OPENING CEREMONY Commissioner Tanguy Libbrecht led the Pledge of Allegiance to the flag. ROLL CALL There were present: Cheryl Seese presiding and Sue Ward Tanguy Libbrecht Mary Ann Benoit Jim Pemberton—joined telephonically at 7:16 p.m. comprising a quorum of the Commission; and Valarie Kingsland, Library Museum Director Jessica Stallard, Deputy City Clerk Excused—None Absent—None Vacant—Two CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING—None APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Ward/Benoit) Approval of Agenda and Consent Agenda Motion Passed Unanimous The clerk read the following approved consent items: Approval of the May 13, 2021 Regular Meeting Minutes. SPECIAL ORDERS, PRESENTATIONS AND REPORTS City Administration Report—Library Museum Director Valarie Kingsland said her last L day working for The City of Seward would be July 1,2021. She was working on preparing the grant report for the State Historic Preservation Office,but she would not be able to finish it before her last day. Kingsland had grown both personally and professionally while working with the commission. City of Seward,Alaska Historic Preservation Commission Meeting Minutes June 10, 2021 Volume 3,Page 289 She was proud of the commission's growth over the years.Kingsland thanked the clerk for her hard work and she asked the commissioners to support their staff. In response to Seese,Kingsland said she would be attending the CLG Grant presentation and celebration at the June 28, 2021 council meeting. Chair Report. Seese was excited about the progress the commission was making on the historic walking tour. She said Liberty Miller had applied to join the commission,but Miller may have to leave for the winter. Seese had received an email from citizen Patrick Lewis, who was concerned about the archeologic importance and value of the Jesse Lee Home. Seese said Wilde would be giving a presentation on the Jesse Lee Home at the June 14,2021 council meeting. Seese said Resurrection Rentals would be renting their equipment to the commission for sign installation. Planning&Committee Advocacy Report.Libbrecht said the commission was on track for completing the historic walking tour on time and on budget. The commission would be giving a presentation on the historic walking tour at the June 28,2021 council meeting,and Libbrecht would be providing a written report for the meeting. Libbrecht said the signs might not be installed until the end of July, 2021, and the State Historic Preservation Office had approved this. Historic Overlay. Ward was working on the Historic Overlay and she needed some additional help. Community Development Director Jackie Wilde said the topic for the June 15, 2021 Planning & Zoning work session was discuss the municipal land use table and review land use definitions. She encouraged the commissioners to attend the work session. In response to Libbrecht,Wilde said the work sessions were open to the public and input was welcome.The Municipal land use table and land use definitions would be covered at several work sessions before the Planning&Zoning Commission would pass a resolution that would go to council as a public hearing item. Historic Preservation Facebook Page.Benoit said there had been more participation from citizens on the Historic Preservation Facebook Page this month.The post about St.Peter's Episcopal Church had been very popular. The goal for June was to highlight the historic walking tour and congratulate the Historic Preservation Award winners. She would begin a series on the history of amazing women of Seward in July.Benoit would be incorporating the history of the buildings on the walking tour into the facebook posts. In response to Benoit, Libbrecht said he would provide Benoit with a post asking for volunteers for the historic walking project. tour 'ect. Motion (Seese/Ward) Order two half sheet cakes, one white and one white chocolate, from Safeway with a budget of no more than $150. One cake with the commission logo and one cake with the historic walking tour photo. Motion Passed Unanimous Benoit said the signs for the historic walking tour and the Thank You signs were being manufactured. She wanted to make sure that anyone who had donated to the historic walking tour was recognized on the Thank You sign at the Seward Community Library and Museum. Benoit was working with the sign designer on creating a walking tour map. Benoit said the commission would be working with the city to install signs. She had spoken to Kingsland about showing the historic walking tour video after the earthquake video at the library. Review progress on the Historic Preservation Commission priorities. The commission reviewed progress on the Historic Preservation Commission priorities. Ward said the historic overlay needed to become a higher priority. INFORMATIONAL ITEMS AND REPORTS Reimbursement for Hohen Park Flowers CITIZEN COMMENTS—None COMMISSION AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN COMMENTS Ward said the commission was doing a good job. Seese thanked the clerk for her hard work.
