RESOLUTION 2004-75
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING HISTORIC PRESERVATION COMMMISSION
PRIORITIES
WHEREAS, the Seward Historic Preservation Commission wishes to assist the City
Council with the ongoing responsibilities associated with being a Certified Local Government,
which requires recognition of the historically significant activities, structures, sites and the
people who helped build Seward; and
WHEREAS, the Commission has become very active over the past several years and has
helped emphasize community spirit and Seward's history by sponsoring numerous off-season
events supported and attended by local residents, visitors and guests; and
WHEREAS, a few of the events have been: the Seward Red Light District presentation
in 2002, the State of Alaska Historical Commission 2002 summer meeting; the Seward
Centennial Symposium in 2003; the First Friday Fireside Historical Lecture Series during 2003-
2004 and the "Blast from the Past" celebration in 2004; and
WHEREAS, the Commission has continuously received grants for historic preservation
activities, such as training for staff and commissioners in 2002 and 2004, the grant to present the
Seward Centennial Symposium, the Historic Structure Report for the Jesse Lee Home, the
production of a historic structure web site in 2003 and the grant for updating the Seward Historic
Preservation Plan, which was approved in 2004; and
WHEREAS, the Commission was proud to represent the community by receiving the
2003 Esther Billman Award of Excellence from the Alaska Historical Society for the outstanding
Seward Centennial programs; and
WHEREAS, the Commission provides recognition each year to an outstanding
contributor to Seward's history by awarding the annual Seward Historic Preservation Award; and
WHEREAS, in order for the Commission to continue to assist the Council by providing
this level of service to the community; and
WHEREAS, the City Council wishes to continue to have the Seward Historic
Preservation Commission highlight the history of Seward and the surrounding areas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA THAT:

Section 1. The Seward Historic Preservation Commission continue to maintain their
priorities and programs of interest in the history of Seward and the associated activities within
the prevue ofthe Commission.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 26th day
of July 2004.

Agenda Item: Seward Historic Preservation Commission priorities
BACKGROUND & JUSTIFICATION:
The Seward Historic Preservation Commission wants to be proactive with assisting Council with
the City of Seward’s ongoing responsibilities it has as a Certified Local Government. Resolution
2004-XX identifies the Commissions’ priorities, and requests Council’s guidance and approval.
The three areas which the commission has identified are: public outreach, historic structures and
sites and historic preservation plans. Identifying the Commission’s priorities and activities will
facilitate more efficient use of Commission and staff planning, time and other resources.
An attachment with a brief listing of Commission accomplishments has been included to
demonstrate the Commission’s ability to support historic activities. A letter of support from the
State of Alaska, Department of Natural Resource (DNR) Office of History and Archaeology has
also been included. DNR has also provided a pamphlet discussing the benefits of being a
Certified Local Government. DNR has been very supportive of our community’s ongoing
involvement with preserving history and heritage and has awarded at least one grant each year to
the City of Seward.

SCC 2.30.425. Powers and duties.
(a) It shall be the responsibility of the historic preservation commission to:
(1)Develop a local historic plan that will include provisions for identification, protection
and interpretation of the area's significant resources. Such a plan is to be compatible
with the Alaska Historic Preservation Plan and to produce information compatible
with and for the Alaska Heritage Resources Survey.
(2)Survey and inventory community historic architectural and archaeological resources
within the community.
(3)Review and comment to the state historic preservation officer on all proposed
National Register nominations for properties within the community area.
(4)Act in an advisory role to other officials and departments of local government
regarding the identification and protection of local historic and archaeological
resources.
(5)Work toward the continuing education of citizens regarding local historic preservation
and community history.
(6)Support the enforcement of the Alaska Historic Preservation Act, AS 41.35.
(7)Review local projects and recommendations about the effect on properties identified
in the local historic preservation inventory.
(b)The Commission shall have no authority to expend or commit City funds without first
obtaining approval by and any necessary appropriations from the City Council.
