City Council Agenda Statement ' F M
Meeting Date: September 13, 2021 -
To: City Council
Through: Janette Bower, City Manager
From: Rob Montgomery, Electric Utility Manager
Agenda Item: Resolution 2021-099: Authorizing the City Manager to Enter into a Contract
with McKinley Fence Company in the Amount of$98,489 to Tear Down the
Existing Security Fence around the Fort Raymond Substation and Replace
with a Stronger and Taller Security Fence to Improve Public Safety and
Security
Background and justification:
There is currently 1,235 feet of chain-link security fencing around the Fort Raymond Substation.
While a small section of the fence was rebuilt in 2009,there remains nearly 800 feet that is in poor
and deteriorating condition, creating a legitimate safety and security risk because of the ease of
access into substation. This ease of access is of particular concern since the Fort Raymond
Substation is in a residential area with schools, ball fields and other recreational areas nearby.
In some sections, the 7-foot fence is leaning so badly that ease of access into the substation is a
serious concern. In fact, in recent years, copper wire was stolen from within the substation, and in
another incident, a moose was found inside before being chased out by crews.
The substation fence in its current condition is unacceptable since it seriously compromises public
safety and service reliability.
