3.3.2 Role of SHPC in Land Use and Preservation Coordination
Article 2.30.400 of the City Code establishing the SHPC directs the Commission to:
"... act in advisory role to other officials and departments of local government regarding identification and protection of
archaeological resources (2.30.425, A.4) and review local projects and recommendations about the effect on propertiE
local historic preservation inventory."
Issues and concerns regarding preservation can
be presented to the Commission through private
owners, administrative reports, or the public sector. Involvement in public works depends on public vigilance, cooperai
collaboration from City Council and City Administration. Federally funded projects that fall under Section 106 review ai
approved by the Seward Historic Preservation.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, ESTABLISHING THE HISTORIC
DISTRICT IN DOWNTOWN SEWARD
THE CITY OF SEWARD, ALASKA, ORDAINS:
Section 1. Chapter 6 of the Seward City Code is amended by
adding the following section:
Sec. 06.10.100 Historic District Established
(a) The Historic District of the City of Seward is
hereby established to define those areas of the City
that meet state or federal standards for historic
districts or that otherwise have special historic
significance that merit additional consideration in
land use regulation.
(b) The Historic District for the City of
Seward
shall be defined as that
area in downtown
Seward
bordered on the South by
Resurrection Bay,
on the
North by Adams Street, on
the East by Sixth
Avenue
and on the West by Third
Avenue, and including the
Ferry Terminal.
(c) Criteria for selection and placement on the
list of historic districts within the City of Seward
shall be set by Resolution of Council.
Section 2. This Ordinance shall take effect 10 days following
enactment.

RESOLUTION NO. 84-84
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, ESTABLISHING CRITERIA AND PROCEDURES FOR
THE ESTABLISHMENT OF HISTORICAL DISTRICTS
WHEREAS, the goals and benefits of historic preservation and
historical districts have already been endorsed by the City of Seward in
Ordinance No. 519; and
WHEREAS, the careful and thoughtful selection of historical
districts is an important part of encouraging historic preservation in
Seward; and
WHEREAS, the Resurrection Bay Historical Society has recom-
mended a set of criteria for the selection of historical districts in
Seward; and
WHEREAS, the recommended criteria are appropriate and reason-
able standards for the selection of historical districts that will be of
great benefit to Seward;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council, by resolution, may designate
an area or areas within the City of Seward as a historical district
provided such area meets the following criteria. The area designated as
a district must:
a. Be a reasonably compact area of historical signifi-
cance and contain two or more structures important
in City, State or National history which are related
by physical proximity or historical association.
Such structures must either by:
(1) Listed in the National Register of Historic
Places; or
(2) Characteristic of the early territorial period
before 1930; or
b. Be consistent with the Municipality's comprehensive
plan; and
C. The district or one or more of the structures within
the district shal.l meet one or more of the following
ten (10) criteria. It must:

HISTORICAL IMPORTANCE:
(1) Have character, interest or value, as part of
the development, heritage or cultural charac-
teristics of the community; or
(2) Be the site of a historic event which had a
significant impact or influence on the area,
state or society; or
(3) Be identified with a person, or group of
persons, who had some significant impact or
influence on the area, state or society; or
(4) Fxemplify the cultural, political., economic,
social. or historic heritage of the community;
or
CHITECTURAL IMPORTANCE:
(5) Portray the environment of a group of people In
an era of history characterized by a distinc-
tive architectural style; or
(6) Embody those distinguishing characteristics of
an architectural type specimen; or
(7) Be the work of an architect or master builder
whose individual work has influenced the
development of Seward; or
(8) Contain elements of architectural design,
detail, materials or craftsmanship which
represent a significant innovation; or
GEOGRAPHIC IMPORTANCE:
(9) Because of being part of or related to a
square, park or other distinctive area, be
developed or preserved according to a plan
based on a historic, cultural or architectural
motif; or
(10) Due to its unique location or singular physical
characteristic, represent an established and
familiar visual feature of the neighborhoo4,
community or city.
Section 2. This resolution shall take effect immediately
upon its adoption.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, DEFINING AND DESIGNATING THE
DOWNTOWN HISTORIC DISTRICT
WHMAS, the goals and benefits of historic preservation and
historic districts have been endorsed by the City Council in Ordinance
No. 519; and
WHEREAS, criteria for selection and designation of historic
districts have been established in City of Seward Resolution No. 84- 84-,
and
WHEREAS, the downtown area of the City of. Seward has played a
key role in Seward's history since its founding in 1903; and
WHEREAS, said area meets the criteria set forth in Resolution
No. 84 -8
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Downtown Historic District shall be defined as 1
that area in downtown Seward bordered on the South by Resurrection Bay,
on the North by Adams Street, on the East by Sixth Avenue, and on the
West by Third Avenue, and shall include the Ferry Terminal building.

8. Agenda for Future Action
1. Immediate Action
After identifc-ing what opportunities and challenges affect
Sevcard's historic presenation effort, the Commission seeks to
achieve the following as i*arnediate action steps.
Focus on goals, that the Comn-ission can influence and
change.
+ '%Vcwkmth City Planning and Zoning to highlight historic
preservation incentives.
+ Seek consensus from the Cite- about a vimon for Seward.
+ Create-oluntarr guidelines to unify- the town while being
respecful of the needs of pri+ate property rights.
+ C onsider other towns as models if they have executed
local regeneration v;ith success.
+ Identif4- and share economic benefits of historic
preservation.
2. Long-term Ambitions
In addition to immediate goals for the Sev;ard eenumumty, other
themes emerged throughout the plan update process that can be
incorporated into a long-term plan for historic preservation. Uhe
SHPC ;cants to further their mission x%hile also becoming a more
vibrant resource nithin the community.

Long-term ambitions include;
• Encourage mindfulness of modernization v.hile
presening local character.
+ Educate local comrnunity about preservation in order to
engage them in preservation efforts.
• Continued support of being a government entity and
historic advisor.
• Encourage the integntN and authenticityof historic
districts.
+ Engage modern technology to help identi, and promote
local historic sites.
• Coordinate an annual or biannual meetin.- of all
prese►zatian entities in toR;n to discuss ideas and ongoing
projects in order not to duplicate efforts and encourage
collaboration.
8.3 Timeline for Next Plan' Revision
The 1996 plan stated that a review of the standing plan should
take place annually. The 2017 Seward Historic Preservation
Cor i issaon seeks to update the plan every fnae -.-ears. which will
ensure that the cm -rent Con nission.is focused on its mission and
achieving the goals that have been setto preserve Seamrd's
history. 7Me re;iew of the plan shall invoke aw�ork session, assess
progress on meeting established goals, and focus on developing
an updated ,Evork plan to be recienved by City garerrunent and
citizens of Seward,

Good morning,
Please find attached various information all of which I would
like provided for the November 5th Work Session.
In addition I would like to have each commissioner receive a
printed copy of the 2017 Seward Historic Preservation Plan.
Also, I tried to pull up Ordinance No. 519 to no avail. Please
provide this paperwork as well. It seems we need to create an
Ordinance that Council will approve for the Historic District
Overlay which currently only has a Resolution. All of the
information requested as well as this is important for the
creation of a formal and clearly understood Historic Overlay
that is enforceable.
And again, please send a reminder to each commissioner to
bring along their copy of the Standards and Guidelines we
received at our last meeting.
know that I am requesting a lot of information but this will not
be ongoing as each commissioner will be responsible to come
to each relative meeting with this information in hand.

Yes this is all for the Work Session. Some of it may also be used
for the Regular Meeting but it is necessary for the Work
Session.
