Ann Benoit, Jim Pemberton (via Zoom)
Beniot said the Community Development stated that the private property signs would have to be on their
own property and that it is the property owners' responsibility to know where their property line and
setbacks are. Benoit's suggestion was that the signs be placed at the edge of their property lines. An
issue that arose were that some properties, the setback line came up to the house, and not at the street.
Ward advised the commission that viewing the photos at the library requires an appointment, due to the
restrictions during the COVID-19 pandemic. Benoit pointed out that there are photos online through the
Seward Community Library Association.
Libbrecht joined the meeting at 10:58 a.m.
Benoit has sent drafts of several sign narratives to Doug Capra to review for historical accuracy and
once reviewed, owners' will be able to review. Benoit stated that references for photo and information
take up a substantial amount of words and suggests that a QR code on the sign that links to the city
website would be a solution.
Benoit stated that each commissioner should produce a short phrase for each property to go on the walk
tour map as the commission created narratives for the property signs.
Timeline was updated by Libbrecht to incorporate a 14 day review by SHPO.
Benoit stated that there will be a small graphic with all the logos from the individual organization
partners, like City of Seward, Historic Preservation, Seward Community Library Association. Seese
asked if the State of Alaska would also have a logo since the grant came from them.
Libbrecht shared a letter being sent to the State Historical Office on his screen. The following are
screen captures of it.

1)A letter was sent out to all property oraners that were previously idcntifted as historic firnn our
historic homcs inventory list. One of our commissioners,Mary Ami Benoit. dcvclopod a very
detailed shared spreadsheet for us to input our findings. From 66 letters.we received 33 positive
responses frznn fblks aaishing to have a sign or to be Mclrided in the-walking torir. To make sure
we gat the word out,we also put a notice up on our HP Facebook page for property owners to
contact us if interested Witlr rurrltcrctrs posts each week to show-peoplc how they can be
irrv-oh-cd.
2)We then divided properties by assigning to commissioners for fallow up.We have been
gathering information finny property owners to better determine if a property has enough
infoiniation,'stcny to make air app(niriatc gigii that would be interesting to the public.A I)LAF11
rating system was dcv eloped to prioritize by age or historical significancc.and this has all bccn
tracked on our spreadsheet along with contact information,etc. We considered National Register
Status,reasonable exterior appearance maintained.known story of people and events from the
property,etc.

a recommended list of 25 properties at oiw weekly work sessions.From the weekly ivork
sessions that started Jan 22 and subsequent resew ch,it-was determined that a list-would be
chosen and voted on at the Feb 11 re0ar HP meeting(also publicly noticed and streamed.) A
resolution explains the selection criteria and the ligt of ranked sites was developed.voted on and
passed unanimously at this meeting. '.Vote that die resolution was provided to the public before
thcse meetings via the publicly available packet for vkzrrk sessions and HP mcctings.

Per our discussion,vve have revised the timeline to include a 14-day revie-w petiod for S11P0 to
look at and approve our work prior to submission to the sign.designer.

HP SIGNAGE PROJECT
Benoit stated the logo for the Historic Preservation Commission will be placed on the next agenda,
March 3, 2021, for the commission to approve and vote on.
Benoit stated that Tom Swann said that he was interested in the Oddfellows building being added to the
list and tour.
