuals for the research or photos provided either by listing their name or logo by
citing them in the narrative. Ward reinforced that it is a nice way to reward people that volunteered their
time. Seese stated it might entice others to help out also. Ward stated they will need to clarify what is a
“significant” contribution.
Furlong pointed out that the examples provided didn’t have a single individual noted. If we use
individual names, someone will be forgotten. All of her research in walking tour information from other
organizations did not have names attached for information contributed. Would like to hear suggestions
how we are going to relay that people they are meeting with may not get a sign.
Ward pointed out that just because there hasn’t been given credit before, doesn’t mean we couldn’t do it
now. Libbrecht pointed out that 2 years ago, we had 25 properties that was submitted with the
application and prioritize the ones that say yes with those initial 25 first. The Commission can add
people when others on that list weren’t interested. Benoit mentioned that if a location has a lot of
information and photos that might have more reason to get on the list than a location that has no
information to provide. Seese noted Furlong’s concern that someone might be missed in the
accreditations and pointed out that there are accreditations given on the sign examples, especially
organizations. Furlong is fine with organizations being noted, it was singling out an individual. Photos
must be credited and crediting quotes to individuals, and that logos should be confined to those that have
partnered with them. Seese stated that the logos would be the commission and Resurrection Bay
Historical Society. Ward stated that if Doug Capra is helping do the writing, he should be credited. If
you contribute time researching, should be given the credit for their work. Benoit was concerned that
the offer has to be made upfront to the individual, and not pulled back later when not enough work or
information was provided. Libbrecht stated that there could be one sign made at the beginning point of
the tour to thank everyone if there were considerable number of people involved. He believed people
can be credited in the narrative, i.e. Lee Poleske remembers playing cribbage in this house. Both can be
accomplished, to help create an interesting tour for people. Ward stated it could be a separate sign or
added to the written map. DNR, Commission, City of Seward should be the main contributors on each
sign per Libbrecht. Benoit stated the sign could be placed at the Library Museum.

Additional work session was set for Jan 14 at 6-7:30 pm. Libbrecht pointed out that we have a lot of
work to do in the next two weeks and good info to review in Jan and have some signs ready for review.

For now, Jan 14 should be sufficient. He believes they have 17 properties already to work with, plenty
of work to do between then and now.
