CALL TO ORDER
The June 21, 2021 special meeting of the Seward Historic Preservation Commission was
called to order at 7:00 p.m. by Chair Cheryl Seese.
OPENING CEREMONY
Commissioner Tanguy Libbrecht led the Pledge of Allegiance to the flag.

Finalize webpage design and presentation of the Certified Local Government (CLG) Grant
20005 Historic Sign Project.

Benoit said the webpage design for the Historic Walking Tour on the City of Seward website
would include a picture of the map for the historic walking tour,a download of the map,the video of
the historic walking tour, and the updated Thank You sign that would show all of the people who
donated to the historic walking tour.
Motion(Benoit/Seese) Accept the webpage design for the historic
walking tour and direct Benoit to work
with the clerk and I.T.to put this design on
the city website.

Motion (Ward/Seese) Direct Libbrecht and Benoit to approve the
historic walking tour map once it is
received from the sign designer.

Discuss fundraising efforts.
Libbrecht said the historic walking tour project began in 2017, and the fulfillment of this
Certified Local Government(CLG)Grant project was started in June, 2020. Commissioners who
have worked on this project were Cheryl Seese, Sue Ward, Iris Darling, Wolfgang Kurtz, John
French, Tanguy Libbrecht, Mary Ann Benoit, and Jim Pemberton. The following committees had
been set up for the historic walking tour grant: Historic Preservation Planning & Advocacy,
Marketing & Communications, Grant and In-Kind Donations, and Volunteer Recruitment &
Engagement.
Libbrecht said the commission had met at several meetings to discuss this project. The
commission webpage would be featuring the historic walking tour map. The historic walking tour
signs would be shipped by boat on July 12, 2021. A sign thanking the commission's partners,
contributors, and donors would be installed at the Seward Community Library and Museum. Signs
would be installed in late July, 2021 or August,2021.
The estimated cost of the budget was$28,000 and the commission was at an estimated cost
of$29,190.The target amount for fundraising efforts was$3,000.As of June 21,2021,$7,200 had
been donated by the citizens of Seward, and the commissioners had over $3,000 of in kind and
logged volunteer hours. The sign design was $11,000. Metco would be donating concrete for the
historic walking tour. The State Historic Preservation Office would be reimbursing the City of
Seward up to $24,000.
Libbrecht said the fundraising committee served the purpose of the grants and in kind
committee and Libbrecht, Ward, and volunteer Iris Darling were members of the fundraising
committees.The target amount for fundraising efforts was$3,000-$5,000 and as of June 21,2021,
the commission had received$7,200 in monetary donations.The requested funds would be used for

designing and manufacturing signs, posts and mounts, supplies, and equipment rental and
installation.The deadline for donations was June 10,2021.There would be a Thank You sign listing
each donor posted at the Seward Community Library and Museum.Ward had touched base with the
donors to verify what information they wanted on the Thank You sign. Libbrecht said all checks
were made out to the City of Seward,as advised by Naneth Ambrosiani.A special meeting was held
on April 19, 2021 to review the Thank You sign.
The clerk suggested that the Historic Preservation Commission only assign their current
commissioners to committees with an allowance that volunteers can assist with these committees,as
long as items that need to be brought before the commission for approval are brought before the
commission. She suggested that the commission solicit any monetary donations or volunteers for
future projects through a public notice.
Motion (Ward/Pemberton) Clarify and rename "Grants and In-Kind
Committee"to"Grants,In-Kind,and Fundraising
Committee".
Motion Passed Unanimous
Motion (Seese/Ward) Approve the fundraising letter that went out on
June 4, 2021.
In response to the clerk, Seese said any fundraising letters that go out to the public in the
future would be signed by a commissioner. Libbrecht said the fundraising committee had requested
funds for the historic walking tour. Ward said she would clarify the intention of the donations
received.

COMMISSION AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN
COMMENTS
Seese thanked Benoit and Ward for their hard work. She was thankful that Ward had
requested donations from the public for the historic walking tour project. She appreciated Libbrecht's
report on the historic walking tour project. Seese thanked Pemberton. She requested that in the
future, the clerks research the information they have and be more gentle with their requests. Seese
thanked the clerks. She said Lee Poleske's cemetery tour was tonight.
Benoit was impressed and sincerely moved by the community's support on the historic
walking tour project, as the volunteer hours put in by both community members and the
commissioners. She was very proud of the results of the historic walking tour.She thanked everyone.

Ward said there was a wealth of experience on the commission.She believed the sign project
was a result of that experience.
Libbrecht thanked everyone. He was privileged to be a part of the commission.
