Three locations have been studied for the new Public Works facility. The three locations are:
• Fort Raymond Property (2109 Dimond Blvd)
• City of Seward Snow Dump Site (2500 Laurel Street)
• Gillespie Properties (2405 & 2413 Seward Highway)
Fort Raymond Property-2109 Dimond Blvd
After the sale of 3.31 acres to Chugachmiut is completed, 7.73 acres will remain for development.
Although the acreage is adequate for development of the new Public Works facility, I do not
believe locating the Public Works facility on the property is the highest and best use of the
property. A definitive plan has not been developed for the 7.73 acres. If the council indicates a
different location for the facility, a development plan for the remaining acres will be brought
forward to the council at a later date.
City of Seward Snow Dump Site — 2500 Laurel St
The Snow Dump Site, located at 2500 Laurel St, was examined as a possible location. The site is
6.05 acres. In order to make the site operational for the facility, it is necessary to bring in a large
amount fill for the building.
A concern was expressed regarding possible flooding during rain events. We contacted Stephanie
Presley, Seward/Bear Creek Flood Service Area Program Lead regarding flood data. Stephanie
indicated that due to the levy on Dieckgraff Road, potential flooding has been mitigated. However,
she emphasized the importance of obtaining updated lidar data to be certain of any flooding
issues. The Flood Board approved a lidar contract with NV5 Quantum Spatial. Once the processing
and delivery of the lidar data is complete, the information will be shared with the City.
Discussion was held with Public Works Director Doug Schoessler who explained the importance
of the site to snow removal operations.
Gillespie Properties — 2405 Seward Highway and 2413 Seward Highway
The Gillespie properties located at 2405 and 2413 Seward Highway are for sale. Mr. Ray Gillespie
contacted me regarding the properties and expressed his desire to sell the properties to the City.
The properties are directly adjacent to the snow dump site and would enhance Public Works
operations. The property has adequate fill and does not appear to have any flooding issues. The
previously described lidar information will provide information regarding this site as well. The site
is large enough to accommodate Public Works as well as additional City facilities, should the
Council decide to add more buildings.
Kenai Peninsula Borough has 2405 Seward Highway valued at $295,000 and 2413 Seward
Highway at $148,000. Mr. Gillespie stated the asking price is $500,000 for both properties and
added there is room for negotiation.
My recommendation is to direct the City Manager to negotiate the purchase of the two properties
located at 2405 and 2413 Seward Highway. The funding mechanism would be to use proceeds
from the sale of the Fort Raymond property to Chugachmiut. If the Council agrees with this
recommendation, I respectfully request direction be given to place an action item on an upcoming
agenda that would direct the city manager to enter into negotiations with the Gillespie's for
purchase of the property. Following successful negotiations, the process in Seward City Council
7.05.120 through 7.05.145 will be followed. The language is noted below. Following completion
of the process, discussion with council regarding the bond process and design process will be
held.
Seward City Code:
7.05.120 - Alternative means of real property acquisition or disposition.
The City Council may acquire or dispose of an interest in real property by negotiation, public auction, or
sealed bid. (Ord. 98-04)
7.05.125 - Public hearing and notice.
Prior to disposition or acquisition of a real property interest by negotiation, public auction or sealed bid, a
public hearing shall be held. Notice of the public hearing shall be published in a newspaper of general
circulation in the city and shall be posted in at least three public places within the city. Both posting and
publication shall be done at least ten days prior to the hearing.

7.05.130 - Terms and conditions to be made available.
The notice of public hearing shall indicate where the public may obtain the essential terms and conditions
of the proposed acquisition or disposition. A copy of the terms and conditions shall be maintained for
inspection at the office of the city clerk for at least ten days prior to the hearing. (Ord. 98-04)
7.05.135 - Authorizing resolution to approve terms and conditions.
At any time after the hearing required in section 7.05.125, the council shall make a finding in an authorizing
resolution that the essential terms and conditions and the method of acquisition or disposition are in the
public interest. (Ord. 98-04)
7.05.140 - Posting copy of resolution.
Upon adoption of a resolution approving an acquisition or disposition, the city clerk shall cause a true copy
of same to be posted for at least 30 days in at least three public places within the city. (Ord. 98-04)
7.05.145 - Effectiveness of resolution.
Objections to a resolution approving a real property acquisition or disposition may be made at any time
until the resolution becomes effective. Unless rescinded or amended, any resolution adopted under this
chapter automatically becomes effective 30 days after passage and posting. (Ord. 98-04)
