WHEREAS, thn Palph 1'. P....Y'son" Comi'nny has submitt~d a report to the Central

and
WHEREAS, this study shows that it will be economically advantageous to all
electric u~ilities of central Al~f,ka to interconnect their respective
systems by 8 system .f transmirsion lines and to install additional
generating caracity as dictated by the combined requirements of all
utility systems. and
~mEREAS, the econem1c feasieility of immediate construction of the trans-
mission and generation facilities proposed remains to be demonstratPd to the
Central Alaskan ~ti1ities and to the Rural Electrification Administration,
and
WHEREAS, the Ralph M. Parsons eompsny has offered to conduct such a feasibil-
ity study for which City of Seward's share of the cost would be $225.00. Bnd
WHEREAS, the greatest advantages will accrue from the earliest possible
realization of ~uch integrated transmission and generation system,
NOW. THEREFORE BE IT RESOLVED that The City of Seward hereby:
1. Endorses and subscribes to the principle of an integrated
transmission and generation system for central Alaska as
proposed in the above cited '~laska Power Generation and
Transmission Study";
~. Agree~to ~ its fair share of the cost of a feasibility
stuOY of the proposed integrated transmission and genera-
tion system, which cost to City of Seward is estimated to
be approximately $225.10; and
3. Urges that key officials of the Rural Electrification
Adm1nistr~tion. namely Norman Clapp and/or Richard Dell,
Gerald Diddle and Hoberg Lee make An immediate extended
visit to Central Alaska to observe at first hand the
electrical systems and potential development thereof;
4. Urges the earliest possible formation of a generation
and transmission cooperative or other organization who~e
expres~ purpose is to design, construct, operate and
maintain a leneration and transmission system throughout
Central Alaska to provide electric power and energy to
all electric utilities therein at the lowest possible
cost consistent with sound engineering and business
principles.
This Resolution ,to be in full force and effect immediately upon passage snd
approval.
Passed and approved by The Common Council of the City of Seward, Alaska,
this 17th day of November. 1961.
