Historic Preservation Commission will hold a Virtual Regular Meeting on Thursday, March 11, 2021 at 6:00 p.m.
because the City of Seward is currently experiencing a declared public health emergency due to Coronavirus
Disease 2019 (COVID-19), alternate methods for providing Citizen Comments have been created:

1. The meeting will be Live Streamed on the city's YouTube page. Log onto YouTube and type "City of
Seward Alaska" into the search bar.
2. Listen on the radio. Tune to KIBH-FM 91.7

How To Submit Your CITIZEN COMMENTS
1. Email your written Citizen Comments to clerk-)cityofseward.net no later than 3:00 p.m. on Thursday, March
11, 2021. Identify whether you want your comments READ ALOUD at the meeting or EMAILED to Historic
Preservation Commission upon receipt. Comments requested to be read aloud will be delivered verbally to
Historic Preservation Commission by the Deputy City Clerk at the appropriate time during the meeting.
If you wish to be called on the telephone during the meeting to provide your comments telephonically, send an
email request to the Deputy City Clerk along with your contact information to clerkkciiyofseward.net
including your full name and the telephone number you wish to have called. The clerk must receive your
request no later than 3:00 p.m. on March 11, 2021. Identify whether you wish to be called during the FIRST or
SECOND citizen comment period. If you wish to be contacted for the first Citizen Comment period, please be
prepared to answer your phone starting at 6:00 p.m. If you wish to be contacted for the second Citizen
Comment period, there is no estimate of time to expect the call.
3. Real-time public comment can be addressed to the Historic Preservation Commission utilizing the Zoom virtual
meeting software for remote access. This application will allow users to view the meeting and send a comment
or question to the commission via the Chat function. Submitted text comments will be read into the record at the
appropriate points in the meeting at the discretion of the administration.
All Citizen Comments will be timed and limited to three minutes (first period) or five minutes (second period). The
telephone number will be called ONE time; if there is no answer, the clerk will move on to the next citizen.

Chair Report
Our commission is very busy which is great. I am so grateful for the commissioners I
serve with.
They are committed to doing quality work and a lot of it too.
We are progressing on the CLG and are where we need to be at this juncture.
As we have been approached for letters of support for grants it is apparent that the
SHPC is becoming more a presence in the public eye which is great.
I would briefly like to comment on our joint meeting with Council.

The sign committee is making great progress in initial historical research and sign development.
We are thankful for all the help we are receiving from property owners and the public on research.
We are also very grateful for the help from our partners such as Doug Capra, Lee Poleske and the
Resurrection Bay Historical society for their reviews of our historical research and narratives. Thank you
to Resurrection Bay Historical Society and the Seward Community Library Association for your help in
locating photos. Thanks to the City of Seward Community Development (Jackie Wilde, Andy Bacon) for
your help in locating information and developing sign permits. Thanks to Tyler Florence of Parks and Rec
for your support in allowing signs at key sites. Thanks to Valarie Kingsland for your help in administering
this grant.
Updates
• HPC passed a resolution at the last meeting with the ranked list of 30 properties to receive signs
as funding allows.
• Letters were prepared and sent to property owners on the list to receive signs at this time as
well as those who will be on the tour but will not receive a sign until future funding is available.
• The Historic Preservation Planning and Advocacy Committee has been meeting weekly and
discussing progress, research tips, process and timeline updates.
• Resurrection Bay Historical Society and the Seward Community Library Association have been
assisting Commissioners in locating photos and some historical research.
• Commissioner Benoit completed drafts of five sign narratives and has been going through a
review process with Doug Capra, Resurrection Bay Historical Society, the property owners and
SHPO for each sign. She will be sending these drafts to Corvis Designs soon to work through the
first sign prototypes, and refine the design process.
• Commissioner Ward and Seese have completed several draft signs and submitted to
Commissioner Benoit for Review.
• HPC sent a list of property owners to receive signs to Andy Bacon in the first step toward sign
permit that will be electronically developed, emailed and will need to be signed by each
property owner. Andy will work with us in determining sign locations in relation to city
easements and property boundaries.
• Commissioner Benoit coordinated with the Corvis Designs and the State Historic Preservation
office the review process. SHPO is open to receiving draft before they go to the sign designer
and then would like to see the final proofs before manufacture.

Did you know that Brown and Hawkins (The Cobble Company) at 209
Fourth Avenue is on the National Register of Historic Places? It was built in
-
1903 and is the oldest continually operated business in Seward, started by
Charles E. Brown of Canada and T.W. Hawkins of Virginia. Both came to
Alaska to look for gold, met in Nome and went into business together.
Their business in Seward included a store and bank. They sold groceries,
a.
clothing, hardware, coal, and supplies for miners, trappers, and fishers.
You can still see the original Mosler safe in the store. It started as a one-
story frame building only 12 feet wide by 24 feet deep, which expanded
over time including the purchase of a building to the south which used to
be a gambling and dance hall. It has been all or partially owned by
members of the Hawkins family since its establishment until it was

Commissioner Sue Ward found this 1926 driver's license for Robert
Manthey in the wall that gave her clues that the Manthey family,
well known in Seward's history once lived in her home.

Did you know that Saint Peter's Episcopal Church is on the National

Register of Historic Places? It is Seward's oldest church (1906), and known
rs
for its unique 1925 painting of the Ascension of Christ behind the altar by
well-known Dutch artist Jan van Emple. The painting is unique in that it
includes the Ascension of our Lord as well as the empty tomb. But Instead

of Apostles, van Emple has shown the people of Alaska, including Alaska
Natives, a prospector, trapper and homesteader. Find this photo, SCLA-1-

PROCLAMATION
WHEREAS, on March 30, 1867, then Secretary of State William H.
Seward signed the Alaska Purchase Treaty; and
WHEREAS, this treaty negotiated the purchase of Alaska from
Russia; and
WHEREAS, it was proclaimed by the State of Alaska that this day be
celebrated on the last Monday of March each year; and
WHEREAS, this day is of special importance to the City of Seward
as this city was named in honor of William H. Seward.
WHEREAS, in March 1903, John E. Balliane, one of the Founders of
this city, bestowed the name of Seward upon this site because he foresaw the
potential of great economic growth for this port city, just as William H.
Seward saw the potential of great economic growth in the purchase of
Alaska.
WHEREAS, Fredrick W. Seward, son of William H. Seward,
approved the naming of this city after his father.
NOW THEREFORE, I, Christy Terry, Mayor of the City of Seward,
Alaska, do hereby proclaim March 29, 2021 to be
Seward's Day
in the City of Seward, Alaska and encourage all businesses and community
members to join in this observance.

PROCLAMATION
WHEREAS, historic preservation is an effective tool for managing growth
and sustainable development, revitalizing neighborhoods, fostering local pride and
maintaining community character while enhancing livability; and
WHEREAS, historic preservation is relevant for communities across the
nation, both urban and rural, and for Americans of all ages, all walks of life and all
ethnic backgrounds; and
WHEREAS, it is important to celebrate the role of history in our lives and
the contributions made by dedicated individuals in helping to preserve the tangible
aspects of the heritage that has shaped us as a people; and
WHEREAS, over the course of the past year the Seward Historic
Preservation Commission has initiated and contributed to local historic
preservation activities and projects such as the Certified Local Government Grant
20005 Public Education Signage, promoting local historic properties through
signage and a historic walking tour.
NOW, THEREFORE, I, Christy Terry, Mayor of the City of Seward, do
proclaim May 2021 as
National Historic Preservation Month
and call upon the people of Seward, Alaska to join their fellow citizens across the
United States in recognizing and participating in this special observance.

H PC Logo
The HPC needs a logo for the historic walking tour signs. Commissioner Benoit designed this for the
Facebook page, so it is part of our brand and could be used as our logo for the sign. The sign designer at
Corvis Designs reviewed this and thought it would work great and be easily read. The sign colors will be
based on this logo, if this is selected by the HPC.
These were also considered but I believe they are not as easy to read and not suitable for the sign.
