HomeMy WebLinkAboutRes1962-255 r RESOLUTION NO. 255 BE IT RESOLVED that the City Clerk is hereby instructed to call a Special Municipal Election to be held on Tuesday, April 10, 1962, for the purpose of presenting to the qualified electors of the City of Seward the propositions of whether or not to auth- orize the issue and sale of negotiable, interest-bearing, thirty (30) year term general obligation bonds to be secured by the full faith and credit of the City of Seward, Alaska, and to be retired insofar as possible from the revenue of the Water System in excess of that required for operations and outstanding bond retirement, for the water improvement program as generally out~ lined by Tabulation Nine (IX) of the Engineer's Supplemental Report dated March 5, 1962, in an amount not to exceed One Hundred Sixty-six Thousand ($166,000.) Dollars, to be set forth on the ballot as: "Proposition 'A", Shall the City of Seward sell 30 year general obligation bonds for the water improvement program as generally outlined by Tabulation Nine (IX) of the Engineer's Supplemental Report dated March 5, 1962, in an amount not to exceed $166,000?", and with an additional alternate to the above described water improvement program in an ampunt not to exceed Sixty Thousand ($60,000.) Dollars for water storage facilities for fire protection, to be set forth on the ballot as: "Proposition 'B', And shall the City of Seward sell 30 year general obligation bonds for an additional alternate to the above described water improvement program in an amount not to exceed $60,000 for water storage facilities for fire protection ?" . . The above described Tabulation IX reads as follows: TABULATION IX Estimate of: (1) Cost of construction 14" a.c. pipeline from Third Avenue and VanBuren to intersection Bear Drive and Iron Drive; (2) construct 10" a.c. line from Second and "D" to Second and "A"; (3) construct 811 a.c. line from First Avenue and "A" to Second Avenue and "A"; (4) construct 10 a.c. line from First Avenue and Van Buren to Third Avenue and Van Buren, (5) construct 10" a.c. line from Fifth Avenue Resolution No. 255 Page 2 and Van Buren to Fifth Avenue and "C" Street; (6) construct 8" a.c. line from Fifth Avenue and "C" to Fifth Avenue and "A"; (7) Place new pump and motor in well No.3 and rehab- ilitate (install meters) at other two wells; ($) elec- trically controlled valve and chlorination on Marathon. 1. (Refer to Tabulation 1, this report) Furnish and install electrically- operated control valve at upper extremity of existing 10" wood stave Marathon supply line to be controlled by same circuits as the remote pres- sure controls for Wells 1, 2 & 3. This improvement provides for 600 gpm domestic demand, 500 gpm industrial demand and 1100 gpm fire demand to the downtown area. City of Seward to repair such upper portions of Marathon line and make necessary repairs to salt water main and pump to keep it operable. . . . .. $165,738.00 All qualified electors of the City of Seward, Alaska, who have registered their qualifications with the City Clerk in accordance with Section 10.3 of the Municipal Charter, and who are or will be at the time of the said Special Election, (1) a citizen of the United States, (2) at least nineteen years of age, (3) able to speak or read the English language as prescribed by law, and (4) immediately preceding the election, for one year a resi- dent of Alaska and for thirty days a resident of the election district in which the City is located, and whose names also appear on the tax rolls of the City, in accordance with Section r I I I I I i I Resolution No. 255 Page 4 10.3(b) of the Municipal Charter, shall be entitled to vote at said Special Election to be held on April 10, 1962. The polling place for the one and only precinct for said election shall be the Log Cabin at the Northeast intersection of Fourth Avenue and Adams Street, in the City of Seward, Alaska, and the polls shall be open for voting from 8:00 o'clock a.m., April 10, 1962, to 8:00 o'clock p.m. of that day. The City Clerk shall give notice of said Special Election at least twenty days prior to April 10, 1962, by posting or causing to be posted, in three conspicuous places within the City of Seward, notice of said election. Said notice of Special Election shall also be published in the local weekly paper of general circula- tion, at least three times prior to April 10, 1962. This Resolution shall authorize and confirm the action taken by the following motion which was adopted by The Common Council of the City of Seward, Alaska, at a duly called legal special meeting held on the 12th day of March, 1962: "I will move that the water improvement program as generally outlined by Tabulation IX of the Engineer's Supplemental Report dated March 5, 1962, i~n amount not to exceed $166,000., and with an additional alter- nate in an amount not to exceed $60,000. for water storage facilities for fire protection be presented to the voters at an election to be held on Tuesday, April 10, 1962." This Resolution also expressly approves and ratifies all action previously taken by the City Clerk in connection with this elec- tion in accordance with previous direction of the Council and the provisions of the Municipal Charter and Election Code.
