OPENING CEREMONY Commissioner Fred Woelkers led the Pledge of Allegiance to the flag. ROLL CALL There were present: Cheryl Seese (via Zoom)presiding and Sue Ward Tanguy Libbrecht(via Zoom) Mary Ann Benoit (via Zoom) Fred Woelkers Sherry Dale Furlong(via Zoom) comprising a quorum of the Commission; and Karen Corrigan, Acting Deputy City Clerk Excused—Ward Absent—None Vacant—One CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING—None APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Libbrecht/Furlong) Approval of Agenda and Consent Agenda Motion Passed Unanimous There were no consent items. SPECIAL ORDERS, PRESENTATIONS AND REPORTS — None UNFINISHED BUSINESS—None NEW BUSINESS City of Seward,Alaska Historic Preservation Commission Special Meeting Minutes January 5, 2021 Volume 3, Page 258 Resolution 2021-001 A Resolution Of The Historic Preservation Commission Of The City Of Seward,Alaska, In Support Of The City Council Approving The Rezoning Of Lots 15A And 15B,Jesse Lee Heights Subdivision, Addition 4, With The Physical Address Of 101 And 105 Benson Drive From Multi-Family Residential (R3) To Park (P). Motion (Libbrecht/Benoit) Approval of Resolution 2021-001 Benoit stated that on December 10, 2020 the commission had voted to send a letter to the Planning and Zoning Commission, with a copy to the city council, to thank them for their support and recommendation to rezone the Jesse Lee Home property to Park. The letter was a show of support by the commission. At the December 28,2020 Special Meeting,there was further discussion that some people thought the commission did not show adequate support for the re-zoning, but Benoit disagreed. She wanted to ensure that the letter to the Planning and Zoning Commission agreed upon would be sent. Seese stated the letter had been drafted and would be sent. She disagreed that the letter was sufficient to communicate the commission's support for the rezone. Seese believed because there were a large number of citizens in favor of the rezoning,that it was important that the commission produced a stronger statement to council of their support. Libbrecht believed the letter should be sent, and would accomplish the same support as a resolution. Woelkers was in support of the resolution, and believed the grounds should have been rezoned in the 1970's when the buildings were vacant, but still useable. Furlong supported the resolution, and felt the letter was directed at the Planning and Zoning Commission. Furlong pointed out the resolution would be directed at council.
