CITY OF SEWARD, ALASKA
RESOLUTION 2004-66
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
MAINTENANCE AGREEMENT WITH THE STATE OF ALASKA TO
MAINTAIN AND PAY FOR THE ENERGY FOR NEW STREET LIGHTS TO
BE INSTALLED ON THIRD AVENUE BETWEEN RAILWAY AND
HEMLOCK STREETS
WHEREAS, the State of Alaska has agreed to install a new street lighting system on Third
Avenue between Railway and Hemlocks Streets; and
WHEREAS, the State of Alaska has agreed to pay the capital expense of installing these new
street lights; and
WHEREAS, the State of Alaska has requested that the City of Seward assume responsibility
for maintaining these lights and paying for their energy expense; and
WHEREAS, the citizens of Seward will benefit from a well lighted main thoroughfare in the
City of Seward.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into an agreement with the State of
Alaska to maintain and pay the energy expenses for a new street lighting system to be installed at
State expense on Third Avenue between Railway and Hemlock Streets.
Section 2.
These lights are scheduled to be installed in 2005.
Section 3.
This resolution to take effect immediately.
PASSED AND APPROVED by the City Council ofthe City of Seward, Alaska, this 14th
day of June, 2004.

Agenda Item: Maintenance Agreement with the State of Alaska
BACKGROUND & JUSTIFICATION:
The City Administration has successfully lobbied the State of Alaska to install street lighting on Third
Avenue, from Railway to Hemlock Streets, as part of the 0-8 project. The State has agreed to install
the lights at their cost if the City of Seward will agree to maintain the lights and pay for the energy
costs. The attached “Maintenance Agreement” is the result of those negotiations. If Council
approves of this project, the lights are scheduled to be installed in 2005.
The City attorney has participated in these negotiations and approved this contract.

FISCAL NOTE:
Financial impact to the City will consist of approximately $500.00/year energy cost, and
approximately $1500/year maintenance costs starting in 5-10 years.

RECOMMENDATION:
City Council approve Resolution 2004-66 authorizing the City Manager to enter into a Maintenance
Agreement with the State of Alaska to maintain and pay for the energy for new street lights to be
installed on Third Avenue at State expense between Railway and Hemlock Streets.
