OPENING CEREMONY Chair Cheryl Seese led the Pledge of Allegiance to the flag. ROLL CALL There were present: Cheryl Seese presiding and Sue Ward(via Zoom) Tanguy Libbrecht(via Zoom) Mary Ann Benoit(via Zoom) Jim Pemberton(via Zoom) comprising a quorum of the Commission; and Brenda Ballou, City Clerk Excused—None Absent—None Vacant—Two CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING—None APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Ward/Pemberton) Approval of Agenda and Consent Agenda Motion Passed Unanimous The clerk read the following approved consent agenda items: Approve the February 11,2021 Regular Meeting Minutes. Approve the March 11,2021 Regular Meeting Minutes. 111 SPECIAL ORDERS, PRESENTATIONS AND REPORTS AdministratienAeport: Kingsland was not present to provide a report. City of Seward,Alaska Historic Preservation Commission Meeting Minutes April 8,2021 Volume 3,Page 276 Chair Report. Seese stated the commission was making good progress. She suggested perhaps waiting to apply for another CLG grant until after the current project was completed. She stated that there wouldn't be a quorum for tomorrow's work session, so it would have to be cancelled; it was the third week in a row that the Friday work sessions had to be cancelled. Seese suggested that the Friday standing work sessions be cancelled, and that the commission should go back to having a work session immediately preceding the regular monthly meeting; work sessions could also be scheduled at other times when the commission felt it was necessary. Looking ahead, Seese wondered if the commission would be amendable to taking a hiatus for the month of July because they would have completed the sign project and might enjoy having a break. By unanimous consent,the commission scheduled work sessions starting at 6:00 p.m.on May 13 and June 10, 2021 to be followed immediately by regular meetings. By unanimous consent,the commission approved taking a hiatus from meetings and work sessions for the month of July, 2021. The commission scheduled a work session on April 19,2021 at 7:15 p.m. and on May 17, 2021 at 6:15 p.m. for the sign project. Certified Local Government(CLG)Grant Reports—Planning&Advocacy Committee Report. Benoit reported that the permit applications for all the signs had been submitted to Community Development.As well,all draft signs had been reviewed and submitted to the vendor for production. Benoit expected the Walking Tour to include all 25 signed locations, as well as an additional 15-25 locations. She announced the city website would have a landing page for the Walking Tour that could be found at www.cityofseward.us/walking tour. Historic Preservation Facebook Page. Benoit announced the Facebook interaction had increased between 500-700%since her last report. Historic Overlay District.Ward said she was a committee of one,and this project could be focused on more readily after the sign project had been completed. Other Reports and Announcements—None Presentations—None NEW BUSINESS Other New Business Items Discuss the plan for National Historic Preservation Month in May,2021. Seese said a proclamation was ready to be completed, and she knew of at least one nomination had been received.The deadline for nominations would be April 20,2021. She encouraged everyone to consider nominating someone. Seese stated the Open House would be held at the end of June.Libbrecht said,due to COVID-19, the state did not expect HP to conduct a public gathering; rather, it would suffice if HP held a small meeting to publicly announce the project was completed. He added that handing out flyers about the Walking Tour would satisfy the grant requirements. Ward wanted to make council aware of the project,particularly the quality of the work that had been done. She said a sample of the signs could be put together in a PowerPoint slide presentation that could be shown to council.Benoit concurred that a slide show would be relatively easy to create. By unanimous consent, the commission approved providing a short presentation to council at the June 28, 2021 city council meeting. Discuss the plans for supporting Hoben Park flowers and planters. Seese said many plants could not hold up to the sea salt spray.Ward would be happy to help water the plants and flowers.Benoit said some of the plants that were planted last fall may not have survived the winter, but she could get some more clippings. Seese thought there was a Mountain Ash tree that needed to be removed, as well as some weeds, from the corner of the park. Benoit said she had spoken with Community Development Director Jackie Wilde about the • original fountain that was in Hoben Park.Wilde had a piece of the fountain in her office.Benoit said she was given contact information for another person in town who had another piece of the original fountain; Benoit planned on contacting that person to ask for the piece to be returned. INFORMATIONAL ITEMS AND REPORTS Historic Preservation Commission Priorities (as amended&approved by City Council). Historic Preservation Commission Meeting Schedule. Request for the April 23, 2021 Historic Preservation Commission Special Meeting. By unanimous consent,the special meeting was re-scheduled to May 3, 2021 at 6:15 p.m. CITIZEN COMMENTS—None BOARD AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN COMMENTS City of Seward,Alaska Historic Preservation Commission Meeting Minutes April 8, 2021 Volume 3, Page 278 Ward was pleased with the progress on the sign project; she was impressed with the quality tujand professionalism of the signs.
