HomeMy WebLinkAboutRes2004-076 I I I Sponsored by: Shealy CITY OF SEWARD, ALASKA RESOLUTION 2004-76 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH METALCRAFT MARINE, INC TO CONSTRUCT A FIRE/ RESCUE/ SECURITY VESSEL FORAN AMOUNT NOT TO EXCEED $244,761. WHEREAS, the Fire Master Plan of 1986 identified the need for a fire/ rescue vessel and a fire boat has been on the list of capital projects for the Fire Department since the Plan was compiled; and WHEREAS, the City of Seward is a major port for the State of Alaska Ferry system, cruise ships and commercial and private watercraft which have elevated security concerns; and WHEREAS, the City of Seward submitted the fire/ rescue/ security vessel on the 2003 federal legislative request list that was presented in Washington DC; and WHEREAS, the City of Seward received funds in the amount of $257,000.00 for the fire/ rescue/ security vessel; and WHEREAS, the City of Seward charges 5% administrative fee for special projects, leaving a balance of $244,761.90 for the purchase of said vessel; and WHEREAS, upon approval ofthe City Manager, an RFP was published and proposals were received; and WHEREAS, ofthe three proposals received, two met the minimum qualifications and were evaluated; and WHEREAS, Meta1Craft Marine, Inc, has met the specifications and provided options for the vessel within the appropriated budget in the amount of $243,31 0.00; and WHEREAS, the evaluation committee recommends a contingency of $1,451.00 (or the funds left in account 853-8531-xxxx) be set aside to cover unanticipated expenses. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Manager is hereby authorized to enter into a contract, in accordance with the terms and conditions and in substantial form as attached hereto, with MetalCraft Marine, Inc., for construction, outfitting and delivery of the Fire/ Rescue/ Security vessel as specified in the request for proposal for an amount not to exceed $244,761, including a contingency of$1,451. The funds were received by the City of Seward in February and accepted by the City Council in April. An account was set up (853-8561-xxxx) for the purchase of the vessel. After informing the City Council on April 12, 2004 and receiving approval from the City Manager a RFP was published for construction, outfitting and delivery of a vessel suitable to conduct fire/security and rescue operations in Resurrection Bay. Sixteen packets were requested by boat manufacturers. Of the sixteen packets sent, only three proposals were received for evaluation. The three proposals received were from MetalCraft Marine of Ontario, Canada; Armstrong Marine of Port Angeles, Washington; and Boston Whaler Commercial of Edgewater, Florida. Boston Whaler Commercial did not meet the minimum bid specification in their proposal. A committee of three personnel from the fire department was established to evaluate the proposals. All three committee members carry US Coast Guard certified marine licenses and have varying levels of marine experience from large vessels to small boat operations. The finance department gave us the budget limit of $244,761.90, the amount available after deducting the 5% administrative fees charged by the City for special projects. The committee was told not to exceed this amount. Proposals were evaluated on the following criteria; adherence to the specifications, design of vessel, delivery time, length of warranty and items covered under warranty, cost and proposal presentation. A numerical evaluation (points) was utilized. Of the three proposals received, only two of the manufacturers met the minimum specifications after the initial evaluation. Of the two remaining manufacturers, only one included many of the options mentioned in the RFP while staying within our budget limitations for this purchase. Local marine related businesses were considered during the evaluation process with regard to support and repair of the two proposals received. The evaluation process also incorporated an outside agent, Captain John Taylor, Licensed Marine Pilot, and a marine fire training specialist, who provided, at no cost, an impartial evaluation on each of the submitted vessel designs. After careful review of the proposals received, the evaluation committee chose MetalCraft Marine, Inc. to construct, outfit and deliver with options, the vessel to Seward in accordance with the specifications at the proposed cost of $243,310.00. The complete purchase contract is available at the Fire Department for council members to review. The committee also recommends a contingency of $1,451.00 ( or the funds left in account 853-8531- xxxx) be set aside to cover unanticipated expenses.
