CALL TO ORDER
The May 13, 2021 regular meeting of the Historic Preservation Commission was called to
order at 7:07 p.m. by Chair Cheryl Seese.
OPENING CEREMONY
Chair Cheryl Seese led the Pledge of Allegiance to the flag.

The clerk read the following approved consent items:
Approval of the April 8, 2021 Regular Meeting Minutes.
Approval of the April 19, 2021 Special Meeting Minutes.
Approval of the May 3,2021 Special Meeting Minutes.
LiiApproval of the Historic Preservation Award proclamations to be presented to Colleen Kelly
and Liberty Miller at the May 24,2021 city council meeting.

SPECIAL ORDERS, PRESENTATIONS AND REPORTS
City Administration Report—None
Chair Report. Seese was grateful for the commissioners and the clerks. She said the
commission was finishing up their Certified Local Government(CLG)Grant 20005 project. Seese
requested that the commission schedule their work sessions for 6:15 pm with meetings immediately
following the work sessions.
Planning&Committee Advocacy Report.Benoit said signs had been sent off to the sign
manufacturer. The sign designer had donated his time to work on the Thank You sign that the
commission reviewed and edited at the May 13,2021 work session. Benoit encouraged citizens to
contact her if she had left anyone out who should be added to the Thank You sign.The sign designer
was working on the map for the historic walking tour.
Motion (Ward/Seese) Assign Benoit to work with the sign
designer on the signs for the historic
walking tour and send them to the sign
manufacturer.
Motion Approved Unanimous
In response to Benoit,Seese and Ward said Hotel Seward had been informed that they would
be included in the brochure for the historic walking tour,even if they did not receive a sign for their
property.
Historic Overlay. Ward said she was working on the Historic Overlay District with
Community Development Director Jackie Wilde.
Historic Preservation Facebook Page. Benoit said page likes and followers were up for
April but post reach was down. The clerk apologized for not posting on the Historic Preservation
Facebook Page since her return from maternity leave. The clerk said she had been busy as Acting
City Clerk but she was working with Benoit to post April's Facebook posts in May.Seese and Ward
asked Benoit to promote their June 28,2021 presentation to council on the completion of the historic
walking tour project.

Resolutions

Resolution 2021-004,Recommending that the 2021 Seward Historic Preservation Awards Be
Bestowed to Colleen Kelly and Liberty Miller.
Motion (Pemberton/Ward) Approve Resolution 2021-004
Motion Passed Unanimous
Resolution 2021-005, Recommending Council Accept and Appropriate Funds From
Amendment 1, Budget Adjustment For The Alaska Historic Preservation Fund HPF-CLG
Grant#20005 For The Seward Historical Tour: Public Education Signage Project.
Motion (Ward/Pemberton) Approve Resolution 2021-005
Library Museum Director Valarie Kingsland said the city owed the state$410 in cash
that would go to the State Indirect or Fed Share. A resolution accepting and appropriating funds
for Amendment One of the CLG Grant 20005 would be brought before council at the May 24,
2021 council meeting.
In response to Seese,Kingsland said the$3,970 had been approved and appropriated to the
General Fund reserve account in Council Resolution 2020-079.

Other New Business Items
Schedule a work session with the Port&Commerce Advisory Board(PACAB)on the Historic
Overlay District.
The commission scheduled a joint work session with the Port & Commerce Advisory Board
(PACAB)on the Historic Overlay District for October 14,2021 at 6:15 p.m.
Update Seward Inventory of Historic Sites.
Seese said there was no change to the Seward Inventory of Historic Sites. She wanted to
continue the update of the Seward Inventory of Historic Sites in August,2021.Benoit volunteered to
work with Seese on updating the Seward Inventory of Historic Sites.

Sign Permit 2021-005 Issued to Historic Preservation Commission.

Seese was concerned that the sign permit had been issued to the Seward Historic Preservation
Society instead of the Seward Historic Preservation Commission. The commissioners wondered if
they needed individual sign permits for all property owners to have signs on their property for the
historic walking tour or if they would have one sign permit for all property owners. Benoit
volunteered to contact Community Development Director Jackie Wilde to discuss the sign permit.

COMMISSION AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN
COMMENTS
Seese thanked Kingsland, the clerk, and the commissioners for their hard work. She said
Wolfgang Kurtz needed to be added to the Thank You signs.On behalf of Libbrecht,Seese wished
everyone well and said Libbrecht would see everyone at the May 17,2021 work session.
Benoit was excited for the historic walking tour signs to be installed. She thanked the
commissioners, Kingsland, the clerks, Colleen Kelly, Resurrection Bay Historical Society, Mary
Tougas, Doug Capra, Lee Poleske, the Seward Rotary Club, Leslie Wilfers, and Iris and Hugh
Darling for their contributions to the historic walking tour.
Ward was excited for the historic walking tour.She was very impressed by Seward's history
and the team effort on the historic walking tour. She was pleased to work with Kingsland. She said
the historic walking tour would be an asset to Seward.
Pemberton thanked everyone who had been involved in the historic walking tour. He was
excited to do his part and contribute to this project.
