RESOLUTION 1196
WHEREAS. the Department of Administration of the State of Alaska must
make a decision by January 21. 1961. concerning the closing or the renovation
of the building known as nThe Old Federal Building" in the City of Seward,
Alaska; and
WRRBI~S the present occupancy could not justify its retention; and
WHEREAS there is in general a growing deficiency in useable office
space in Alaska for both Governmental and Private use; and
WHEREAS the City of Seward is in need of larger office space on the
street level to better serve the. public; and
WHEREAS the present City Jail is inadequate and unsafe; and
WHEREAS there is possible early need for additional useable office
space due to establishment of Borough Governments; and
WHEREAS joint tenancy by the City and the State will tend to alleviate
certain problems of each;
NOW. THEREFORE. BE IT RESOLVED by the COlIIIIOn Council of the City of
Seward:
The City of Seward agrees to joint tenancy of the State owned
building in the City of Seward at 5th and AdalllS Street. known as ''The Old
Federal Building" on the following conditions:
The City will:
1. Assume no responsibility for custodial service or supervision of
the Building until the renovation funds have been appropriated and the basic
renovation work is completed to the point where the City can move into the
buildins. though the City will cooperate with the State in every way possible.
2. Not be obligated to continue this agreement for a period longer
than five (5) years after date of occupancy except by future mutual agreement.
3. Supervise the custodial and maintenance work required.
4. Hire and pay for custodial service for the entire building.
5. Occupy the necessary portions of the basement as a jail.
6. Occupy the central office on the first or ground floor.
formerly designated the A.C.S. Office, as general City offices. the two rooms
toward the rear of the Building on the North end as private offices, and the
room between the rear door toward the North and the former A.C.S. Office as
a Police Office.
7. On the second floor. use the room at the head of the North
stairway for a Women's or Juvenile Detention, and have use of the court room
for Council and other public meetings, but not to interfere with the use of
this space by the court.
