SPECIAL MEETING REQUEST
Pursuant to Seward City Code 2.10.030 (2), this is to serve as the written notice
calling a Special City Council Meeting on Monday, September 13, 2021 at 5:00
p.m. for the purpose of:
Electric Utility Infrastructure Project presentation; and
Go into executive session to discuss Electric Utility Infrastructure,
per SCC 2.10.030(b)(1) matters, the immediate knowledge of
which would clearly have an adverse effect upon the finances of
the city.
The meeting will commence in the City Council Chambers, City Hall, 410 Adams
Street, Seward. All interested persons are invited to attend the meetings.

Powering the Future:
A Rebuild of Seward's Electric System "Backbone"

Where We Are
• Seward owns approximately 50 miles of transmission line and three
substations: Fort Raymond, Lawing and Spring Creek
• All substations need refurbishing to some extent and most substation
transformers must be replaced
• Much of the transmission system delivery equipment and materials —poles,
pole -top and support assemblies, lines, insulators, etc. —must be replaced
• Voltage capacity into the City must also be increased if we are to
successfully serve future load driven by shore power for cruise ships
Seward must begin addressing the electric infrastructure issues it's facing before the system fails.
The Projects
• Nash Road Rebuild
• Seward Highway Transmission Upgrade
• Substation Voltage Conversions
• Spring Creek Substation Refurbishment
• New Harbor Substation
Based on the poor condition of the existing infrastructure, the City must complete all projects to ensure
system reliability and meet future load growth.
Nash Road Project
o Looking at a nearly complete rebuild of the delivery
system: poles, lines, pole -top and support assemblies
and related hardware
o Most existing poles installed in the 1950s and `60s
and are long past their service life
o Voltage capacity of the delivery system must also be
upgraded from the current 69kV to 115kV
o New construction and taller poles also will allow for
distribution under build, eliminating the need for
separate distribution poles
o Project Estimate: $3,410,955
A CEA engineer said recently that many poles along Nash are being held up by the tension of the lines.
Seward Highway Project
o Lowest cost project
o A fairly straightforward rebuild over the last half mile
of the delivery system from Dieckgraff Road into the
Fort Raymond Substation
o Project will upgrade this last remaining half -mile
section from its current 69kV to 115kV
o Good news: most of the existing delivery system from
the Lawing Substation near Moose Pass into Seward
is already constructed/insulated to 115kV capacity
o Project Estimate: $426,184
Fort Raymond Substation
Without the completion of the Seward Hwy Project, an increase in voltage to the harbor area cannot be done.
Substation Voltage Conversions
o Most expensive project
o Lawing Substation — Includes replacing the existing failing circuit switcher, removing two
transformers, installing a new transformer, and adding relay protectors and SCADA
o Fort Raymond Substation — Nearly a rebuild of all substation equipment. Includes
replacing two transformers from 69kV to 115kV, replacing all circuit switchers and
breakers, replacing the existing ground grid, and adding relay protectors and SCADA
o Spring Creek Substation — Replace existing 69kV circuit switcher with a 115kV circuit
switcher
o Primrose & Victor Creek Transformers — Replace existing 69kV-24.9kV transformers in
each area with 115kV-24.5 transformers
o Project Estimate: $5,581,873
Spring Creek Substation Refurbishment
o Nearly a complete refurbishing of the entire
Substation
o Rebuild failing Load Tap Changer that controls
voltages, replace antique relay protectors, replace
fence and ground grid, replace oil -filled breakers
and remove vegetation
o Refurbish the 25MVA 69X1 1 5kV-1 2.5kV
transformer from the Lawing Substation and move
to Spring Creek Substation, add 115kV circuit
switcher, oil containment, ground grid and reclosers
o Project Estimate: $3,498,655
Spring Creek &.�bstatien
New Harbor Substation
o Build a new, small substation in the harbor area
with a 12MVA, 115kV-12.5kV transformer to
provide shore power to cruise ships
o Electric load for cruise ships typically runs between
7 to 11 megawatts, nearly doubling the City's load
on a typical summer day
o Must also extend the 115kV overhead line from
Fort Raymond to the new Harbor Substation
o Also needed for the substation will be new circuit
switchers, breakers, reclosers and other related
equipment/materials
o Project Estimate: $2,804,077
Seward Boat Harbor
Summary
o Seward has reached a point where it must begin addressing its electric transmission
infrastructure, otherwise it will begin experiencing extended and costly outages
o Five key projects have been identified that must be completed to improve service
reliability and meet future load growth
o The Nash Road Project is nearly a complete rebuild of the transmission delivery system
and the Substation Voltage Conversions Project is necessary to meet future load growth
o Without a new Harbor Substation, the City will not be able to reliably provide shore power
to cruise ships
Cost of Projects (5): $15,021,744
Cost of Transformers (7): $4.360.000
Total Infrastructure Cost: $19,381,744
