CALL TO ORDER
The January 13, 2022 regular meeting of the Historic Preservation Commission was called to
order at 7:47 p.m. by Chair Cheryl Seese.
OPENING CEREMONY
Commissioner Sue Ward led the Pledge of Allegiance to the flag.

City Administration Report. Library Museum Director Bailey Sayler said she had

nothing to report.
Chair Report. Chair Seese stated that she wished to move the start time of the monthly
work session from 6:15 p.m. to 6:00 p.m.; there was no objection from the commission. Seese said
she thought it was important that the commission draft a resolution to create the boundaries for a
Historic Business District, and then work towards having that be included as a zone on the Land Use
Table.
Seese stated she was opposed to Ordinance 2022-002 which would be going to council to
update the definition for light manufacturing; she asked the commission for their support to allow her
to make comments of opposition at the council meeting on behalf of HP. In response, Ward said she
supported the update to light manufacturing and did not wish for Seese to speak on that topic on
behalf of HP; Benoit concurred.
Seese stated she wished to speak at the council member requesting council's support of
having a Historic Business District defined that would ultimately be included in the Land Use Plan.
There was no objection from the commission.
Other Reports and Announcements
Report on Historic Preservation Facebook Page. Benoit reported That both the reach and
the engagement for HP's Facebook page were up. Benoit was planning a post in honor of Seward's
Day.
Update on Certified Local Government (CLG) Grant 20005. Benoit reported the last
three signs were still awaiting installation.
Update on USS Alaska project. LeMaster said he had spoken with the organizers of the
project and learned they were still searching for a location for the memorial.

Other New Business Items
Discuss and determine the 2022 Priorities.
The commission updated their 2021 priorities for 2022 and directed the city clerk to bring back a
resolution for approval.

2022 HP PRIORITIES (Approved by HP on January 28, 2022; pending council approval on February 14, 2022)
REPORTING
• Quarterly reports to council
• Annual Certified Local Government (CLG) grant report to the State Historic Preservation Office (SHPO) (February)
PUBLIC OUTREACH
• Coordinate efforts with Planning and Zoning regarding the identification and protection of local historic and archaeological
resources.
• Enhance understanding of the economic benefits of Heritage Tourism.
• Celebrate National Historic Preservation Month in May by proclamation
• Award the Annual Seward Historic Preservation Award in May.
• Maintain the Seward Historic Preservation Commission online presence.
SEWARD HISTORIC STRUCTURES & SITES
• Review local projects and recommendations about the effect on properties identified in the local historic preservation inventory.
• Update, review, and submit the Seward Inventory of Historic Sites to the Offices of History and Archaeology according to the
guidelines for the Alaska Heritage Resources Survey, with annual review.
• Promote and continue to nominate structures and sites to Seward Local Register.
• Support the historic Hoben Park by assisting with planters and working towards restoring its historic character.
• Engender the preservation and use of the Jesse Lee Home properties for Park use.
• Track and monitor the progress of the Fort Raymond Subdivision.
• Identify the Most Endangered Historic Properties in Seward.
SEWARD HISTORIC PRESERVATION PLAN
• Promulgate economic incentives, historical preservation and education.
• Develop historic preservation initiatives and projects.
• Advance the Historic Business District.
OTHER COMMISSION TASKS
